DEPT HEAD: �Va, ca_j�� SUBJECT: Saratoga Youth Sports Playfield Update Report RECOMMENDED ACTION: Accept report and provide direction to staff. REPORT SUMMARY: Over the past few years, the City has actively pursued various locations within Saratoga that could be utilized for organized sport activities. Currently, four organized youth sports groups AYSO, CYSA, Saratoga Little League, and Pony League have approached the City with various degrees of needs for additional playfields. The following is a breakdown of the approximate number of Saratoga children and their age groups playing in the respective organized sport leagues: Saratoga Little League AYSO Pony League CYSA 450* 1000 39 625 ages 5 -12 ages 4 -18 ages 13 &14 ages 4 -18 *(Number does not include the approximate 200 Saratoga children playing in the Quito and Cupertino Little Leagues) SARATOGA LITTLE LEAGUE: Congress Springs Park is the major venue for Saratoga Little League for both practice and games in Saratoga. The improvements being made at Congress Springs Park (CSP) beginning in June will increase the number of baseball fields at the park by three, which will meet the organization's current needs for both games and practice. The planned improvements have been scheduled around their 2001 season so CSP's downtime will not be an impact to them. AYSO: Congress Springs Park is also the major venue for AYSO for both practice and games in Saratoga. The improvements being made at CSP will increase the number of soccer fields by three, which will meet their current needs for games only. AYSO has communicated a need for more practice areas. Staff and the Parks Improvement Task Force Committee, a sub - committee of the Parks and Recreation Commission, are currently exploring options for AYSO's practice area needs. Staff will be presenting practice area options in conjunction with the development of the five -year Capital Improvement Plan this fall. The immediate need AYSO has at this time is temporary playfields while CSP is being renovated. Unfortunately, AYSO will be displaced during their 2001 season while work moves forward at the park. Staff has being working diligently with AYSO to locate temporary game and practice locations since last September when Council approved the preliminary design plans for CSP. At this time, staff is pleased to report that this has been accomplished (see attached letter from AYSO). A combined effort between the City, AYSO, local schools, and local churches made it possible to bring about a workable solution to AYSO's 2001 season displacement at CSP. The following summarizes the City's role in this joint effort: Redwood Middle School - The main venue for AYSO during the 2001 season. • The City will provide maintenance of the fields a no cost to the school during F.Y. 01/02. The City normally provides field maintenance at a cost of $5,000 per year. • The City will provide support procuring a snack shack, portable wash sink, and portable restrooms and AYSO will pay for the rental costs for the same. El Quito Park - Practice and game fields for up to 4 teams. The flat grass area will be reserved for AYSO on Saturdays from 8:30 A.M. to 5:00 P.M. and weekdays from 4:30 P.M. to 6:00 P.M. AYSO will pay the normal park rental fee for its usage based on $5.00 per hour. Blue Hills School - Practice and game fields. • The City will provide the necessary maintenance to increase the safety of the fields * *. Saratoga High School - Practice and game fields. • City negotiated usage for ASYO, which includes Friday practice and Saturday games. • City to provide additional maintenance to the fields * *. Marshall Lane School — Practice fields. • The City will provide the necessary maintenance to increase the safety of the fields ** 2 of 4 LDS Church - Practice fields. • City negotiated three additional usage days for ASYO. • City to provide turf maintenance support if needed. Wildwood Park — Practice fields for under 6 players. The flat grass area will be reserved for AYSO on weekdays from 4:00 P.M. to 6:00 P.M. AYSO will pay the normal park rental fee for its usage based on $5.00 per hour. * *(Staff estimates that the cost savings realized during the downtime of CSP during construction can be used in connection with the above - mentioned City efforts to offset the additional cost of field maintenance for temporary fields required by various use agreements.) PONY LEAGUE: The approved the preliminary design for CSP is believed to be the overall most efficient plan for organized sport use of park. Unfortunately, this meant that the large underutilized Pony League field (based on the number of Pony League players) would be eliminated. Staff has been exploring locations for constructing a replacement Pony League field since last September when Council approved the preliminary design plans for CSP. Two viable sites identified were at West Valley College and at Saratoga High School. Staff met independently with both schools and has not yet been able to negotiate a suitable agreement with either organization for the provision of a field for Pony League use. For informational purposes, the cost of constructing a Pony League Field is estimated between $200,000 and $300,000 dollars. Recently, Pony League stated it would be agreeable to using major league size fields (Pony utilizes 75ft base runs and Majors utilizes 90ft base runs). There are more existing major league size fields, thus it may be possible to work out an agreement at an existing site. Saratoga High School has communicated a willingness to allow limited usage of its existing Major League size field for this purpose. With increased flexibility on the part of the Pony League it is more likely that a playfield or combination of playfields can be located for Pony League in time for their 2002 season. CYSA: CYSA plays most of its home games in Cupertino. They have communicated.that their main need in Saratoga is a regulation size practice field. Currently staff and the Parks Improvement Task Force Committee are working with CYSA to identify the most suitable area for this use. Staff will be presenting practice area options in conjunction with the development of the five -year Capital Improvement Plan this fall. 3 of 4 FISCAL IMPACTS: Loss of $5,000 dollars in revenue from Redwood Middle School. CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION(S): Depends on Council's direction. ALTERNATIVE ACTION(S): None in addition to the above. XD a nonprofit corporation dedicated to youth soccer 0E0 N96vk 14240 Barksdale Court Saratoga, CA 95070 March 15, 2001 John Cherbone, Director of Public Works City of Saratoga 13777 Fruitvale Avenue Saratoga, CA 95070 Subject: Field Readiness for Saratoga Soccer in Fall of 2001 Dear John, Per our discussion today, Saratoga Soccer, AYSO Region 27, believes that plans and commitments are in place for enough fields to accommodate the 1200 children who should be playing AYSO soccer in the Fall of 2001. Through the collaborative efforts of City Staff, Saratoga Union School District, Saratoga High School, local churches, and Saratoga Soccer, enough fields have been identified. This has been quite a challenge given the recognized insufficient amount of safe and usable grass fields. The City Staff and Saratoga Soccer have spent much time following up on every reasonable alternative. Most of these inquiries have been met with a willingness to help. Many compromises, which are not sustainable for more than a year, have been required, but we believe that these are acceptable given the benefits that the children of Saratoga will see in 2002 and future years. Therefore, there are no 2001 field issues that should hinder moving ahead with the renovation of Congress Springs Park. Best regards, Mark S.
