APPROVA SUBJECT: Resolution Adopting Pay Schedule for Temporary Employees RECOMMENDED MOTION: Approve Resolution No. Adopting Pay Schedule for Part -time Temporary Employees. The ranges for Recreation Leaders I, II, and III, and Facility Attendant and Recreation Specialist will change April 1, 1996. Effective July 1, 1996 all other positions will change. REPORT SUMMARY: The pay schedule for part -time temporary employees was last increased almost four years ago on July 1, 1992. Because of the low pay scale, the Recreation Department has had a very difficult time filling some positions. Currently there are two unfilled jobs in the area of teen programming and these positions have been advertised since September, 1995. The department is anxious to hire recreation leaders because the new Saturday night program at the Warner Hutton House was staffed utilizing one of our basketball scorekeepers and two his friends. They agreed to help us out on a temporary basis but they have other jobs and are not interested in working every Saturday night. The other opening in the department is the position of facility attendant. In the evenings and weekends, while classes and private rentals are held, this person supervises the Community Center and performs clerical duties. The starting pay rate is so low that no one has been attracted to this position. Staff completed a salary survey of neighboring cities and found Saratoga ranges lower than the average in all classifications. Last year many of the top candidates for the summer camp leader position ended up taking similar jobs in other cities that pay more. The Recreation Department entrusts these leaders with a group of young children at camps that are located at Saratoga park sites and not under the watchful eye of the full time staff at the Community Center. It is the desire of the staff to hire the most qualified, experienced, responsible, enthusiastic and mature recreation leaders. Next week recruitment will begin for summer day camp leaders and, if the salary scale is going to be increased, staff would like to state the new ranges on the job announcements. FISCAL IMPACTS: If approved, there will be no impact to this year's budget. In fiscal year 1996 -97, there will be a $5,029 increase in the Recreation Services part -time temporary budget and an increase of $1,860 in Youth Services. FOLLOW UP ACTION: If approved, the positions of Recreation Leader I, II, and III, Facility Attendant and Recreation Specialist will increase April 1, 1996. For all other positions the ranges will change July 1, 1996.
