B. MINUTES
Commissioner Bennett moved that the reading of the
minutes be waived and approved as submitted. Carried
unanimously.
II NE%~ BUSINESS
A. NE~q ZONING PETITIONS
1. C 6 - Fred and Maude D. Smith
Commissioner Bennett moved the adoption of a
Resolution proposing an amendment to the zoning
C 6 ordinance and directing the Secretary to set the

Maude Smith time and place for public hearing and ordering notice
of the public hearing to be published. Carried
unanimously. Date of hearing set at Ju~y 22, 1957.
B. WRITTEN COMMUNICATIONS
1. Council Directlye Requesting Reappraisal of A-1 and
A-2 Zoning
The Secretary read a directlye from the Saratoga City
Council to the Planning Commission requesting a
reappraisal of A-1 and A-2 zoning.
Council Chairman Crisp moved that the Planning Commission

A-1 and A-2 request the City Council to pass an emergency interim
Zoning
ordinance rezoning to RE:B4 all areas now zoned A1 or
A2:B4 pending a study of these areas by the Planning
Commission. Passed unanimously.
' Chairman Crisp stated that pending cases involving A-1

or A-2 areas will have to be continued until the emer-
gency ordinance is passed by the Council-
2. Harriet Ramsdell Letter re Rezonlng Area West of Pepper
Lane including Park Drive and Pepper Lane.
The Secretary read a letter from Mrs. Harriet Ramsdell
dated June 29, 1957, requesting that the Planning
Ramsdell Commission take under consideration and make a. study
Rezoning
Pepper Lane of the Park Drive area west of Pepper Lane and including
Park Drive and Pepper Lane with respect to the possible
rezoning of this area into half-acre lots.
Chairman Crisp stated that the letter would be referred
for study with a master plan for the entire area.

A. B~EZONING
1. C 4 - Robert H. Taylor (continued) 8:00 P. M.
The Secretary read a letter of approval from William
V. Henderson, 674 Giralda Drive, Los Altos, California,
dated June 26, 1957.
The Secretary read a letter from Nestor Barrett, dated
July 5, 1957, in which Mr. Barrett stated that he
would request a continuance of the hearing to July 22.

ciation, objected to the requested continuance and
stated that protraction of the hearings was a tactic
to wear down opposition and that the Commission should
consider the issue tonight and dispose of it. Rhodes
stated his opposition against any down-grading of R1
(and repeated a request that the Commission ask for
an expression of opposition tonight and come to a
decision at this meeting).
The following persons spoke in opposition to the
proposed rezoning:

Chairman Crisp then announced that the hearings would
be continued to August 12, 1957, at which time Mr.
Taylor is to present complete plans for the proposed
uses of the P~_0 zone.
2. PC 2 - Allendale Rezoning (continued)
Chairman Crisp stated that the public hearing regarding
PC 2 the AllendAle rezoning would be. continued to the 22rid

of July due to technical difficulties which prevented
proper publication of legal notice.
B. PROPOSED LOT SIZE ORDINANCE (postponed)
Chairman Crisp stated that the proposed lot size ordi-

C. VARIANCES AND USE PErmITS
1. V 32 - Bennett, K. Dee, 2835 Custer Drive, San Jose, Calif.
Mr. Van der Torren, architect for Mr. Bennett, made a
V 32 statement supporting the request for variance.

Commissioner Bennett moved the granting of the variance.
Carried unanimously.

IV ~TTERS HELD UNDER ADVISEMENT
1. C 5 - Dorothea Johnston (continued)
Chairman Crisp stated R4 zoning was not restrictive
enough; that it permitted possible motel development
and that the Commission was conscious of the value of
the Inn in it's present use.
Gardner Bullis, Los Altos,attorney for the Johnstons,
made a statement in reply.
Commissioner Cameron then described the proposed RE:B2H
zoning which the Commission asked the Johnstons to
C 5 accept for the Inn property. It would legalize present

use and control any expansion at a later date, both by
application for a use permit.
Commissioner Webster moved that a request by Gardner
Bullis, attorney for the Johnstons, to amend the re-
quested zoning change from R4 to RE:B2H be granted.
Carried unanimously.
Commissioner Cameron moved that the Planning Commission
recommend adoption of RE:B2H zoning to the City Council.
Carried unanimously.
Mr. Mancini, owner of Toyon Lodge, then asked for a
clarification of the zoning of his property which is
zoned RE:B4. Explanation indicated he was in same
position as the Inn, under the proposed rezoning

A. ARCHITECTURAL Ak~ SI~tE CONTROL
1. Masson Bottling Plant
The Secretary stated that this was an informal prevue
Masson of the plans to elicit comment and questions from the
Bottling
Plant Planning Commission before.a formal application was
made for an Architectural and Site control permit.
Mr. John Bolles of San Francisco, architect for the
Masson Co., discussed some of the problems of development.

Mr. Myer, representing the ~asson Co., described the
functions of the bottling plant, stated that only
aging and bottling would.take place in the proposed
plant and that the ~randy-processing required putting
the brandy into bottles from larger containers. He
stated there would be no distilling and no crushing
on the premises, nor would there be any obnoxious odor.
Mr. Bolles stated that a large part of the plant was
devoted to public use and to areas to enable visitors
to view the work within the plant. He stated that the
company offices in a separate wing had been removed
from the plans. The capacity of the parking space for
visitors was discussed and it was stated that there
would be 95 parking spaces available for visitors and
that the plant would be open every day for visitors.
Commissioner Webster asked what plans had been made for
signs on the exterior of the building-and it was stated
by Mr. Bolles that there would be some signs on the
front of the office and reception wing but that definite
plans had not been made yet and that when they were the
sign plans would be submitted.to the Commission for
review.
The Secretary was directed to set a meeting of the
Architectural and Site Control Committee and to invite
to the meeting any County Planning Staff members who
could give advice on this subject, to invite also Mr.
Sollee and any necessary representatives of the Masson
Co. This meeting to be set at the earliest convenient
date.
B- SUBDIVISION
1. SD #25 - Wandemere Co.
The Secretsry read a letter from Mr. Pedersen of
the Health Dept., dated July 5, regarding sanitary
conditions and the installation of capped sewers.

installation and his feeling that the Health Dept. had
set confusing requirements for sanitary installations.
The Secretary was directed ~o obtain more complete in-
formation regarding Health Dept. specifications and
the installation of sewers.
Mr. Walters agreed to a 30 day extension of his case.
2. SD #30 - Mr. Eden Estates
The Secretary read a letter dated July 5 from Mr.
Pedersen of the Health Dept. regarding the need for
SD #30 further study of the soil conditions.

Estates Commissioner Webster stated that if no written re-
quest for an extension was received regarding this
case by the 10th day of July that it would be auto-
matically disapproved. The extension, if granted,
will be for a thirty day period.
3. SD #35 - Allendale Oaks
Commissioner Cameron moved that the tentative map be
accepted with all conditions recommended by the County
SD #35 Planning Commission with the following exceptions:

Oaks 1. Condition 13 shall read "Subdivision shall
provide adequate street lighting easements
as determined by P. G. & E.
2. Condition 17 to read "Realign Harley Drive to
parallel creek at east end.
3. Add Condition 18 - Minimum lot size for all lots,
2 to~48.~ inclusive, shall be 10,000 sq. ft.
Carried unanimously.

4. SDR #36 - W. W. Powers
SDR #36 Commissioner Webster suggested that action be deferred
w.w.powers on this case until the 22nd of July.
5. SDR #37 - Evans, H. F.
Mr. Evans made a statement that he only wished to
deed one acre of the property to his sons.
There followed a discussion of future rights of way
SDR #37 and future development of the rest of the Evans

property as s subdivision. It was decided in view
of Mr. Evans' modification of his request for a
record of survey to take no action at this time.
6. SDR #38 - Smith, Mr. and Mrs. H.
Mr. Bill Minckley, representing Evans and Lincoln,
architects, discussed the conditions set with
SDR #38 reference to Hill Avenue being a backyaM street

Commissioner Cameron moved approval of the tentative
map subject to the conditions set at the Subdivision
Committee meeting. Carried unanimously.

SDR #39
A.S.AND R. Postponed to the meeting of July 22, 1957-

A short discussion among the Commissioners regarding
definition of building site area followed.
Commissioner Cameron moved for adjournment at 10:30 P.M.
Carried unanimously.
