I ROUTINE ORGANIZATION
A. ROLL CALL
Present: Anderson, Bennett, Crisp, Higgins
Absent: Tiffany, Webster
B. MINUTES
Commissioner Anderson moved for approval of the minutes as
written and distributed. Commissioner Crisp seconded,
Carried unanimously.
Commissioner Anderson announced that Chairman Webster would
be absent for %he following six weeks and moved that Comm-
issioner Bennett assume the chair until his return, or the
election of officers, whichever is sooner. Commissioner
Crisp seconded. Carried unanimously.
II PUBLIC HEARINGS
A. VARIANCES

Zabelle
The Secretary read the'application for variance in lot
sizes.
Mr. Zabelle and Robert Davies, his attorney, spoke in
favo~ of the variance.
A letter dated January 7, 1960, from David Aslaksen,
objecting to the variance was read. No one in the
auditnce spoke against the variance.
The Chairman ordered the public hearing closed at 7:16
The matter was referred to the Variance Committee for
report at the next reg~lar meeting.

Letters in the file in opposition were summarized.
The following people spoke in opposition to the Use
Permit: Mr. Ross Mosher, 12613 Saratoga Creek Drive;
Paul Cochran, 19131 Bellwood Drive; Patricia Packard,
12534 Brook Glen Drive; Mrs. David Askew, 12651 Sara-
toga Creek Drive.
Chairman Bennett requested a written summary of his
statement from Mr. Warren Badger and a written state-
ment from Mr. Mosher, answering Mr. Badger's presenta-
tion regarding the meeting held at ~he Brookside Club.
Commissioner Tiffany arrived a~ 8:30 P.M.
Chairman Bennett ordered the public hearing closed at
8:40 P.M. and referred the matter to the Variance Comm-
ittee for study and report a~ ~he nex~ regular meeting.
C. ~ONING CHANGES

The proposed Zoning Ordinance was read.
Mr. Dan HutSlinger, Blue Hills Realty, spoke regarding
~he minimum lot size in the C-S Zoning District.
Chairman Bennett closed the public hearing at 8:58 P.M.
Commissioner Anderson read the report of the Subdivision
Committee.
Commissioner Anderson moved ~hat the proposed ordinance
C-S Zoning be recommended to the City Council as read and amended
Dist. Reg.
by the report of the Subdivision Committee, dated Jan-
uary ll, 1960. Commissioner Crisp seconded. Carried
unanimously.

Committee, dated January 2, 1960.
Commissioner Crisp moved that the variance application
be denied. Commissioner Anderson seconded. Carried
unanimously.

drawings that had been submitted.
Commissioner Higgins moved that the Architectural and
Site Control Permit be denied. Commissioner Crisp
seconded. Carried unanimously.

Masson Commissioner Higgins reported on the proposed sign for
the Architectural and Site Control Committee.
Commissioner Higgins moved for approval of the Architec-
tural and Site Control Permit. Commissioner Tiffany
seconded. Carried unanimously.
C. SUBDIVISION AND BUILDING SITE APPROVAL

Commissioner Anderson stated that no further map had
been submitted on this site and that a further meeting
was to be held with the applicant.
Chairman Bennett ordered the matter continued to the
next regular meeting.

Commissioner Anderson read the report of the Subdivision
Committee, dated December 31, 1959.
Mrs. Noeggerath, real estate representative of Mr. Stark,
spoke with the Commissioners.
Commissioner Anderson moved for approval of the tentative
map, subject to the conditions as read. 'Commissioner
Crisp seconded. Carried unanimously.

Chairman Bennett ordered the matter continued to the next
regular meeting, as there were no conditions ready.
IV REZONING APPLICATIONS
A. C-25'-'~acred Heart Church
The Secretary read the application for a change of zoning
from R-l:B-2 to R-4-H, the Sacred Heart Church property.
Commissioner Crisp moved that the Secretary be directed
to set a date for public hearing. Commissioner Higgins
seconded. Carried unanimously.
V OLD BUSINESS
Gen.Plan A. GENERAL PLAN PROGRESS REPORT
Progress
Report The Secretary distributed the seventh Progress Report on
the General Plan and announced that there would be no
study session on January 18, 1960. Instead, the Planning
Consultant's analysis will be distributed about January
22nd and a study session will be held on February l, 1960
at the Fruitvale School to discuss this analysis with the
PlanningConsultant.
Election· of Chairman Bennett stated that the election of officers

~ would be coming up shortly. Commissioner Crisp suggested
that-the first meeting in February is the proper time for
the election.
