Commissioner Anderson moved that the minutes be approved as~
dis~ribute~i and read~. Commissioner Parden seconded.. Carried

~. USE PERMITS
1.. UP-17 - P. G. & E. 7:05 P.M.
~"~'l~E' The Secretary read the application for a use permit for an
Electrical SUbstation,.
Mr. Paul Sitraub, Mr. R. R. Alves and Mr. Her~.er, all repre-
senting the P. G. & E.., spoke in favor of the use permit;:
Mr. Herzer presented another map of the area marked Exhibit ~,
E. letter from Leohie T. Kerwin and a petition with eleven
signatures protesting the use permit were read.
The following spoke in opposition to the use permit: Mrs,.
T. eonie T. Kerwin, 13616 Fruitvale Ave.; r. eland Fry, Allen-
dale Ave~; George Day, Subdivider of addacent property, who
loaned an aerial' photograph to the C~mmissioners for study,
marked Exhibit "A" ..
The Chairman closed the public hearing at 7:28 P.M.
The Chairman referred the application to the Subdivision Com-
mittee for study and conference with the P,G.&E. and the pro-
testant~, a report to be made at the next regular meeting,
B. VARIANCE

Delmas The Secretary read'~ the application for a Variance in a
front yard setback.
The following spoke in favor of a variance:. Mr. Emery Delmas,.
who presented a letter from Ralph Goldeen supporting his
application; Fred 0ehler, E1 Camino Grande, who stated he
also represented Mr. Charles Hurlburd4 Encina Court;~ Mr. RaI, ph
Burry, E1 Camino Grande; Mr. Robert Norton, Via COlina.
The Chairman closed the public hearing at 7:55 P.M. and re-
ferred the matter to the Variance COmmittee for study and
report at the next regular meeting.
III COMMITTEE REPORTS
A. SUBDIVISION COMMITTEE MATTERS REFERRED FOR REPORT
1. UP-15 - Saratoga Country Club
8~uu~try Commissioner Anderson read the Subdivision Committee report
dated February 23, 1960.
Dell Ross, representing the Saratoga Country Club, stated
that the conditions were acceptable to the club.
C~mmissioner Anderson moved that the use permit be granted
subject to the conditions read with the additional conditions
as follows:~ (aa) total amount of earth removed shall not
exceed 75,000 cubic yards.
(e) this use permit to be non-transferrable.

2. New. Zoning Map

Zoning C~mmissioner Parden read the report of the Subdivision
Map
Commi tree datea February 2~, 1960 regarding the boundaries of
the Commercial Service Zoning District and commented on the
progress of the study of the residential zoning districts.
Dr. Port, South San Francisco veterinarian, presented a letter.
Commissioner Rarden moved that the report of the Subdivision

mitted to the City Council. Commissioner Higgins seconded.
Carried unanimously.
B. SUBDIVISION AND BUILDING SITE APPROVAL.

Turner The gecretary stated that no further map had been filed.
Chairman Webster ordered the matter continued to the M~rch
l~th meeting and directed the Secretary to write the applicant
that if ~he map is not submitted by that date, Building Site
Approval will be denied..
2. SD-176 -- R. Morgan

Morgan Cbmmissioner Anderson read the report of the Subdivision Com-
mittee and stated further that no variances would be granted
on lots 2 th~.u 5 mentioned in condition 20..
Mr. Morgan and Mr. MacKay, his engineer, stated that they under
stood the conditions.
Commissioner Anderson moved for approval of tentative map SD-
176 subject to the 20 conditions read. Commissioner Parden
seconded. Carried unanimously.
COmmissioner Bennett moved that the map approved in SD-176
and to which the 20 conditions apply is the revised map
filed on ~ebruary 18, 1960. Commissioner Parden seconded.

The Chairman ordered the matter continued to the next regular
meeting.

C. ARCHITECTURAL AND SITE CONTROL
1. A-16 - Saratoga Inn

S~ratoga Fir. ~ohn ~ong, owner of the property and Warren Held,
Inn
architect, discussed the plans with the Commissioners.
The City Administrator stated that conditions had not yet
been received from the technicians on this building site
approval map for this property and warned that changes
might be necessary because of conditions imposed on the
site at a later date.
Fir. Held stated that he understood this.
Commissioner Bennett moved for approval of the architectur~
and site control permit according to the plans submitted
subject to compl'iance with all applicable ordinances.
Commissioner Higgins seconded. Carried unanimously.
IV ~LD BUSINESS

SDR-147 The S~cretary read a letter dated February l, 1960 from Mr. Delmas..

Commissioner Parden moved that condition No. 6 set by the Plann-
ing Commission on September 28, 1959~ on SDR-l~7 be deleted.
COmmissioner Anderson seconded. Carried unanimously.
V PETITIONS AND GRIEVANCES
A.. WRITTEN
1. The City Administrator distributed a report of the combined
Committee Planning Committee of the City Council and the Subdivision
Report Committee of the planning Commission on the General Plan
recommendation dated February 16, 1960.
Commissioner Anderson moved that the report be approved.
Commissioner Parden seconded. Carried unanimously.
B. ORAL
1. Commissioner Parden moved that the City Council be contacted
for a joint Study B'ession in regard to the County General
Plan. C~mmissioner Anderson seconded. Carried unanimously.
Commissioner Webster adjourned the meeting at lO:lO P.M.
