REPORT SUMMARY: The Saratoga Public Safety Commission submitted the attached documents for discussion at tonight's meeting. FISCAL IMPACTS: N/A CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: N/A ALTERNATIVE ACTION: N/A FOLLOW UP ACTION: N/A ADVERTISING,NOTICING AND PUBLIC CONTACT: N/A ATTACHMENTS: Attachment A- Accomplished 2000 PSC Goals and Priorities Attachment B—PSC 2001 Goals and Priorities Accomplished 2000 Public Safety Commission Goals and Priorities • Continued promoting implementation of a bussing program in 2000, and periodically invited Dr. Gardner to meetings for updates on progress. The result was starting the Saratoga Schools Transportation Task Force. • Recommended hiring additional traffic officers to provide directed enforcement as an outcome of the Prides Crossing neighborhood meetings. • Closely evaluated the Circulation Plan and participated with the Planning Commission in the review process. • Reviewed the traffic patterns and possible changes to the traffic control devices at the Fruitvale/Saratoga intersection, the Highway 85 and Saratoga Avenue intersection, and the Saratoga and Highway 9 intersections. • Discussed traffic issues related to the SUSD school construction project for traffic and public safety issues. • Continued to monitor bike lane requirements at intersections as part of the road re-striping project. • Reviewed possible impacts of the County Emergency Medical Response proposals on the Saratoga community. • Monitored and evaluated the animal control contract situation and its impacts on Saratoga. • Ask the Sheriff's Department to introduce a different deputy at each Public Safety Commission meeting. • Recommend that the City continue to refine the Emergency Preparedness Plan and provide training. • Recommended increasing code enforcement staffing resources to allow for proactive enforcement. • Participated in evaluating the delivery of fire protection services of the Fire Districts; and supported construction of a new Saratoga Fire District station. N.Q. 7 1 Public Safety Commission 2001 Goals and Priorities TRAFFIC ISSUES: Task Force: Continue the Saratoga Schools Transportation Task Force; develop an implementation plan for each school, and promote the development of a citywide school-bussing program. Intersections: Review the traffic patterns and possible changes to the traffic control devices at the Fruitvale and Saratoga intersection,the Highway 85 and Saratoga Avenue intersection, and the Saratoga and Highway 9 intersection. Radar Trailer: Promote usage of radar trailer for properly monitoring speed in specific locations. SUSD: Continue monitoring the SUSD school construction projects relating to traffic and public safety,and invite a representative from Saratoga High School to discuss potential traffic issues resulting from construction. Saratoga Ave.: Make recommendations along Saratoga Avenue on library ingress and egress;median improvements,turn lanes,curbs,and sidewalks from the Sacred Heart parking lot to the library,and from Fruitvale Avenue to Crestbrook Drive on the North. Fruitvale Ave: Monitor and make recommendations on the median reconfiguration along Fruitvale, and the pick-up and drop-off area for Redwood School off Allendale Avenue. Pierce Road: Ensure that a pedestrian path is constructed from Foothill Lane to Comer Drive. Marshall Lane: Ensure that a dedicated northbound turn lane is installed onto Marshall Lane. MONITORING SERVICE PROVISION LEVELS: Fire Districts: Evaluate the adequacy of the current fire protection delivery system to meet the basic public safety and paramedic needs for Saratoga and formulate a report as directed by the City Council. Animal Ctrl.: Monitor the Silicon Valley Animal Control Authority's progress developing the new Animal Control Service Program,and evaluate the impacts on the City. AGENCY RESPONSE Sheriffs Dept.: Have the Sheriffs Department continue to introduce different deputies at each monthly Public Safety Commission meeting. City: Continue to monitor the City's responsiveness to requests and recommendations from the Public Safety Commission. SIGNAGE&ROAD MARKINGS Ensure appropriate signage is installed at Cox,Fruitvale,Big Basin, Saratoga-Sunnyvale Road,and Saratoga-Los Gatos Road. Verify that bike lanes are appropriately marked with broken lines as part of the re-striping program being implemented by the Public Works Department beginning in the spring.
