There was a motion by Commissioner Olenn, seconded by Cc~{esioner Crisp,
that the rendl~ of the minutes of the last meetir~ be waived and that

The Public Hearin~ on C-39 was opened at 7:03 P. M. The Secrefiary ad-
vised t/xat a Notice of Public Hearin~ had been published and that Notices
of Public Hearing had been~miled. A~ittence,,~--!cation from Nr, and
~re. D, S. Lind~ favorir~ the chan~e of ronin~, was read by the Secre-
tary, together w~th a Staff Report ndvisin~ ~hat this application was in

toSa Avenueo Leo Ruth advised that the homes~ould be comparable in
both type and value to ethers in the area. Chairs-- ~ebster stated that
only the zoning~as under consideration at this time, since a tentative
map for the subdivision had not been filed to date. He directed the
Staff to uotifyl~r, Henderson, appointed by the ~roup as their re~re-
santatire, when the tentative map appeared on the agenda. There was no
one else present who wished ~o cement re~ardin~ this matter, eo Chair-
man ~ebster ordered the Public Hentin8 closed on C-39 at 7:32 P.

~as the consensus of the Comission that the proposed change of zonin~
was in the best $nterest of the City of Sara:one. There vasa motion
by Connissioner Crisps seconded by Co~nissioner Glenn, that the Planning
Co=~nission recourlend to the City Council that this application for c~.~e
of zonin~ (C-39) be granted as requested by the applicant. Roll call
vote: Ayes: Cu~,-,.issioners Anderson, Benne_-tt, Cridp, Glenn,
Johnson and Webster. Noes: None. Absent: None. lie:ion carried
unanimously.
B. UPS33 - George S. Ratty - Wildwood Park - Use Parfait for Continued Op~ra-
tion of W~ldx~o. ed Park Picnic Grounds
~he Public Hea~ln~ on UP-33 ~ms opened at 7135 P. M. l"ne Secretary ad-
vised that Notices of PublicHeariu~ had been mailed and that t~elve (12)
~ritten cor~n~nicat~ons had been filed in protest of this Use Permit. A
Staff Report pertaining to this application was read by the Secretary.
George Ratty was present to discuss this matter ~th the C~.~{eelon and
advised that the park (4-1/2 acres) ~ould acconodate approxim~eXy 600
people and had been rented about thirty (30) times this year. He fur-
ther advised than he had arranged for over-flow parking space from
Nor~elle Tt.~pson and A1 Dampsay. BRUCE 0~s at~orney~ ~as present
and stated that he represented forty (40) persent opposiU~ this Use Per-
mit. Chairman~ebster stated that the Co~,issionvould receive a letter
from l~. Oneta givir~ the halnaB and addresses of the people x/no retained
him. I~. Oneta advised that his clients objected to the noise, traffic
congestion and const~lption of aXcoholic beverages, and for these reasons
felt that the Use Per~t should not be granted. Mr. (hleta suggested
that if the Planning Connission felt that it should be granted, howavers
that the fullerlag conditions be incorporated in the Use Petit to pro-
tect the people residin8 in ~he area:
1. The park should be closed at 5:30 P. H. or earlier.
2. The surroundinS area should be a toy-zone.
3. A11o~no hard liquor in the park.
4. Require a five (5) foot landscaped strip around the park.
5. Improve sani=ary facilities £or the park.

Permit. DR. CHARLES L. JOPaSON~ JR. stated that it nouId be nice if
the voXu~e on the sound was levered, but that he had no other objection

ARI~OLD NERGERs Springer Pond, spoke in protest. JACQUELINE
Jacks Pond, and EI~IL ICISSEL, 2115~ Sullivan Way, stated that they would
like =o see Wildwood Park becone a City Parks but if this was t/npossibles

on Saratoga Avenue, Roll call vote: AyesZ Co~nissioners Amderson,
Bennett, Glenn, Higginss Johnson and Webster, Noesz Co~-~assioner Crisp,
Absent= None, Notion carried. Co~{ssioner Crisp stated that he felt
that the area should be rezoned instead of grantin8 a Variance in an
R-1-20s000 zone to allow a lot depth of less than is required for a
R-l-10s000 zone.

vised that Notices of Public Hearing had haenmailed and there ms no
%rritten connunications on file. A Staff Report pertaining to this
ter was read by the Secretary, Fu:. and Mrs. Olson %~re present to gi~e
further details regarding this application. There was no one else pre-
sent x~ho wished to conment re~ardiu8 this request, so Chairmn Webste=
declared the Public Hearing closed on V-20~ at 9:4~ P. F~ It was the
consensus of the Counission that the Map Act of California and the City
of Saratoga Zoning Ordinance provided no basis on which they could grant
this Variance. Tl~re was a motion by Commissioner Crisp, seconded by
Comissioner l~tgginss that V-204, James C. 01son, be denied, Roll call
vote: Ayes: Co~assioners Webster, Johnson, Higgins, Crisp, Bennett'
and Anderson. Noes: Co~tssioner Glenn. Absent: None. Notion carried.
F, V-205 - Jack Western~ Kittrid~e Road - Variance from Required Lot Width
The Public Hearin~ on V-205 was epennd at 9:50 P. ~, The Secretary re-
potted that Notices of Public Hearing had been mailed and that the fol-
lowingwritten conmunications had been received:
1. Letter supporting application si~d by R. W. Clendenen, Mrs. Silas
N, Miller and~cs. D. R. Bellis.
2. Letter epposin5 application signed by Ra3~ond Van DeN ark.
A Staff Report pertaining to this matter was read by the Secretary.
VAN FLEETs Kittridge Road, was present and stated that he had no objec-
tion to the Variance. Mr. Western was present and discussed this mtter
· with the Commission. There was no one else present who wished to com-
ment regarding this applications so Chairman Webster declared the hb~ic
Rearing closed on V-205 at 10:15 P. M, There was a motion by Conu~s-
sionnr HiSginss seconded by Comissioner Crisp, that V-205s Jack Western,
be granted in accordance with Section 1~.6 of Ordinance NS-3; motion
carried
Chairs- Webster declared Public Hearings closed for the evenings subject
to UP-33 being continued until the meeting on November 2~s 1961.

The Secretary read a letter from }it, Hines requesting that this appli-
cation be continueds but held off the aSeudas for a period of approxi-
mately two (2) months to 8ire him adequate tiue to ~ork out this de-

directed this matter continuedv but w~thheld from the a~endas until the

The Secretary reported that l~r. Johnson of Cen-Cai had called to advise
that the architect, A. Jo ~--txt of Los Gates, had been tinable to com-
plete the pla~s in time for this mastiff, but that they would be sub-
mitted prior to the next meetind. On the basis of this infersrations

November 27, 1961.
B. A-64 - Si~Iml Oil C~apany, saratosa-Sunnyva~e Road - Final Architectural
Approval - Service Station
There was a motion by Ce~lssioner Hia~ins, seconded by
Bennett~ that the final plans for A-64, Signal Oil Company Service
Stations Saratoaa-Sunuyvale Road, be approved as submitted (Exhibit
A-l) with the exception of the followinS requirements:
1, Color scheme to conform to Color Schedule submitted 0)rawin~ D).
2. Roof to be beige and brown a~re~ate,
3. The supportin~ steel columns for the pump canopy to be square in-
stead of round.

Notion carried unanimously.

pin~ Center
The Secretary advised that the ordinance did not provide for a sian of
this type, Mr. James Collins was present to discuss this mat=e= with
the Coa~.~ission. There was a motion by Co~missioner Beunet~, seconded
by Con~issioner Hi~ins, that A-65 be denied; motion carried
mously. It ~us the consensus of the Csunission that soue provision
should be made for the merchants of Saratoad in connection with direc-
tional signs, Chairm,n ~ebster requested that the Design Review
mittee check into this matter and confer with the Planalu8 Co~aittee
