The Secretary read the conditions as set hy the County Tech-
nicians at their meetings of May 6,'1959 and May 21, 19~9.
Commissioner Crisp moved for approval of the tentative map
subject to the conditions as read. Commissioner Anderson
seconded. The following roll call vote was recorded$

Commissioner Higglns moved for approval of the tentative map
subject to the following conditions:
1. Complete improvement plans and specifications to he
approved by the County Engineering Dept., before recording
of final map.

2, Grade lots to drain into streets or in a manner accep-
table to the Engineerin9 Dept.
3- Provide I foot reservation and P. U- E.ss as required.
4. Streets to be paved with a minimum of'2'1/2n plant mix
surfactn9 on a minimum of 6~ base material. Actual'thickness
requirements to be determined by County Engineer.
5. The developer. must provide satisfactory storm drainage
facilities as required by the Engineerin9 Dept.
6- Provide: 1. Concrete'vertical curbs, §utters, and
concrete driveway approaches.
7- Design of the 9eometric sections and other construction
of all proposed and existin9 streets shall conform to the
prevailin9 standards of the EngineerIn9 Dept. In cases of
critical topography, special requirements may be imposed by
the Engineerin9 Dept., for street construction, driveway destg~
lot 9fading, etcZ
8. Final map not to be recorded until (a) adequate sani-
tary sewer bond is posted (b) plans and specifications for
sanitary sewers are approv~d'by Sanitation District No. 4.
9. Existing wells to be sealed to satisfaction eft.Health
Department prior to recordin9 final map.
10. No occupancy of otherwise completed houses permitted
until (a) usable sanitary sewer is available (b) public water
system approved by Health Department is available.
11. Existin9 dwellings'to be connected to sanitary sewer.
12. Septic tank systems to be pumped and filled to Health
Dept., specifications.
13- Drainage fee of $150-00 per lot or $675.00 per acre,
whichever is 9teatar, less cost of approved drainage facilities
to connect with facilities of Seagraves property to the east.
1~. Reconunend full intersection be constructed at Aloha
Avenue.
15. Construct curb and gutter adjacent to school property.
16. 30t to be reserved-along lot 6 (south property line)
to be offered~for dedication but not to ~e":accepted at this
time. Said 30t strip may be used by property owner to be va-
cated a~ request of the City of Saratoga.
17. Aloha Avenue to be impr6ved to a standard 56~ section;
full improvements to be installed.
18. Construct a standard 50 foot street section on a
minimum riOht of way of~O feet. Curbs may be offset five feet
fromproperty in lieu of the ten feet that is standard. It is
recommended that the developer obtain additional right of'way
from the school and improve same if he desires larger lots as
indicated on the revised tentative map of 5/8/59. If this
property is obtained from the school then the standard 50 foot
street would be constructed- The entire street must be con-
stmcted at this time as a 25 foot street is neither adequate
nor safe.

Commissioner Crisp moved for approval of the tentative map
subject to the following conditions=
1- Irrevocable dedication to City of Saratoga of a right-
of Way for a width of 6~t on Blauer Drive for east and west
width of shopping center (Plan "A")-
2. Blauer Drive to ba compi&~aly improved for its entire
length wkthln sh0ppin9 center and 64t width with standard 16t
AASHO divider ~trip incorporating left turn lanes. Details
~0 be developed with City Engineer-
3. No parking on Blauer Drive at any time within com-
mercial zone.
4- Extend PIerce Rd. on easterly boundary of shopping
center t0 Blauer Drive.
(ai Agre& to dedicate at request of City of Saratoga

(b) Pave this extension for a width of 30' for its
entire length.
(c) Ten (10) feet of easterly boundary along this

5, Driveway on north side of Blauer Drive shown approxi-
mately 160s from right-of-way of Highway ~9 to be eliminated,
Driveways to south of Blauer Drive to be ~ubJect to approval
when this area is developed.
6, All streets shall be constructed to subdivision

7- Intercept open'trench drainage at south boundary of
connnercial area and transport by pipe line to Rodeo Creek,
Size of pipe to be approved by Highway Engineer,
8, Dedicate Rodeo Creek to Flood COntrol District in

Drive shall be used for Professional and administrative
buildings or uses as may'later be agreed Upo~ with the
City of Saratoga. The southeast corner with 125' on
Highway#9 by 1~0s on Blauer Drive clear of required
Tight of'way may be used as a'"Service Station".
(c) .The area north of Rodeo C~&ek shall be usad for
restaurantss nursefleas apartments or uses otherwise
agreed upon with.the City of Saratoga.
14· Conditions proposed by Division of Highways as out-
lined in paragraph l(a) to (f) of Division of HighlYrays letter

(a) 'The short sections of narrow curb between the
~raffic laness shown on the tentative map submitted
with'your letter~ which were planned for purpose of
controlling left-turn movementss are not considered
desirable because of a hazard they create immediately
adjacent to the traffic lanes-
(b) It is suggested that better circulation of the
-" parking area for Phase 1 ma~.-- be provided if the intersection
entering the highway were moved northerly to the corridor
north of the northerly parking area.
(c) It is our opinion that the State highway should be
~iaen&d to four lanes to accommoaate left turn movements-

Showing a suggested method for widening the existing 2-lane
: highway to 4 lanes.in the vicinity of the proposed shopping
Center ·
(d) Approval.of the Installation of traffic control signals
~annot' be granted until definite.warrants have been indicated
at the intersection in question.
(e) Attention is directed to the fact that the proposed
widening suggested on our drawing 21-A-~ will require a small
amount of additional right of way beyond the limits of the
proposed shopping center. Any improvement of this kind along
the highway for such a development, including the pavement
widening and additional right of way, may not be financed
from State highway funds.
(f) Your attention is also directed to the drainage ditch
~hat parallels the existin9 highway along the easterly side.
Any provisions for altering and improving the drainage con-
ditions to accommodate the proposed shopping center area
must also be financed from other'than State highway funds.

sioner Higgins abstained.

subject to the following conditions:
1) Connect to approved public wate~ supply.
2) Correct overflowing sewage at existing house to Health

3) Improve access from nearest city street to private drive-
way to 18 feet of oil and screenings to County Engineeras
specifications.
4) Storm waters fee of $150-00 per lot.

Mr. Biron spoke in favor of the variance.
Commkssioner Crisp moved for approval of the variance with
the condition that not more than 500 sq. ft. of the structure
be in'the required rear yard. Commissioner Higgins seconded.
Carried unanimously.
