ORAL COMMUNICATIONS ON NON - AGENDIZED ITEMS
Any member of the public will be allowed to address the City Council for up to three (3) minutes
on matters not on this agenda. The law generally prohibits the council from discussing or taking
action on such items. However, the Council may instruct staff accordingly regarding Oral
Communications under Council Direction to Staff.

Instruction to Staff regarding actions on current Oral Communications.
1. City Manager Recruitment
Recommended Action:
Review proposal for executive recruitment services and direct staff to place an agreement
for executive recruitment services on the agenda for the regular meeting on February 19,
2014.

SUBJECT: Executive Search Firm - City Manager Position
RECOMMENDED ACTION:
Review proposal presented to the City Council by Mr. Avery, William Avery & Associates, Inc.
to manage the recruitment process to select a new City Manager and direct staff to place an
agreement with William Avery & Associates, Inc. on the agenda for the regular meeting on
February 19, 2014.
BACKGROUND:
At the direction of the City Council, staff has requested William Avery & Associates, Inc. to
present a proposal to manage the recruitment process to select a new City Manager. The
proposal will be provided to the City Council by the February 4, 2014 meeting.
William Avery & Associates, Inc. is a local firm and Mr. Avery was a prior City Manager (Los
Gatos) and Assistant City Manager. The firm has a significant amount of City Manager
recruitment experience in California and has an excellent reputation. The firm's more recent
City Manager recruitments include, but are not limited to:
City Manager, City of Sunnyvale
City Manager, Los Altos
General Manager, West Valley Sanitation District
Executive Director, Contra Costa County Waste Authority
City Manager, City of Hollister
City Manager, City of Lynwood
City Manager, City of Monterey
City Manager, City of South San Francisco
City Manager, City of San Mateo

FISCAL IMPACTS:
The cost will be provided in the proposal provided to the Council by William Avery &
Associates, Inc. Based on recent survey data, the cost is on average $25,000 ($18,500
professional fee & expenses approximately $6,500; excluding candidate travel expenses).
CONSEQUENCES OF NOT FOLLOWING THE RECOMMENDED ACTIONS:
The Human Resources Division will manage the recruitment process to select a new City
Manager.
