PLANNING COMMISSION
Time: 7:00 P. M., Monday, May 22, 1961

I. ROUTINE ORGANIZATION
Chairman Webster called the meeting to order at 7:00 P. M.
A. ROLL CALL
Present: Cu~issioners Anderson, Bennett, Crisp, Glenn, Johnson and
Webs ter.
Absent: Commissioner Riggins.
B. MINUTES
There was a motion by Ccmmissioner Glenn, seconded by Cou~nissioner Bennett,
that minutes of the meeting of May 8, 1961, be approved as prepared and
distributed to the Commission; motion carried.
C. Chairman Webster introduced O. W. Johnson, Jr. of Saratoga Glen Place,
new member of the Commission.
II. PUBLIC HEARINGS
Chairman Webster declared Public Hearings open at 7:05 P. M.
A. C-34 - Win. and Walter SeaMraves, SataroMa Avenue - ChanMe of Zonin~
Commissioner Anderson read a report from the Subdivision Committee re-
garding this application. There was a motion by Commissioner Crisp,
seconded by Commissioner Gienn, that the Commission, in accordance with
paragraph ~7 of the Subdivision Co~mnittee Report (dated May 18, 1961),
present a resolution to the City Council requesting a Joint study session
to discuss all phases of the subject matter of this report; motion
carried. The Chairman announced that if the City Council accepts this
recommendation and holds the joint study session, the meetin~ will be
open to the public for the purpose of observir~, but no one will he heard
since the Public Hearir~ in connection with this application is closed.
Mr. Norman Stoner, representing the applicants, expressed his appreciation
to the Commission fo~ an adequate hearing, thorough study and courtesy at
all times. C-34 was directed continued on the a~enda pending the joint
study session of the Council and Commission.

The Secretary advised that there was a letter on file from the County
Health Department (si~ned by George Pedersen) stating that this appli-
cation did not meet the requirements of the State Housing Act. Mrs.
King was. not present. No one present wished to comment further regarding
this application, so Chairman Webster declared the Public Hearing closed
on UP-28 at 7:34 P. N. There was a motion by Commissioner Anderson,
seconded by Commissioner Crisp, that this application be denied on the
basis of the adverse recomnendation of the County Health Department and
the applicant's failure to appear and submit evidence in support of the
application; motion carried.
'Chairman Webster declared Public Hearings closed for the evening at 7:38 P.M.
III. COMMITTEE REPORTS
A. SUBDIVISION AND BUILDING SITES
1. SD-'288 - Garcia and Associates, Herriman Avenue and Highway 9 -
Subdivision - 61 Lots
Cu.~issioner Anderson advised that FIr. Garcia had not presented a
revised subdivision map that the Co~lttee felt they could recom-
mend to the Planning Co~A~ission, but that progress was being made.
He further advised that Mr. Garcia had submitted a letter asking
for a 30 day extension. Chairman Webster, in response to the re-
quest filed by the applicant, directed that this matter be continued
until the meeting on June 12, 1961.
2. SDR-289 - H. R. Thomas, Woodview Court - Buildin~ Site Approval
There was a motion by Conm,fssioner Crisp, seconded by Connnissioner
Glenn, that tentative approval be granted SDR-289 subject to the
nine (9) conditions contained in the Building Site Committee Report
dated May 18, 1961; motion carried.
3. SDR-290 - Don Warfield, Sobey Road - Buildit~ Site Approval
Commissioner Anderson advised that FAr. Warfield had not submitted
a revised tentative map and suggested that this matter be continued
until the next meeting. Chairman Webster directed that SDR-290 be
continued until the meeting on June 12, 1961.

III. B. ARCHITECTURAL DESIGN REVI~
1. A-51 - Saratoga Inn - Architectural Approval - Co-op Apartments
Co~issioner Bennett read the Special Architectural Conunittee Report
submitted in connection with this application, and the report was
approved by the Commission. Chairman Webster directed that a copy
of the report be placed in the Saratoga Inn file and that a copy
be mailed to the applicant, He further directed that this matter be
continued, but held of£ the agenda, until such time as the applicant
submitted revised dra~ings.
2. A-53 - S. & S. Vendin~ Machine Company, Saratoga Avenue,- Architec-
tural Approval - Ice Machine
l~r, Ca~ter advised that Mr, ~oodard o£ S. & S, VendingRachine
Company had called and advised that they were abandonir~ this appli-
cation, There was a motion by Commissioner Bennett, seconded by
Ce~lssioner Glenn, that this application be denied; motion carried,

The report £rom the Special Architectural Conunittee, read by Com-
missioner Bennett, was approved by the Commission. Commissioner
Bennett advised that Commissioner HiSSins had suggested that the
POs~ Office architects meet with the Special Architectural Committee
to discuss this matter further, fir. ~]helan was present and a~reed
to this con£erence. Chairman Webster directed that th~ Secretary
arrange a meetin~ at the earliest possible date and that this appli-
cation be 'continued until the meeting on June 12, 1961.

Nr. Pape was present to represent Tidewater Oil Company. At the
suggestion of the Architectural Design Review Con~nittee, Chairman
Webster directed that the Secretary arrange an early meeting between
lit. Pape, other members o£ the Tidewater Oil Company and the Archi-
tectural Design Review Committee to discuss this matter further.
He £ur~her directed that A-56 be continued until the meeting on
June 12, 1961.
5. A-57 - Rundle's Sians, Argonaut Shoppin~ Center - Architectural
Approval of Sign - Service Electronics - TV
Hr. Richardson o~ Rundle's Signs wa~ present, There was a motion
by Commissioner Bennett, seconded by Co~=nissioner Glenn, that ap-
proval be given A-57 for the sign exhibited on the sketch submitted,

providing the sign be identical in size. shape, color and materials
with the existing Bottle Shop sign and other installed signs of tl~s
size; motion carried.
IV. PETITIONS AND GRIEVANCES
A. W~ITTEN
1. SDR-269 - Arthur Strametz, Sobey Road -. Request for Approval of
Revised Site Plans
There was a motion by Commissioner Anderson, seconded by Commissioner
Crisp, that the Building Site Approval heretofore granted SDR-269
be modified by substituting for the existing conditions the ten (10)
conditions listed on the Revised Building Site Committee Report
dated May 18, 1961~ motion carried.
2. SD- 169 - R. Morgan, Saratoga Avenue - Request for Extension of
Tentative Subdivision Approval
l~aere was a motion by Commissioner Anderson, seconded by Counnis-
sioner Crisp, that the tentative approval heretofore granted SD-169
be extended to December 31, 1961; motion carried.
3. SDR-210 - W. G. Krumme, Sobey Road - Request for Extension of
Buildiu~ Site Approval
Mr. Kr,-.me was present to give further details regarding this re-
quest for an extension. There was a motion by Commissioner Anderson,
seconded by Commissioner Crisp, that the tentative approval hereto-
fore granted SD~-210 be extended fo~ a period of six (6) months from
present expiration date; motion carried.

Chairman Webster declared the meeting adjourned at 8:25 P. M.
