Marcia Fariss February 3, 2010 To: The Saratoga City Council �44 us t a rd Faire Committee of Saratoga On January 25, 2010, I learned that the Mustard Faire for 2010 was eliminated from the city budget. The Mustard Faire Committee and I are very disappointed, especially since we have been working on events for some time. Our participants are responding with enthusiasm, and even the dates on the banners for the Heritage Orchard and Blaney Park have been re- printed. Two years ago we designated the first Sunday in March to be set aside for the Mustard Faire and budgeted $5,000.00. In the eight previous years the City had lent support to the Event. We averaged two thousand loyal fans, and even last year in spite of a steady rain, several hundred parents and delighted children enjoyed the day. We do understand that budget restraints are important. However, it is also important to have the City lend its support and prestige to the Event, and to show its pride to our citizens and neighboring cities. Per Council's request, a follow -up study session is set for February 8th to discuss the proposed use of undesignated funds. The forecast's use Of $350,000 of undesignated funds included a leftover operational balance of approximately $75,000 remaining at year end. The elimination of this excess balance leaves a net proposed use of $275,000 of undesignated fund balance. Staff has compiled the following additional budget cuts which Council could select to use, either in full or in part, as an alternative to the use of undesignated funds. Finish the Housing Element update and associated implementation ordinances 2. Update the code to include the State mandated Model Water Efficient Landscape Ordinance 3. Update the code to comply with the State mandated update for the Massage Ordinance (PC review will not be required) 4.
