I ROUTINE ORGANIZATION
A. ROLL CALL
Present: Anderson, Bennett, Crisp, Higgins, Webster
Absent: Parden, Tiffany

Commissioner Bennett moved for approval of the minutes
as distributed and read. Commissioner Higgins second-
ed. Carried unanimously.

III COMMITTEE REPORTS

A-20 1. A-20 - W. Epstein
W.Epstein
Commissioner Higgins reported that the Architectural
and Site Control Committee approved of the proposed
structures, but noted the lack of planting plans.
Goodwin Steinberg, Architect, stated that the plant-
ing plans had not yet been prepared. He displayed
drawings of the exterior elevations of the apart-
ments. Commissioner Crisp moved for approval of
the Architectural and Site Control Permit for A-20
with a request for submittal of landscaping plans.

Commissioner Higgins seconded. The following roll
call vote was recorded:
Ayes: Anderson, Bennett, Crisp, Higgins
Noes: Webster
Chairman Webster stated that he voted No because no
written agreement was requested regarding the land-
scaping plans.

Commissioner Higgins gave the Architectural and Site
Control Committee report.
Warren Heid, Architect, spoke regarding the seven
foot sideyard adjacent to the two story motel unit.
The Commissioners informed Mr. Hernandez that a furth-
er variance would be necessary if the motel is to be
built according to the plans submitted. Commissioner
Bennett moved that Architectural and Site Control
approval be granted. Commissioner Higgins seconded.
Carried unanimously.
B. SUBDIVISION AND BUILDING SITE APPROVALS
SDR-185 1. SDR-185 - B. J. Vogel
B.J. Vogel
The Secretary read a letter from Mr. Vogel, dated April
11, 1960, asking for an extension to the next regular
meeting.
Chairman Webster ordered the matter continued to the
next regular meeting.
SD-191 2. SD-191 - Gresham Construction Co.
Gresham Const.
Company The Secretary read a letter from Mr. Gresham, dated
April 4, 1960, extending the time for consideration of
the tentative map to May 15, 1960.

Commissioner Anderson moved that the matter be con-
tinued as requested. Commissioner Crisp seconded.
Carried unanimously.
Commissioner Crisp left the meeting at 7:50 P.M.
SD-192 3. SD-192 - Town & Country Realty

Country C~mmissioner Anderson reported that the Subdivision
Realty
Committee had met with the developer and that further
maps had been asked for.
The Secretary stated that no further maps had been
filed.
Commissioner Anderson moved that SD-192 be disapproved
for inadequate design. Commissioner Bennett seconded.
Carried unanimously.
SD-193 4. SD-193 - Howard Brooks

The subdivision Committee report, dated April 11, 1960,
was distributed to the Commissioners and the applicant
and his engineer.
The Secretary stated that no reply had been received
from the State Division of Highways in regard to this
subdivision.
Mr. Brooks discussed the conditions with the Commission-
ers and stated that they were acceptable.
Commissioner Anderson moved for approval of the tenta-
tive map, subject to the fourteen (14) conditions out-
lined in the report distributed. Commissioner Higgins
seconded. Carried unanimously.

The Secretary read a letter from George Whalen, Post-
master, asking for postponement of the matter to the

next regular meeting. Chairman Webster ordered the
matter continued to the next regular meeting.
SDR-195 6. SDR-195 - M. L. Snow

The Subdivision Committee report, dated April 8, 1960,
was distributed to the Commissioners.
Commissioner Anderson moved for approval of the ten-
tative map, subject to the twelve (12) conditions
stated in the above report. Commissioner Bennett
seconded. Carried unanimously.
IV MATTERS REFERRED FOR REPORT
A. BUILDING SITE APPROVAL
SDR-139 1. SDR-139 - Prince of Peace Lutheran Church

Lutheran Church The Secretary read a letter from Gifford E. Sobey,
Architect, dated April 4, 1960, asking for change in
conditions.
The report of the Subdivision Committee, dated April
8, 1960, was distributed to the Commissioners and the
Architect.
Commissioner Anderson moved for approval of SDR-139
as outlined in the report distributed. Commissioner
Higgins seconded. Carried unanimously.
B. GENERAL PLAN

The Secretary read the minutes of the last regular
meeting regarding Commissioner Higgins' report on
Saratoga school sites. Commissioner Higgins moved
that the report given at the last meeting concerning

The Saratoga schools be accepted, and that Mr.
Livingston be so instructed. Commissioner Anderson
seconded. Carried unanimously.
The Secretary distributed ~rogress Report No. 10
and a letter from George E. Cooper, regarding the
General Plan.
The Secretary announced that there would be a regular
study session on the General Plan on Monday, April 18,
1960, at 7:30 P.M. at the Fruitvale School, Fruitvale
Avenue, Saratoga.
V OLD BUSINESS
A. BUILDING SITE APPROVALS
SDR-163 1. SDR-163 - Western Hills Development Co.

Develop. Co. The Secretary explained the need for Planning Commiss-
ion action.
The Subdivision Committee Report, dated April 8, 1960,
was distributed to the Commissioners.
Commissioner Higgins moved that the two conditions, No.
6 and No. 13, be eliminated from the approval given on
December 14, 1959. Commissioner Anderson seconded.
Carried unanimously.

The Secretary read a letter from the Health Department,
dated March 28, regarding condition No. 7.
The Subdivision Committee Report, dated April 8, 1960,
was distributed.
Commissioner Anderson moved that condition No. 8 of
SDR-178 be amended to read - "Approved for septic tank
permit." Commissioner Bennett seconded. Carried unani-
mously.

VI PETITIONS AND GRIEVANCES
A. WRITTEN
SDR-188 1. The Secretary read a memo, dated April 6, 1960, from
Williams-
Durket the City Council regarding SDR-188 - Williams-Durket.
The Secretary read a letter to the City Council from
Mr. Durket, dated March 30, 1960.
The Director of Public Works gave a resume of his re-
port in the file regarding the access road.
Paul Frechette, Pierce Road, and Mr. Cunningham, 13186
Saratoga-Sunnyvale Road, spoke regarding the lot.
Mr. Evans, property owner at the end of Leonard Road,
spoke regarding the development of Leonard Road.
Mr. Frechette presented photographs showing Leonard
Road.
Commissioner Bennett moved that the Council be advised
that the Planning Commission has considered the matter
and recommends no change in conditions set on March 28,
1960 on the tentative map. Commissioner Higgins second-
ed. Carried unanimously.
Chairman Webster requested Commissioner Anderson and
Commissioner Bennett to advise the City Council of the
Planning Commission reasons for this decision.
C-S Zoning 2. The Secretary read the minutes of the City Council meet-

ing, dated April 6, 1960, regarding the area south of
the C-S Zoning District to the railroad tracks.
Chairman Webster ordered the matter referred to the Sub-
division Committee for study and report.

B. ORAL
A-21 1. Mrs. Hernandez discussed with the Commissioners the
S.G.Hernandez
Architectural and Site Control Permit, A-21, pre-
viously approved by the Planning Commission.
Chairman Webster adjourned the meeting at 9:05 P.M.
