Time: Monday, February 27, 1961 - 7 P- M.
Place: Fruitvale School, Fruitvale Avenue, Saratoga, California
Type: Regular Meeting
I. ROUTINE ORGANIZATION
Chairman Webster called the meeting to order at 7 P. M.
A. ROLL CALL
Present: Anderson, Bennett, Crisp, Higgins and Webster.
Absent: Glenn
B. MINUTES
Motion by Commissioner Bennett, seconded by Commissioner
Hi gins, approving minutes of meeting of February 1~,
19~1; motion carried.
II. PUBLIC HEARINGS
Chairman Webster opened Public Hearings at 7:15 P- M.
A. UP-2~ - Tomasso and Julia Cinelli, Convalescent Home,
Souza Lane.
The report from the Special Committee appointed to re-
view this application, read by Commissioner Bennett,
recommended approval of this application for a Use Per-
mit, subject to the five (5) conditions contained in
the report. Motion by Commissioner Bennett, seconded
by Commissioner Crisp, that the report be approved as
read; motion carried.
City Administrator Have reported that no further writ-
ten communications regarding this matter had been re-
ceived. Motion by Commissioner Bennett, seconded by
Commissioner Anderson, that the applicant be granted
Use Permit as reouested, subject to five (5) conditions
stated in written ComMittee Report of February 1~, 1961;
roll call vote: Ayes: Anderson, Bennett, Crisp,
Higgins and Webster. Noes: None. Absent: Glenn.
Motion carried and Use Ferm. it was granted. ~otion by
Commissioner Webster, seconded by Commissioner Crisp,
that motion granting Use Permit be modified to include
a sixth condition, granting continuing jurisdiction to
the Planning Commission. Roll call vote: Ayes: Crisp,
Bennett, Anderson and Webster. Noes: Higgins. Absent:
Glenn. Motion carried and amendment was adopted.
B. ~-31 - Brown and Kauffmann, Titus and Bellwood Avenue.
Wayne Brown was present to represent the applicant.
No one appeared to protest this rezoning and there had
been no written con~unications. Chairman Webster de-
clared the Public Hearing closed on C-Sl at 7:40 P. M.
There was a motion by Ccm~missioner Crisp, seconded by
Commissioner Anderson, that the Planning Commission
recommend to the City Council the rezoning of.the par-
cel of land covered by this application from R-E-B-4
to R-l-B-2, the approval of said rezoning subject to
City Council withholding final approval until the ten-
tatire Subdivision Map covering this property has been
approved by the Planning Commission; motion carried.
Chairman Webster ordered that this matter be brought
to the attention of the City Council with the request
that it be considered and action taken.
C. y-186 - George Druzianich - June Way
Secretary reported Notices of Public Hearing mailed and
no written communications received. William Bane was
present to represent the applicant. There was no one
present to oppose this Variance. General consensus vms
t~t the street pattern was very good and the lot more
than adequate, so could see no reason ~y Variance
should not be granted. Motion by Commissioner Higgins,
seconded by Commissioner Crisp, that a Variance in site
depth be granted from the required 115 feet to 105 feet,
more or less, for Lot #1 of Tract #2725; motion carried
and Variance was granted.
D. V-187 - Cronemiller, Allen & Goodman - Off Seagraves Way
Secretary reported Notices of Public Hearing mailed and
no written co~unications received. Robert Cronemiller
was present to represent Cronemiller, Allen & Goodman.
There was no one present to oppose this Variance. Com-
missioner Crisp suggested that this Public Hearing be
discontinued until the next meeting to give the appli-
cant a chance to give further consideration to the map
because of access to the adjoining property. Commis-
sioner Anderson reported that conditions had not been
established on the Subdivision Application (SD-264), so
the application for a Variance should be continued for
this reason, too. Chairman Webster ordered the Public
Hearing on V-187 continued to the meeting of March 13,
1961.
Chairman Webster declared Public Hearings closed for the
evening.
III. COr~4ITTEE REPORTS
A. The Special CoMmittee Report regarding street standards
in acre zones was not completed for this Feering. The
Committee will try to have it available for the meeting
of i¢~rch 13, 1961.
E. SUBDIVISION AND BUILDING SITES
1. SD-2~] - Robert C. Kirkwood - ~ella Vista & Horse-
shoe Drive.
Commissioner Anderson suggested that this applica-
tion be continued until the matter regarding street
standards in acre zones could be resolved. Chair-
man Webster ordered the application further
continued.
2. SDR-2~? - Stern and Renzel - Quito Medical Center
Director of Public Works Huff reported that the re-
vised tentative maps had not been submitted, but
would be available at the next meeting. Chairman
Webster directed that this application be continued
until the next meeting.
3. SD-2~8 - Brovm and Kauffmann - Titus & Bellwood Ave.
Commissioner Anderson advised that this application
would have to be continued since the conditions
were not yet available. He further stated that no
extension of time was needed from this applicant,
since the land was not properly zoned for subdivi-
sion at this time. Chairman Webster ordered SD-258
continued until the next regular meeting.
~. SDR-262 - ~Jm. J. Dusel - P~ildcat Road
The applicant was present and submitted a revised
tentative map showmng the new boundary line. Motion
by Commissioner Anderson, seconded by Com~nissioner
Crisp, that tentative approval of SDR-262 be granted,
subject to the'nine (9) conditions contzined in
Subdivision Committee Report dated February 27, 1951;
motion carried.

Commissioner Anderson suggested that applicant apply
for a Variance since, without 20 feet allowed for
access road, lot would be five (5) feet less then
the 85 foot required width. Larry Palm was present
to represent applicant. There was a ouestion as to
whether the 20 foot eccess road could be included
in the lot. Chairman Webster reeuested that City

Administrator Howe contact the City Attorney for an
opinion regarding this matter, and that Mr. Gagnon
or Mr. Palm check with the City Office for the de-
cision. Chairman Webster ordered SDR-263 continued
until the meeting of March 13, 1961.
6. SD-264 - Cronemiller, Allen and Goodman - Off Sea-
graves ~ay.
Commissioner Anderson advised that conditions had
not been established for this application, since
the revised map had not been submitted. Chairman
Webster declared SD-264 continued until the meeting
of ~srch 13, 1961.
C. Commissioner Anderson read a Special Report from the
Subdivision Committee regarding Highway 9, proposing
that the Planning CoMmission recommend to the City
Administrator and the Director of Public Works that,
at the earliest possible date, they establish precise
lines for the future width of Highway 9, Saratoga Ave-
nue and other major streets, and building set-back
lines in accordance with the General Plan. After dis-
cussion, Commissioner Higgins made a motion, seconded
by Commissioner Anderson, that the report be adopted
and submitted to the City Council, subject to the fol-
lowing changes: Omit the first sentence of Paragraph
#3 and the first word of the second sentence of Para-
graph ~3- The motion carried.
D. ARCHITECTURAL AND SiTE CONTROL
1. A-~3 - Walter J. Johnson - Sign, Coin Operated
Laundry - Quito Shopping Center.
City Administrator Howe reported that there had
been no communication from Mr. Johnson. Chairman
Webster instm~cted Mr. Howe to contact Mr. Johnson
again and advise him that if they did not hear from
him soon, there was a good chance that the appli-
cation would be denied.
2. SP-21 - Msrweig Construction Company - '~Westchester
of Saratoga"
City Administrator Howe advised that spplicant's
application had been changed to reeuest a tem-
porary sign for a period of one year. The appli-
cant was present and advised that objections had
been withdrawn. Motion by Commissioner Higgins,
seconded by Commissioner Crisp, that the temporary
sign for a period of one year be approved; motion
carried.
3. A-4~ Valley Methodist Church
Pictures of the model were made available at the
meeting by Rev. Combs. After discussion, a motion
by Commissioner Higgins, seconded by Con~.~issioner
Crisp, that preliminary architectural approval of
the first unit plan be granted ss shown on prelimi-
nary drawings l, 2 and 3; motion carried.
IV. PETITIONS Ak~ GRIEVANCES
A. WRITTEN
1. SDR-180 - Campbell School District
Director of Public Works Huff recommended that an
extension of this tentative Building Site Approval
be granted, since the conditions established for
this application under~ent extensive revision in
August, 1960.
Commissioner Anderson moved, seconded by Commis-
sioner Crisp, that sn extension of SDR-180 be
granted from March 14, 1961 to August 22, 196]-;
motion carried. Commissioner Higgins abstained.
2. SDR-186 - John Dennay - Westcott Drive
There was s recuest from Mr. Denney for an exten-
sion of one year. He stated that the back-fill
of excavations for the installation of the sewers
is still settling and he feels that paving should
be postponed. There was s motion by Co~nissioner
Crisp, seconded by Commissioner Anderson, that
this tentative Building Site Approval be extended
for a period of sdx months, from P~rch 14, 1961
to September 14, 1961; motion carried.
B. ORAL
Chairm. an Webster welcomed Councilman Hartman to the
meeting.
Sam Hernandes approached the Commission and urged them
to support the widening of Higb~sy 9-
Messrs. Splitstone snd Shepherd asked the Commissioners
to look at a tentative map. Chairman Webster advised
that the Planning Commission prefers not to check tenta-
tive maps before ~hey have been filed at the City Office.
Commissioner Anderson suggested that they make an ap-
pointment to confer with the Subdivision Co.mmittee at
the City Office.
Evelyn Voges was n~ed Secrstsry pro tem of the Planning
Commission.
Chairman ~ebster declared the meeting adjourned until
March 6, 1961, at which time the Commission will meet at
7 P- M. at the City Hall for sn informal studF session.
