The meeting was called to order by Vice Chairman Johnson at 7:00 P. M~
A. ROLL CALL
Present: Commissioners Cowley, Crisp, Glenn, Johneon, Kellum and Norton.
Absent: Commissioner Webster.
B. MINUTES
Commissioner Glenn moved, seconded by Co~uissioner Cowley, that the
reading of the minutes of March 25, 1963, and April 8, 1963, be waived
and that the minutes be approved as submitted to the Commission; motion
carried unanimously.
II. PUBLIC HEARINGS
The Chairman declared public hearings open for the evening at 7:02 P. M.
A. UP-47 - Westhope United Presbyterian Church, Saratoga Avenue - Use Permit -
~_~rch Buildings - Continued from April 8~ 1963 .
The Secretary read a Staff Repor~ pertaining to this matter and advised
Chat the City Attorney had recommended 1) this matter be continued for
a period of three months 2) the Commission, aC the end of Chat time, try
to determine whether or not the City would acquire this property for the
Parks and Recreation Program and 3) if no decision could be reached at
~hat time, continue ~his application for ano=her three month period.
There was a motion by Commissioner Crisp, seconded by Commissioner Kellum,
thaC the Staff Report, dated April 22, 1963, submitted in connection with
11P-47 be adopted by the Commission; motion carried unanimously.
BRAD MORTER, member of the Church Planning Committee, requested that they
be pemitted Co pursue the possibility o[ a Crade with regard to the pro-
posed park property since they, too, had a time schedule. He stated that
he sincerely felt that the present Church property might make a better
park site.

Counis8iouer Crisp advised that if the subject property was eliminated
as a possible park site, he felt it ~ould be appropriate to approve the
subject Use Pertnit.
Connnissioner Norton advised that the proposed trade would be a matter
for Council action so suggested that the applicant contact the City
Council with regard to this matter.
In answer to a question from ELPER GARI{ISON, also a member of the Church
Planning Committee, the Connnission advised that in order to expedite the
possibility of a trade they might contact the Planning C~dttee of the
City Council for an appointment,
Vice Chairman Johnson directed UP-47, ~/esthope United Presbyterian Church,
continued until the meeting on July 8, 1963.
B. UP-48 ~Valley Methodist Church, Prospect Avanu~ - Use Permit - Church
Buildtn~s
The public hearing on UP-~8 was opened at 7:16 P, }1o The Secretary
advised that Notices of Hearing had been mailed and there were no ~ritten
con~uuications on file. A Staff Keport pertaining to this matter was
read by the Secretary,
HUGH HARDIN, pastor, was present to discuss this matter with the
Counnission.
There was no one else present who wished to torment with regard to
C~iseioner Glenn moved, seconded by Comissiormr Crisp, that the public
hearing on UP-48 be closed; marion carried unanimously and the Chairman
declared the hearing closed at 7:22 P.
Commissioner Glenn moved, seconded by Commissioner Kellum, that UP-48,
Valley }!ethedist Church, Use Permit for Pre-School, Office, Church School,
Social Hall and Sanctuary, be approved subject to Design Revie~ of each
bui~.din~ and the entire site; motion carried unanimously.

The public hearing on C-55 was opened at 7:25 P. 14. The Secretary advised
that a Notice of Hearing had been published and there were no ~rritten

Con~nissioner Crisp advised 1) the subjedt property was formerly occupied
by the Saratoga Inn 2) prior to adoption of Zoning Ordinance NS-3 a USe
Permit for a Motel and Restaurant was granted ~a 3) applicant now feels
that a motel would not be profitable in this area so has made application
to have this property zoned 'C-C' for the sole purpose of developing a
Restaurant and Professional-Administrative Office Building.
~iALTER GIPE, spealcin~ on behalf of the applicants stated that they would
like to build a Professiorml Building conreining 8,000 to 10,000 square
feet and that a preliminary plan would be submitted if this intent met
with favorable conneat. Ha advised that they had space for 100 or more
parking spaces which could be used by the Churches as well as the
Restaurant and Professional Building, Ha further advised that one or more
rooms had been pined in the restaurant for the convenience of the
Saratoga Service Clubs,
Cc~mnissioner Crisp suggested that this application be continued pending
receipt of the preliminary plans referred to by Mr. Gipe.
On the basis of this suggestion, Vice Chairman Johnson directed C-55 con-
tinued until the meeting onM ay 13, 1963.
The Chairman declared public hearings closed for the evening at 7:34 P. M,

The Secretary read a letter from James KiLey, engineer, requesting a 30
day extension in connection with this application. Mr. Riley was present
and presented a copy of the site development plan be was preparing. Ha
explained that the extension had been requested to allow him adequate
time to complete this plan.
There was a motion by Commissioner Crisp, seconded by Comissioner Kellums
that an extension of 30 days he granted in connection with SDR-384 on the
basis of the site development plan sho~n by James Riley, er~ineer; motion
carried unanimously.
Vice Chairman Johnson then directed SDR-384 continued until the meeting
on May 13, 1963.

The applicant was present and expreSSed satisfaction with the proposed
conditions of approval.
Connnissioner Crisp moved, seconded by Co~missioner Kellum, that the ten-
tative map for SDR-420 (Exhibit "A', filed April 12, 1963), Barbara 0.
~IcKeuzie, be approved subject to the conditions contained in the Building
Site Connnittee Report of April 22, 1963; motion carried unanimously.

A. .A-55 - Saratoga Post Office, Saratoga Avenue - I-'reliminary Design Approval -
Continued from April 8~ 1963
Commissioner Cooley stated that he would like to limit the discussion to
tile existing site since the trade had not been l~orked out and might not
be consumeted. He advised that it was the reconnnendation of both the
Design Review Connnittee and the Staff that only 5 public stalls be
required at this time and that a 15 minute parl~ing time limitation be
posted for these 5 stalls. He observed that since 24 employees would be
a minimum for a one-shift operation, it appeared that they would have to
add at least 3 stalls to the employee parking sho~rn. He stated that it
was the reconm~endation of the Design Revie~ Connnittee that a stall width
of 8 feet be allowed for employee parking instead of the required 10 fee~.
In answer to a question from Vice Chairman Johnson, the Secretary advised
that if the 8 foot width parking spaces were allowed it would be an auto-
matic variance, so no formal application would be necessary.
VIRGIL CAMPBELL stated that he felt the proposed trade would create a
much more desirable site for the Post Office so would be of mutual benefit
to the parties involved.
Connnissioner Cowlay stated that he felt there were two pertinent questions
before the Carommission with regard to this matter and the Commission should
come to an agreement on these and advise the Secretary. The two questions
were: 1) ~/ould 5 public stalls be adequate? 2) lqould a stall width of
8 feet be satisfactory for employee parking? The Commission agreed on an
affirmative answer for beth these questions.
On the basis of a recounenda~ion from Commissioner Cooley, the Chairman
directed A-55 continued until the meeting on Nay 13, 1963.

IV, B. A-102 - Robert Neale~ Saratoga AvenUe - Final Design Approval - Antique
Shop - Cqntinued from Ap~.il.~ 1963
Coumtssioner Cowlay advised that it was the recou~endation of the Design
Review Committee that l) the Plannin~ Director be directed to request
that the applicant submit a scale drawing of the site showing contours,
alleys, driveways, parkinB areas and other pertinent information so that
an intelligent decision could be made with regard to this matter and
2) the application be continued until the next regular meeting to allow
the applicant adequate time to prepare the drawing.
The Chait~nan, on the basis of this recommendation, directed A-102, Robert
Neale, continued until the meeting on May 13, 1953.
C. A-104 - Barbara G. McKen~ie, Big Basin Way - Preliminary Design Approval -
Antique Shop ..
The applicant was present to discuss this matter with the Commission.
In answer to a question from Commissioner Cowlay, Mrs. HcKenzie stated
that she had discussed with the owner of Saratoga Trunk the possibility
of placin~ her parkin~ area contiguous to theirs in the hope of working
out a circulation pnttern of benefit to both, but they were unwilling to
cooperate.
Commissioner Cooley moved, seconded by Cu,~isaloner Crisp, that A-104,
Barbara G. McKenzie, Antique Shop on Big Basin Way, be Branted preliminary
design approval subject to provision for 7 parkin~ spaces on the basis of
the 1200 square foot gross sales area indicated on ~xhibit "A". motion
carried unanimously.
D. A-105 - Valley Methodist Church, Prospect Avenue - Preliminary Design
Approval - Pre-S:hool guildin8
Connnissioner Cowlay advised that the Design Review Committee had reviewed
the plans submitted in conuection with this application and had found
that the parking stalls as indicated on the Master Plan did not comply
with the required 10~ x 20'.
The Secretary advised that the number of parking spaces indicated on the
plan would be adequate for all the contemplated buildings.
Commissioner Glenn stated that he felt a landscaped strip along Prospect
Avenue would improve this development and felt it should be required.
Con~issioner Crisp observed that St. Andtaws Episcopal Church had been
required to install such planting.

IV, D, A-105 - V.alleylvlathpdis~ Church
.~GH HARDIN, pastor, advised that since they had dedicated p~operty for
~he widening of Prospect Avenue only 2.6 acres of the original 3 itcres
was left and the landscaped strips along the boundaries might create a
hardship;
Con~nissioner Cri~p advised that ~he applicant would have a right to
request a Variance if such a hardship ~xisted.
There was a motion by Commissioner Cowlay, seconded by Cor~aisstoner Glenn,
that preliminary design approval be granted A-105, Valley Methodist
Church Pre-School Building, subject to 1) parking stalls to be 10~ x 20'
and 2) 5 foot landscaped strip to be provided on all boundaries of the
property. Hotion carried unanimously.

A, ~i~rary Report
Cananissioner Glenn advised that the Library Report had been completed and
mailed to the members of the Connniselon.
Commissioner Norton moved, seconded by Commissioner Glenn, that the
Library Report submitted by the General Plan euuait~ee be approved and
transmitted to the City Council as the recommendation of the Planning
Conmaission; motion carried unanimously.
GEORG~ ~ARI~IER was present and presented copies of his comments with
regard to the location of the library. Vice Chairman Johnson suggested
that the Commission read this report and transmit any cowanents to the
City Council.
Con~nisstoner Crisp advised Mr. FarricE chat the Planning Director had
stated that only 40 parking spaces could be provided on the site recom-
mended by Nr. Fartier, and he did no~ feel this would be an adequate
number considering the size of the anticipa~ed library.
B, ~vision pf General Plan
A list of General Plan revisions proposed for discussion vas submitted
by the General Plan Committee.
Commissioner Glenn suggested that this list be submitted to the City
Council for any additions they might have, and that the Secretary be
instructed to set a public hearing for such time as might be convenient
to discuss these matters.

After discussion, it was decided that. 1) the list would be submitted
to the City Council for their review and 2) at the meetir~ on Nay 13,
1963, a date £or public hearing would be determined.

The Secretary read a letter requesting an extension of six months
in connection with 3DR-351, Kenneth Iwagaki.
Con~nissioner Glenn moved, seconded by Co--,issioner Cowley, that an
extension of six months be granted as requested in connection with
SDR-351; motion carried unanimously.
2. SDR-352 - Thomas Dorsey, Saratoga-Los Gatos lload - Request for
.Extension
The Secretary read a letter requesting an extension of one year in
connection with SDR-352, Thomas Dorsey.

extension of one year be granted in connection ~ith SDR-3521 motion
