MINUTES Con~issioner Parden moved for approval of the minutes as distributed and read. Commissioner Higgins seconded. Carried unanimously. Chairman Webster introduced Mr. Gordon H. Howe, the new City Adm.~in- istrator, to the Coramissioners and to the Public. II PUBLIC HEARINGS A. VARIANCES 1. V-171 - W. H. Kelly (Cont.) 7:03 P. M. V-171 W.H.Keily Commissioner Parden gave report of the Variance Committee. Mr. Lloyd Baker, Engineer for the applicant, spoke in favor of the variance, and presented drawings showing possible develop- ment in detail of the lot in question. Mr. Gene Taylor, 19814 Merribrook Drive; William Puder, Crest- brook and Saratoga Avenue; Earl Peter, Builder, also spoke in favor of the variance. Chairman Webster continued the Public Hearing until a tentative map is submitted and conditions are set. 2. V-172 - Leonard Derrick 7:35 P. M. V-172 Leonard The Secretary read the application for a Variance. Derrick Mr. Leonard Detrick discussed the reason for the variance requesb, stating ~hat the future street shown on record map of Tract 2428 -1- V-172 will never be built because of terrain. Petrick Robert Olds, 19901 Metrivals, spoke from the floor Commissioner Parden gave the Variance Committee R~port. Chairman Webster ordered the public hearing-continued to the next regular meetinE, and referred V-172 back to the Variance Committee for further study. Chairman Webster requested an opinion fron the City Attorney on the legal status of the future street shown on Tract Map No. 2428 to determine whether lot in question is corner lot. 3. V-173 - Carol McFarlin' 8:05 P. M. V-173 McFarlin The Secretary read the application for the variance. Mr. Andrew McFarland, 171 LaCanada Court, Los Gates, discussed the drawings submitted with the application. Mr. Dominic Fanelli, 19999 Angus Court, spoke for the variance. Chairman Webster' closed the public hearing at 8:25 P. M. Commissioner Parden moved that V-]73 be denied since it had not been extablished that the required yard could not be observed. Com~xissioner Crisp seconded. Carried unanimously. 4. V-174 - Marie Rose Gaspar 8:28 P. M. V-174 Gaspar The Secretary read the application for the variance. Ted Fairfield, MacKay & Somps, discussed the variance with the Commissioners. Chairman ~ebster closed the public hearing at 8:30 P. M. Commissioner Parden moved that V-l?4 -be denied. Commissioner Anderson seconded. Carried unanimously. Chairman Webster' adjourned the meeting at 8:35 P- M. Chairman Webster called the meeting to order at 8:45 P. Location of Schools - Saratoga Union School District Location of Schools Chaixv, an Webster discussed Planning Consultant's report of May -2- 5, 1960 on School Site Alternatives in the Saratoga Union School location of District. Schools Commissioner Higgins gave resume of meetings with County and School District Officials, indicating agreement with scheme "C" of the Consultant's report. Conm~issioner Higgins moved that the Planning Consultant be instructed to use Scheme "C" in preparation of the General Plan. Commissioner Parden seconded. Carried unanimously. iV CG~4ITTEE REPORTS A. ARCHITECTURAL AND SITE CONTROL 1. A-7 - Argonaut Shopping Center A-7 Argonaut Commissioner Bennett, Chairman Pro Tem of the Committee, gave Shopping Center the report of the Architectural and Bite Control Committee. Chester Root, architect for the applicant, discussed the condi- tions with the Comm. issioners. Mr. Forci'er spoke of traffic problems created by the Shopping Center. Commissioner Bennett moved for approval of A-7 subject to the conditions as presented except that Condition No. 5 be changed to read: "Provide minimmm 6 foot width planting area between face of curb on Blauer Drive and parking lot. bumper curb except area immediately south .of building may be 2 feet wide if 25 to 30 inch barrier installed to prevent passage to Blauer Drive." Comnnissioner Parden seconded. Carried unanimously. 2. A-24 - Don R. Smith A-24 Smith The Secretary read the application for Architectural and Site Control Permit. Com~nissioner Higgins moved that A-24 be granted subject 5o the following conditions: 1. Approved subject to provision of asphalt paved parking and service road area as sho~,m on exhibit-"C". 2.Sign approved according to exhibit "B". Commissioner Parden seconded. Carried unanimously. -3- B. SUBDIVISION AND BUILDID~G SITE APPROVAL SD-!91 1. SD-191 - Gresham Construction Co. Gresham Const. Co. Chairman Webster ordered the matter continued as authorized in writing by the developer. 2. SDR-194 - Saratoga Post Office The Subdivision Committee Report dated !<ay 9, 1960 was distributed to the Commissioners and to the applicant. James Ward, Regional Real Estate Officer for' the Post Office Department, discussed the conditions. Virgil Campbell spoke regarding parking for the Post Offic~e Department and Campbell's Market. Co.mmissioner Anderson moved for approval of SDR-194 subject to the conditions contained in the Committee Report with Condition No. 2 amended to read "Pay Storm Waters Fee of $6?5.00 per acre" and with the addition of Condition No. t4 "Submit Irrevocable Offer of Dedication of 45 foot half-street on Saratoga Avenue. Commissioner Crisp seconded. Carried unanimously. 3. SDR-198 - Bonacini SDRilo8 Bon~cini The Subdivision Con~mittee Report da~ed P~ay 6, 1960, was distri- buted to the Commissioners and to the applicant. Commissioner Anderson moved for approval subject to the conditions listed on the Subdivision Committee Report. Commissioner Crisp seconded. Carried unanimously. 4- SD-199 - Tovm and Country Realty ~D-199 Town and Chairman Webster ordered the matter continued to the next regular Country Realty meeting as authorized in writing by the applicant. 5. SDR-201 - Forcier SDR-201 Forclef The Subdivision Committee Report dated May 6, 1960, was distri- buted to the Commissioners and the applicant. Commissioner Parden moved that SDR-201 be approved subject to the conditions lis~ed on the Subdivision Committee Report. Connmissioner Anderson seconded. Carried unanimously. -4- 6. SDR-202 - Polentz SDR-202 Rolentz The SUbdivision Committee Report dated Hs~v 9, 1960, was dis- tributed to the Commissionersl and the applicant. Mr. Poleritz discussed the conditions with the Commissioners.~' Commissioner Anderson moved for approval of SDR-202 subject to the conditions listed on the Committee Report with Conditions No's. l, 2, 3, 4, snd 7 to be changed to read City Engineer wherever Department of Public Works appears. Commissioner P~rden seconded. Carried unanimously.. V PETITIONS & GRIEVANCES A. WRITTEN 1. Milan H. Popovich, Letter Re: Commercial Zoning - Azule Area Commercial Zoning Chairman Webster read a letter dated April 20, 1960, to the Azule ~rea ~l~ing Commission from NilanN. Popovich regarding Commercial Zoning in the Azule Area. Chairman Webster directed Commissioner Crisp to prepare a letter to the Azule Improvement Association explaining the Commissions previous action on this matter. 2. SDR-195 - M.. L. Snow SDR-195 Snow Chairman Webster read a letter from M. L. Snow dated May 2, 1960, asking for reconsideration of Conditions set on SDR-195 by the Planning Commission at the Regular Meeting~ April 8, 1960. Bill. Kaemmerling, of George Nolte's Office, discussed Condition No. 3 with the Commissioners. Dr. Parker, prospective purchaser, discussed future plans for bridge and trees.. Commissioner Parden moved to Modify Condition No. 3 to read: "Widen road paving on Lomita Avenue to 36 feet, using 2 1/2 inches of plant mix on 6 inches of base material, from westerly property line to a point opposite the easterly end of the curb constructed for Tract No. 2399, a distance of approximately 360 feet9 and to modify Condition 12 to read: "Submit an Irrevocable Offer of Dedication as required for a 28 foot half- SDR-195 Snow street on Lomita Avenue from the end of the proposed curb to the easterly property line and for a 28 foot half-street on Vickery Avenue. Commissioner Higgins seconded. Carried unan- imously.. B. ORAL 1. SDR-185 - Vogel SDR-185 Vogel Chairman Webster ordered the matter held over to the next meet- ing, to give the Assistant City Attorney time to study the file. 2. Village Development Plan Village Development The Secretary read from Lawrence Livingston Letter regarding cost of estimates of cost of car~ing out Saratoga Village Development Plan, Revision 3-. Revision Minimum Lot Size Minimum Lot Size Chairman Webster reported that since last meeting Admiral Crisp called his attention to the fact that the General Plan called for acre zoning West of and adjacent to Highway 9. Study by Commissioners Webster, Anderson, and Crisp indicated desirability of providing medium density development in the level areas immediately West of Highway 9.- Commissioner Anderson displayed an over-lay which indicated the extent of medium density zoning this group felt would be desiring= Commissioner Criap stated that he felt the medium density area should include all areas now zoned lO,O00 sq. ft. West of High- way 9.° Commissioner Higgins moved that the Planning Consultant be directed to show as Medium Density the area West of Highway 9 approximately as shown in red on over-lay submitted by Commissioner Anderson. Commissioner Parden seconded. The following roll call vote was recorded, Ayes: Anderson, Bennett, Parden, Higgins, Webster Noes:: Crisp Absent: Tiffany 4. General Plan General Plan Commissioner Parden moved that the P12~ing Consultant be instructed to prepare the proposed General Plan for Publication subject to 3 changes ordered since the last Study Session.. Commissioner Anderson seconded. Carried unanimously. Chairman Webster adjourned the meeting at 12:30 A. M.
