B. MINUTES
There was a motion by Coznissioner Crisp, seconded by Cor~,tssioner Johnsons
that the reading of the ninutes of the meeting of April 23, 1962, be waived
and that the ainutea be approved as prepared and subuitted to the CoEuis-
sion; notion carried unanimously.
1I. pUBLIC HEARINGS
The Chairnan declared Public HenriaSs open for the evening at 7:05 P.
A. C-45 - Brown and Kauffuann, Inc. s Titus Avenue - Change of Zonin8 frou "A"
to "R-i-IO~000"
The Public Hearin8 on C-45 was opened at 7:06 P. N. The Secretary advised
that this application was unnecessary s:r. nco the subject property was al-
ready zoned R-l-lOs000. M. L. Splitstone was present to represent the
plicant and asked that the application be withdrawn. This request was
granted by the Couuission.
Adn. J. A. Cormoily, 13690 Beat~aont Avenues Chairman of the Citizens Stroll
Parks Subcounittees advised that the Cotmittee was checkinS into the pos-
sibility of developing a suall park in the area covered by this applica-
tion. He stated that he felt the City should reserve a portion of the
subject property for a park since it was desiSnated as such on the General
Plan Mop. He further stated that he felt the subdividers would be
tarested since this would enhance their property. The Comission advised
that although it night be desirable to have a park in this location, the
City could not take any definite action until a Park Developneat ProSrmu
had been adopted by the City Council. Chairnan Webster expressed appre-
ciation to Adn. Counolly for the Conxlitteess work on behalf of the City,
and suggested that a detailed report with recor~endations be subnitted
as soon as possible.

The Public Hearing on V-214 was opened at 7:19 P. N. The Secretary advised
that Notices of Hearin8 had beennailed and that no ~rritten coumunications
had been received. He read the Staff Report pertaininS to this applica-
tion.
Rev. Zelneronok was present to 8ive further detail8 reaardin8 this appli-
cation. CoEnuissioner johnson advised =hot the Variance Coral=tee had
sited the si~e and observed that the church was already closer to
street than She resideabe, in the area. There was In) one else present who
wished to corneat x~tth reaard to this u attar, so the Chairman declared the

There was a notion by Co~uissioner Johnson, seconded by ~ounissioner
that this application for a Variance (V-214) be denied on the basis that

The Public Heatlea on V-213 was opened at 7:35 P.M. The Secretary
vised t~at Hotices of Hearlea had been nailed and that there were no
ten cozuunications on file. He read the S~aff Repor~ pertaininn to this
uat~er.
The applicant was present and advised that because of ~he sewer easeneat
across ~hie proper~y, development of the lo= in full coupliancevith the
ordinance was very difficult.
I~ was observed that the nap subuitted w~=h this applicationwas incorrect
and the Cereals,ion felt that iC would be unfair to both the applicant and
the City to ~ake a decision based on this nap.
Chairnan Webster directed V-215 continued until the next reaular neatinn
(PLay 28, 1962) and requested that, in the ueanti~e, ~he applicant subnit
an accurate map prepared by an enaineer showin8 exact dincnsions of the
lot, house, easements, e~co

Mr. Faisant was p~esent to represent: the applicant and, after discussin~
She proposed conditions of approval with the Commission, stated that he
felt that approval subject to these conditions was no approval at all
since, in his opinions the conditions were unreasonable. Cornis,loner
Anderson explained that the 45 foot half-street in this area was in ac-
cordance with the General Plan and the Zoning Ordinance, and was the po-
licy of the City. Therefore, there was nothin~ the Commission could do
about this matter. He further stated that while the applicant would not
be able to get five (5) apartment units on this property as planned, he
felt that he would be able to have a nice three (3) or four (4) unit
development.
There was a motion by Connissioner Anderson, seconded by Commissioner
Crisp, that the tentative nap for BDR-348 (Exhibit "A", filed April 13,
1962), Goodwin Be Steinberg, be approved subject to the 14 conditions
enumerated in the Buildin0 Bite Committee Report dated May 11, 1962; roo-

Cowley, that the existinS access road to the subject property from Sara-

Commissioner Johnson reported that the Design Review Corcittee had re-
viewed the plans and felt that the reuodelin~ would be a definite

The Commissions after reviewing the planss determined that the applicant

After discussions there was a motion by CoEwaissioner Andersons seconded
by Connissioner Johnsons that the Planning Coymission recoznend to the
City Council that the portion of 1tam 1 of the Standard Engineering
Conditions for Subdivisions us applled to SD-341 which reads "concrete
vertical curbss 8utters and driveway approaches" be chanaed to permit
suburban curbs of asphaltic concrete with header boards except in lo-
cations where engineering considerations dictate that Portland cement
concrete be useds the applicant to submit to the City Engineer a de-
sign for the aspbaltic concrete suburban tlnpe curbs as generally sho~n
on Exhibit "A' with the addition of a 2 inch redwood header board]

The Secretary advised that he, toasther with Cuzx~issioner Anderson, had
artended a meetin~ with regard to the rensnin~ of the road from Sunnyvale
to Los Gatos to Montalvo Boulevard. The County had requested that since
some of the cities involved did not want to participate only a portion of
the subject road be named Montalvo Boulevard.
There was a notion by Commission Anderson, seconded by Cor~nissioner Johnson,
that the Connnission reaffirm their former reconJnendation and that the Se-
cretary be directed to inform the County Plannin~ Department. Then orion
carried unaniuously and the Secretary was so directed.
