The meetinE was called to order by Chairman Webster at 7116 P. M.
A. ROLL CALL
Present: Cou~issioners Anderson, Cowley, Crisp, Glenn, Johnson and
Webster°
Absent: None.
Chai~n Webster advised that Comissioner Bennett, who had been a member
of the SaratoEa PlanninE Commission since its inception, had resigned.
There was a ~otion by Co~uissioner Anderson, seconded by ChaizTaan Webster,
that the Cot/mission adopt a resolution expressin8 appreciation to Richard
Bennett for his fine contribution to the City through his lonE and dedi~
cared setvice as Plnnnins Co~4ssioner, and exp~essir~ sincere reefers
that he had found it necessary, for personal reasons, to resiEn from the
Cornission. Roll call vote: Ayes: Coznissi6ners Anderson, CoOley, Crisp,
Glenn, JohnSon and WeBster. Noes: None. Absent: None. Motion carried
unanimously.
Cc~nissioner Dean Cowley, appointed to fulfill the term of Couraissioner
Hi~$ins, was introduced and welcomed to the Cor~ssion.

The Secretary briefly reviewed this application and advised that it was
necessary to publish a revised Notice of HearinEs since the amended ap-
plication for Chants of Zon~n8 from "A" to '~-A" inclndeduore property

Dr. Abr.nn was present to explain that in order to haprove the street de-
si8n, it had been necessary to extend the subdivision back to the creek.

He etated that he wanted to go on record as saying that if this applica-
tion was granted, he wuld {mediately apply for a cha~e of zoning fr~
R-1-40,000 to R-1-20,000 on his property.
JACK PIERCE, 10905 Gardner Lane, stated that th~s application a~ others
like it wuld eventually eliminate the acre zoning unless it was stopped.
He strongly recome~ed that acre zoning be retained in connection with
the subject prope=~y.
There was ~ one else present who wished to spe~ ~th re~a=d to this

at 7:49 P. M.
It was observed that this property was i~icated on the General Plan as

The Public Hearin8 on V-212 was opened at 7:53 P. M.
The Secretary advised that Notices of Public Hearing had been mailed.
Connunications in support of this Variance, signed by (1) Thomas S. Pat-
terson, 14630 Big Basin Way (2) Mro and Mrs. Charles C. Lone, 20793
Pamela Way (3) Helen and Ralph Ho Van Arsdale, Oak Street and Lomita
Avenue (4) Joseph Horvath, 14577 Big Basin Way, were read by the Secre-
tary, together with a Staff Report pertaining to this matter.
The applicant was present to give further details regarding this request
for a Variance.
Commissioner Johnson advised that the Variance Cormnittee had studied the
matter, and that their findings were much the sane as the Staff Report.
There was no one else present who wished to cou~ent with ~egard to this
application,. so.Chairman Webster declared the Public Hearing closed on
V-212 at 8:19 P. M.
There Was a motio~ by Conraissioner Johnson, seconded by Commissioner Glenn,
that this Variance (V-212) be granted subject ~o the following conditions:
(1) The contents of the existing garages are to be stored in enclosed
structures on the premises, or removed from the premises.
(2) There shall be no increase in the number of units.
(3) The building alterations shall conformwith the rest of the
development,
(4) Plans will be submitted for Design Review approval by the Plaunin~
Commission.
Motion carried unanimously.
Chairream Webster declared Public Hearings closed for the evenin8 at 8:23 P. M.,
subject to the continuance of C-43 (Dr. Isaac N. Abrams) to the meeting on
April 23, 1962.

The Secretary read a let~er from the a~plicant requestin8 a 30 day exten-
sion in connection with this application. CoEmissioner Anderson stated
that the applicant was submittimE a new map, so recorunended that this
matter be continued until the next meetinS. On the basis of the fore-
goinE, the Chairv~n directed SDR-343, Quit, Market, continued until the
meetin8 on April 23, 1962o

(Exhibit A, as modified by Exhibit B), Oar Lady of Fatima Villa, be ap-
proved subject to conditions 1 throuEh 14 as stated in the BuildinE Site
Comittee Report dated April 9, 1962, with the followin~ correction:

Dick F,met was present to represent the applicant and expressed satis-
factionwith the proposed conditions of a~proval. There was a motion by
Comissioner Anderson, seconded by Comissioner Crisp, that the tentative

be approved subject to the 13 conditions enumerated in the BuildinE Site

posed church. There was a n~tion by Commissioner Glenn, seconded by

Ray Mathis was present to represent the applicant and advised that the

9gor~e S. Kocher - Request that the 10 feet Offered for Dedication in connec-
tion with a lot on Mendelsohn Lane be included as part of
~_!he required 30 foot Front Yard Setback
Mr. Kocher was present to discuss this matter with the Commission. The ques-
tion arose as to whether a 60 foot street was actually needed in this area.
ChairnanWebster directed this matter continued to the usetin8 on April 23,
1962, and, in the meantflue, referred this matter to the Subdivision Co~uittee
for a review with the City En~ueer aud Director of Public Works with reaard
to street width requirements, and a recotmendation nt the usetin8 on April 23,

present to discuss this request and was advised by the Commission that
only the City Council could approve a revision of these conditions,
since the tentative map for the subdivision was approved more than
thirty days before the revision was requested. Mr. McKay, therefore,
withdrew the request for revision of the conditions and asked that
the Cot. mission act only with regard to the request for extension of
time. It was the consensus of the toEmission that unusual circt~-
stances (pertaining to storu drains) Justified this extension.
