SUBJLCr: Award of Contract - Paul Avenue Inprovements Issue Summary The Paul Avenue Improver -nt project is an approved Capital In-provement activity for FY 1982 -83, funded with Housing and Community Development Act monies. Ori February 10, 1983 the City received 13 bids for the project. The apparent low bidder is Dorsa Paving, Inc. of San Jose with a total bid of $63,413.00. The project will modify the streets vertical alignment to eliminate a surface drainage problem as well as intercepting active subsurface water which has caused deterioration of the roadway. Partial street reconstruction and resurfacing will be accomplished as well as the installation of rolled AC berms and the construction of driveway connections to the street. The Engineer's estimate for the work is $79,260. $73,000+ is available for the activity after engineering and plan costs. Recommendation Award the contract for Paul Avenue Inprovements to Dorsa Paving, Inc. for the bid (Base Bid plus Additive "B ") amount of $63,413.00. Fiscal Impacts This project was approved in the FY 1982 -83 Capital Improvement Budget utilizing HCDA funds, and can be accomplished within that amount budgeted. Exhibits /Attachments 1. Wattis Construction 100,009.40 February 10, 1983 ir r JTW @2 R��_Jl -TOOZ &ih ZAIJ� ,,, REPORT TO MAYOR AND CITY COUNCIL DATE COUNCIL MEETING SUBJECT: Background - Paul Avenue Improvements 2 -10 -83 2 -16 -83 The Paul Avenue Improvement Project is entirely Housing and Community Development Act (HCDA) funded. originally planned for completion during FY 1981 -82 the activity was denied by the HUD Area office as not being housing related (a requirement at that time, no longer). Subsequent to this denial Mayor Callon and then Vice Mayor Clevenger, and staff met with HUD officials and were successful in reversing the denial. Specifically, the project consists of clearing and grubbing, roadway grading to modify the vertical street alignment in order to accommodate proper storm water diversion, the construction of a subsurface drain system including three curb drop inlets, one manhole, one outfall system and the installation of reinforced concrete pipe, these to connect to the adjacent, existing storm drain system. Additionally, the activity will include partial street re- construction with new Asphalt Concrete (AC) paving, the installation of rolled AC berms and the construction of driveway conformations to connect existing driveways (utilizing similar material i.e., concrete, AC, etc. to that which exists) to the roadway. One neighborhood meeting was conducted for the purpose of obtaining Paul Avenue resident input and comment on the proposed activity. All but one resident in attendance approved of the planned activity. Subsequent to the meeting a Paul Avenue resident went door to door conducting a survey to again determine resident opinion of the proposed activity, (noting that not all Paul Avenue residents attended the neighborhood meeting). The survey resulted in one negative response. This project compliments the City's Housing Rehabilitation Program which focuses on improving older neighborhoods within the City. The organization recommended for contract award submitted a bid $15,847 under the eng' eer's estimate. ekie HCD rdinator
