I. ROUTINE ORGANIZATION
Chairman Webster called the meeting to order at 7:00 P. M.
A. ROLL CALL
Preseht: Com~issiohers Anderson, Bennett, Crisp, Glenn,
Higgins and Webster~
Absent: None.
B. MINUTES
There was a motion by Commissioner Bennett, seconded by
Commissioner Glenn, that minutes of the meeting of April
24, 1961, be approved as submitted; motion carried.
II. PUBLIC HEARINGS
Chairman Webster declared Public Hearings open at 7:06 P. M.
A. C-~4 - Wm. and Walter Seagraves, Saratoga Avenue - Chan~e
of Zonin~ -
Commissioner Anderson advised that the report from the
~ilding Site CoF~ittee was not complete, since they
had been unable to meet with Mr. Stoner as early as they
had hoped. Chairman Webster directed that this appli-
cation (C-3~) be placed on the Agenda for the meeting
on Mmy 22, 1961, for the report from the Building Site
Committee.
B. C-3~ Saratoga Inn, Saratoga Avenue - Change of Zoning -
After discussion, there was a motion by Commissioner
Glenn, seconded by Commissioner Higgins, that the action
taken by the Planning Commission on April 24, 1961, re-
garding the rezoning of this portion of the Saratoga Inn
property, be forwarded to the City Council for further

action. Roll call vote: Ayes: Anderson, Crisp, Glenn
and Higgins. Noes: Bennett and Webster. Motion carried.
Commissioner Bennett Stated that he was not against the
rezoning of the Inn property, but felt that R-4-H zoning
was not the best solution. Chairman Webster stated that
his disapproval was only that he felt the rezoning was
premature in view of the Public Hearing to be held on
Eay 15, 1961.
C. V-19~ - John S. Fowle~, Merribrook Drive.-.Variance from Side Yard Recui.rements -
Mr~ Carter advised that Notices of Public Hearing had
b~en mailed and that there were four 14) written com-
munications on file protesting this Variance. Both
and Mrs. Fowler were present to give further details re-
garding this request. There was no one else present to
comment regarding this application. Chairman Webster
declared the Public Hearing closed on V-194 at 7:45 P. M.
Commissioner Crisp advised that the Variance Committee
felt that they could not recommend approval, since they
felt that it would grant a privilege denied others in
the area. There was a motion by Commissioner Crisp,
seconded by Commissioner Glenn, that this application'
{V-194) be denied. Roll call vote: Ayes: Anderson,
Bennett, Crisp, Glenn, Higgins and Webster. Noes: None.
Motion carried.
D. V-19~ - Donald Gerth~ Aspesi Court Variance from Rear Yard Requirements -
Mr. Cartar advised that Notices of Public Hearing had
been mailed and there was one communication (with two
signatures) on file protesting this Variance. Mr. Gerth
was present to discuss this application with the Commis-
sion. There was no one else present who wished to com-
ment regarding this matter. Chairm, an Webster declared
the Public Hearing closed on V-195 at 8:05 P. M. Com-
missioner Crisp advised that the Variance Committee felt
that this request had a great deal of merit, but since
there was no physical hardship involved, felt that they
must recommend that it be denied. There was a motion by
Commissioner Crisp, seconded by Commissioner Glenn, that
this application (V-195) be denied. Roll call vote:
Ayes: Anderson, Crisp, Glenn and Webster. Noes: Bennett
and Higgins. Motion carried.
Chairman Webster declared Public Hearings closed for the
evening at 8:15 P. M.

III. COMMITTEE REPORTS
A. SUBDIVISION AND BUILDING SITES
1. SDR-273 - CQlbert Naka. ta.,. Via Regina ~ Building
Site Approval -
Mr. Carter read a letter from Mr. Curtis of Little
Village Realty stating that Mr. Nakata had with-
dravm his offer to purchSse this property, and had
asked that his Building Site Approval application
be withdravm. Chairman Webster directed that the
applicant's request for withdrawal be granted with
no fee refund.
2. SDR-278 - Saratoga Inn, Saratoga Avenue, Building
Site Approval
Mr. Long and Mr. Benson were present to review the
conditions of tentative approval with the Commis-
sion, and advised that they were satisfactory.
There was a motion by Commissioner Anderson,
seconded by Commissioner Crisp, that tentative ap-
proval be granted this application, subject to the
rezoning of the site by the City Council and sub-
ject to the 17 conditions contained in the Building
Site Committee Report dated May 8, 1961, #3 of
which was modified by the addition of the words
"on 30 foot access road and 20 foot one-way street
as required"; motion carried.
Chairman Webster declared a ten (10) minute recess at 8:45 P. M.
The meeting was called to order again at 8:55 P. M.
3- SDR-283 - Leonard L. Gordon, Bollman Road - BuildinK
Site Approval -
Mr. Gordon was present and advised that the condi-
tions of tentative approval were satisfactory.
There was a motion by Commissioner Anderson,
seconded by Commissioner Glenn, that tentative ap-
proval be granted SDR-283, subject to the eight (8)
conditions contained in the Building Site Committee
Report dated May 8, 1961; motion carried.
4- SDR-284 - Ralph Caldwell, Luther.ia Way - Building
Site Approval -
Mr. Curtis of Little Village Realty was present to
represent Mr. Caldwell. Mr. Richards, who is

interested in purchasing the property~ was present
and discussed the conditions of tentative approval
with the Commission. There was a motion by Com-
missioner Anderson, seconded by Commissioner Crisp,
that tentative approval be granted SDR-284, sub-
ject to the nine (9) conditions contained in the
Building Site Committee Report dated May 8, 1961;
motion carried.
5- SDR-285 - E. J. Kunkel, Sober Road Buildin~ Site
Approva~
Mr. KUnk~l was present and advised that the condi-
tions of tentative approval were acceptable. There
was a motion by Commissioner Anderson, seconded by
Commissioner Crisp, that tentative approval be
granted this application (SDR-285), subject to the
ll conditions contained in the Building Site Com-
mittee Report dated May 8, 1961; motion carried.
6. 8DR-286 - Helen West, Via ReziDa Buildin~ Site
Approval -
Mr. and Mrs. West and Mr. Shelley Willjams were
present to discuss the conditions of tentative
approval with the Commission. There was a motion
by Commissioner Anderson, seconded by Commissioner
Glenn, that tentative approval be granted SDR-285,
subject to the nine (9) conditions contained in the
Building Site Committee Report dated B!ay 8, 1961;
motion carried.
7. SDR-287 - Don Westbrook, Off Pike Road - BulldinE
Site Approva~ -
Mr. Westbrook was present and advised that the con-
ditions of tentative approval were satisfactory.
There was a motion by Commissioner Anderson, seconded
by Commissioner Crisp, that tentative approval be
granted this application (SDR-287), subject to the
seven (7) conditions contained in the Building Site
Committee Report dated May 8, 1961, which has been
amended and signed by A. L. Anderson; motion carried.
There was a motion by Commissioner Anderson, seconded
by Commissioner Bennett, that an eighth condition
be added to the Building Site Committee Report, to
read as follows: "This tentative approval does not

constitute approval of the 20 foot road shown on
the Easterly boundary as access to the property to
the South." Motion carried and tentative approval
of SDR-287 is subject to eight (8) conditions con-
tained in the report.
8. SD- 288 - Garcia and Associates, Herriman Avenue
and HiEhway 9 - Subdivision - 61 Lots -
Commissioner Anderson reported that the Subdivision
Committee had met with Mr. ~lacKay of MacKay and
Somps regarding this application, and that a revised
tentative map would be submitted. Chairman Webster
directed that this application (SD-288) be continued
until the meeting on May 22, 1961.

Site Approval -
Mr. Carter advised that the conditions of tentative
approval had not been established for this appli-
cation. Chairman Webster directed that this matter
be continued to the meeting on B~y 22, 1961.
10. SDR-290 - Don Warfield, Sobey Road - Building Site
Approval
Mr. Carter advised that the conditions of tentative
approval had not been established for this appli-
cation. Chairman Webster ordered this matter con-
tinued to the next regular meeting.
B. ARCHITECTURAL DESIGN REVIEW
1. A-51 - Saratoga Inn, ~aratoEa Avenue - Architectural
Approval - Co-op Apartments
Mr. Long, Mr. Benson and Mr. Prickerr were present
to discuss the proposed apartments with the Com-
mission. Mr. Prickett showed pictures of the apart-
ments he developed in Santa Cruz and advised that
similar units were planned for the Saratoga Inn
property. After discussion, Chairman Webster
directed that A-51 be continued to the meeting on
May 22, 1961, and requested that the Architectural
Design Review Committee arrange to discuss the
plans with a Special Architectural Committee (to be

selected by the Architectural Design Review Com-
mittee) and submit a report for the meeting on

2. A~3 - S. & S. yending Machine Company, Saratoga
~v~nue - Architectural Approval - Ice,Machine -
Mr. Woodard was present to represent the applicant
and gave the Commission further information regarding
this.applicatioM. It was the consensus of the Com-
mission that more detailed plans were needed re~
garding the lay-out. Chairman Webster directed that
this matter be continued to the meeting on May 22,
1961, to give Mr. Woodard an opportunity to submit
more detailed plans.
3- At54 - J. S. Lodato, Blauer Drive - Architectural
Approval - Removal of Existing Office to
Temporary Location -
Mr. Lodato was present to discuss this application
with the Commission. There was a motion by Commis-
sioner Crisp, seconded by Commissioner Glenn, that
the Commission approve the removal of the existing
building from its present location to its new lo-
cation, as shown on Exhibit A-l, for a period of three
(3) years from date, subject to off-street parking
in compliance with Ordinance 3A-13 and submission
and approval of landscape plans; motion carried.
Commissioner Higgins abstained from voting in con-
nection with A-54.
Chairman Webster declared a ten (10) minute recess at 10:45 P. M.
The meeting was called to order again at 10:55 P. M.
4. A-55 Saratoga Pos~ Office, Saratoga Avenue - Archi-
tectural Approval -
[lr. Ward was present to represent the Post Office.
After discussion, Chairman Webster directed that
A-55 be continued to the meeting on W~ay 22, 1961,
and requested that the Architectural Design Review
Committee arrange to discuss the plans with a
Special Architectural Committee (to be selected by
the Architectural Design Review Commlittee) and
submit a report for the meeting on May 22, 1961.

IV. PETITIONS AND GRIEVANCES
A. WRITTEN
~D-268 - Ira,KirkoriaD, Off Saratoga-Sunnyvale Road -
Subdivision - 62 Lots -
Commissioner Crisp summarized the contents of the report
prepared by the Subdivision Committee regarding.access
to the School Site in this area. After discussion,
there was a motion by Connr!issioner Glenn, seconded by
Commissioner Higgins, that the report of the Subdivision
Committee, dated May 5, 1961, regarding this matter be
transmitted to the Planning Committee of the City
Council with a recommendation that action be taken as
recommended in the ~eport; motion carried.
B. ORAL
There was a motion by Commissioner Higgins, seconded by
Commissioner Glenn, that D. A. Garter be named Secretary
of the Planning Commission; motion carried.
There was a motion by Commissioner Crisp, seconded by
Chairman Webster, that the Commission express their
gratitude to Evelyn Voges for her efficient assistance
as Secretary pro tem; motion carried.
Chairman Webster declared the meeting adjourned at 11:10 P. M.
