Planning Department Secretary, the minutes of =he meeting of Plarch 25s
1963 had not been prepared, but would be submitted prior to the meeting
on April 22, 1963.
PUBLIC HEARINGS
Vice Chairman Johnson declared public hearings open for the evening at 7:05

The Secretary advised that Notices of Hearing bad been nmiled and there
~vere no written communications on file. He then' read a Staff Report per-
raining to this application.
VIRGIL CAleBELL stated that he owned the conti~uous property and would
like to negotiate a trade with the successful bidder for a small portion
of the Post Office property. He explained that x~hile this proposed trade
would not give the Post Office additional property he felt it might enable
then to work out n better site development plan.
Connissioner Crisp advised thet this matter should be discussed in con-
nection with the application for Building Site Approval since it was per-
tinent to that application instead of the Use Permit application.

There was no one else present who wished to co~nent with regard to this
matter.
Commissioner Crisp moved that the public hearin~ nn~P-46 be closea~
Co-~.~ssioner ~lev,~ seconded the motion ~hich ~arried unanimously. The
Chairman declarea the hearin~ closed at ~:ll P. ~°
There was a motion by Cou~nissioner Crisp, secouded b~ Con~issioner Cowley,
that LT=46, 8hired States ~overument application for 8se Pemit for Sara-
toga Post Office, be approved in accordance with the recounendations of
the Staff Report of April 8, 1963~ motion carried unanimously.
B. UP-47 - Westhope United Presbyterian Church, Saratoga Avenue - Use Pezlatt -
Church Buildings
The hearin~ on lIP-47 was opened at 7:12 P. Mo TIle Secretary achrlsed that
Notices of Hearintl had been mailed and there were no written conmlunice-
tions on file. A Staff Report pertainin~ to this matter was read by the
Secretary.
M. C. COL~Ts Finenee Chairman for the Church, stated that while they cer-
tainly did not vish to interfar with the Park Programs it was their belief
that this property ~ould enable them to carry out their Church program
more efficiently and they had been working toward development of this
property for some time,
BRAD MORTERs also representing a Co=mittee from the Church, stated that
their use of this property had been in the plannin~ stage for some time
and they were in the process of acqui=ir~ the subject property at the
time the Emergency Ordinance was adopted. He suggested that perhaps the
City could better achieve its ~oal by usin~ the property presently ol4ned
by the Church. He observed that their present property was 1) adjacent
to a school 2) across the street from a ShoppinS Center and 3) acces-
sible from two sides^ He further observed that there was a buildin~ on
this property that might be utilized. He advised that the Church had
hoped to begin construction in 1964.
DR. LANGLEY of the Lutheran Church questioned the Staff Report recom-
mending denial vltheut prejudice in connection with this application°
This was explained by the Secretary and the Conmute,ion.
MRo PENDLETONs pastor of the ~esthope Church, stated that the Church
supported the thought of a park in this area and it was their feeliz~
that their present property would adequately serve as a park with little
modification of the existing building.

Commissioner Crisp stated that he £elt this matter should be studied
further.
After discussion~ Vice Chairman Johnson referred this matter to the
Subdivision Committee for study and a report, then directed UP-47 con-
tinued until the meeting on April 22, 1963.
Vice Chairsnan Johnson declared public hearings closed for the evening at

A. SD-414 - Ira Kirkorian, Saratoga-Sunnyvale Road - Subdivision - 35 Lots -

C~lssioner Crisp brin£1y reviewed this application for the benefit of
the Commission and other interested parties.
~eorge Somps, engineer for the applicant, presented e map study of the
Kirkorian Subdivision and adjoining properties. He stated that he had
already completed the engineering ~ork on this subdivision map as origi-
nslly approved. He observed that Mr. Kirkorian ~ould be installing
$15,000 worth of storm sewer pipe so requested that the Comission give
~urther consideration to approving the access road instead of requiring
a full street.
B. B. Loveland, an associate of Mr. Kirkorian~s, observed that the Azule
Subdivision, ~rith 110 homes, already had access to ~wo streets to Highway 9
while they, with more than 80 h~ss would have only one
Wayne Couch observed that Ted Avenue, if extended, would go straight
through but De Sanl~a Avenue would not. He sta~ed that he felt it weuld
be better to extend De Sanka Avenue since it x~uld encourage drivers to
reduce their speed,
Chaiman Webster eou~en~ed that he felt sure that De Sauka Avenue would
be extended in time, so felt that the question before the Commission
~hether or not Ted Avenue should also be extended. He raised a question
as go whether the extension of De Sanka Avenue only weuld channel too
much traffic in front of the future school site.
Commissioner Crisp stated that the Subdivision Committee had recommended
the temporary access road and that he, personally, strongly favored the
access road.

Henry Gilbert, engineer, was present to represent the applicant and
expressed satisfaction x~ith the proposed conditions of approval.

~lr. Greene, architect representing the successful bidder, advised that
he had spoken with l~ro Campbell and there was a possibility of a slight
change in the boundaries o£ this property. Ha stated that his client
had zequested an expression from. the Commission as to their attitude
toward the proposed change. He also asked whether or not it would be
necessary for tl~em to a~ain appear before the C,~-...tssion if it was
changed and whether or not it might delay the approval. The Commission
advised that it would be necessary to submit a revised map but there
should be little delay because of it.
Connissioners Glenn and Crisp observed that a redesi~n of the parking
lot might be to the City's advantnge.
Commissioner Crisp moved, seconded by Co~nfssioner Kellum, that the ten-
tative map for SDR-417 (Exhibit"A", filed }Latch 29, 1963) be approved
subject to the conditions contained in the Building Site C~ittee Report
ot~ April 5, 19631 motion carried unanimously.

The applicant was not present.
There was a motion by Commissioner Crisp, seconded by Commissiouer
Eellure, that the tentative map for SDR-418 (Exlutbit "A", filed March 29~
1963) ba spproved sebjact to the conditions contained in the Building
Site Cc~mlttee Report of April 5, 1963; motion carried unanimously.

Commissioner Crisp moved, seconded by Co~nissionsr I~llum, that the ten-

subject to the conditions contained in the Building Site Connittne Rapo~t
of April 5, 19631 motion carried unanimously.
IV, DEST~N REVIEW
A. A-102 - Robert Nenle, Saratoga Avenue - Fine1 Design Approval - Antique
Shop - Continued from March 25, 1~63 . ..
The Secretary advised that the Change of Zoning application filed in
connection with ~he subjec~ property would noc come before the City
Council until April 17, 1~63, so suggested that this matter be continued.
On the basis o~ the foregoing, Chairman Webster directed A-102, Robert

The Secretary reed e Staff Report pertaining to this application.
Conmatssioner Cooley advised that the applicant had met all requirements
so it vas the recoranendation of the Design Revie~ Comittee that this
application be approved.
Commissioner Cooley moveds seconded by Commissioner Johnsons that lisa1
design approval be granted A-103~ Brolrn and Kauffmanns in accordance
with Exhibits ~s, through s~. as described in the Staff Report of
April 8~ 1963~ motion carried una~irP.~usly.
C. A-5~ - Saratoga Post Offices Saratoga Avenue - Preliminary Design
Approval
~he Secretary advised that the plans submitted ~ere the same as those
submitted previously except for a slight change in the elevations.
Cuu~lssioner Cowlay advised that the preliminary plans were satisfactory
but it was his su~estion that the ten patron parking spaces be angled
for use off the alley.
Ccu~tsstoner Crisp sureseed the possibility of allowing 8 foot wide
parking spaces for employees instead of the required 10 feet.
Cu~lssioner Cowlay advised that the Connnittee was not prepared to make
a reconnendation and suggested that this application be continued for
further study. He fur=her suggested that Mr. Greene~ architect for the
applicant, meet xrlth the Planning Director nfa stated that he would be
happy ~omeetwith them°
On the basis of the foregoing~ Chairman ~ebster directed A-55 centinued
until the meetin~ on April 22, 1963o
V. ..1~14 BUSXNESS
A. Chairman~ebeter welcomed Chief of Police Barney Rosasco and ~rs. ~
and Nrs. Aberelys Good Government Group representativess to the meeting.
Bo Cuu~uisstoner Crisp advised that it was time for the General Plan to be
revtewed~ and specifically mentioned =he folZoxrins items which he felt
should be given a~tentton| l) Cox Avenue and Pierce Read connection
2) Parks and Recreation and 3) Library.
Chairman ~ebster referred this matter to the General Plan Committee with
the request that they revtev the entire General Plan then submit a report
with recommendations as to the changes that should be made. He advised
that~ if possibZes this report should be submitted at the meeCtu8 on
April 22~ 1963.
