High School sites had n~ been developed but the ~o~rty had been ac-
quired. He f~her advised that the site indicated on t~ Gener~ Pi~
I-hp at Hi~way 9 and L~lJevich Drive had been el~m~ nnted.

of the FoOthill Lane, Pierce Road ares. The Secretary th~n displayed
m~ps sh~{ing the various circulation pattern possibilities for this
urea.
A~ OFA'~X~G, 12881 Foothill Lane, stated th~ he felt the petitions
~re self-explanatory au4 that everyone uas concerned with the same
problem~ i. e.~ retaining the heavy traffic on streets that had
.~lways carried heavy traffic instead of transferrin~ it to quieter
streets. He observed 1) he could understand the Planning CommissioniS
desire to eliminate some of the intersections on Saratoga-S,,r~yvale
Road a~d 2) the proposal for Joint Cox Avenue, l.:srdell l~oad, Pierce
Road intersection at Saratoga-S,,nnyvule Road would eliminate two
intersections ~n~ provide an ideal loce. tion for a traffic light.
I~RS. SHIELEY DIEI'.~ 20751 Wardell Road, stated 1) she ~n~s opposed
to the extension of Ashley Place through Foothill Lane to Pierce
Road and 2) she felt that the Pierce Road, Cox Ro~d~ Ser~toga-
S,,~nyvale Ro~d intersection should be left .~m indicated on the
General Plan. I.lap instead of rcrouting Wardell Road to Pierce Road
for a joint intersection.
B. T. GALE], 20~]7 SenBull W~M, stuted that 1) 20 y~ars ago a
frontsge road along the r~llro~d from one end of the City to the
other v~s discussed cad 2) he ~Ald like to see a C~=,,~.Ittee review
this plan since he felt it ~n~uld solve the tra~'fic circulation
problem.
CLAREI~E RUSq~m.L, 12850 FoOthill I~une, observed ~hat the Cox Avenue
and Pierce Road intersection ~.rlth Sarstoga-Suunyvule Road ~re not
more than a half block ap~rt and t~raud~ne Acres else had an
entrance onto Sarataga-Sunn.~wale Road, so suggested the possibility
of having one liCht serve these intersections without reroutiug any
of the streets.
I,~S. GEI~E d~rl, 20760 ~,'8rdell Road stated 1) she purchssed privacy
on 1.1erdell Road and would like to retain it and 2) she was opposed
to the extension of ~hm~-y Place tO Pierce Ro~d since she would be
faced with an increased traffic situation.

widened and 2) for various residential areus when streets ere
proposed for extension that would make them thoroughfares through
the areas. He specifically objected to the proposed Le Palores
Avenue cnmn~ctiOn between Scrat~ga~Los Oa+-_a~ Road and Fruitvale
Avenue.
Commissioner Crisp advised that all major streets that have been
improved or spproved should be added to the General p~nn

The Secretary briefly reviewed a reCent pop,,~ ~tiou projection chart.
Commissioner Crisp stated +.hmt he felt this chart should be inserted
into the General Plan since the figures were mn~e accurate than those
presently shown in the General Plan.

s.) AdJacent - To Stro]ghten-Boundaries
The Secretary advised that the City COuncil was contemplating
an annexation study in the near future, so this item was pla~ed on
the a6enda nn]y for gener,~l discussion.
b) Future -.TO the Ridges
Commissin~r Glenn stated that to prevent scarification of the
hills he felt it ~-;ould be necessary to armex the area to the ridges.
P~A',: P~SETPA, 20251 Samtoga-Los Gatos Road, stated that he felt
the boundaries should be left more or less as they are at piesent.
He e~Tlm~ned that he did not feel that Saratoga should expand to
the east, west or north, but should~ perhaps~ annex a sr~ell piece
of prope~y between Saratoga and Monte Sereno on the South. He
further stated 1) he felt the ~hmuces of the County Pl~n_~ing
Con~ssion allowing hitch density subdivisions in the surrounding
hills were remote and 2) the City would be assuming a lot of
future respn~mibility with regard to roads in the hill areas.
' ~.~S. MARJORIE OTTE~-mRRG, Foothill Lane~ observed that most of the
roads ~fi~ be private roads maintained by the residents so did
not' feel that the expense ~muld be too great for the City. For
this reason, she stated that she felt it would be worthwhile to
annex and keep high density subdivisions off the

MR. JETf observed that Woodsides Hillsborough end other co~ities
had been able to retain their Wivecy and stated that she felt it
would be w~thwhile for S~atoCa ~o t~ to ~ so.
~M. J. A. COI'~O~Y, 136~ Bea~nt Avenue, stated that he felt

b) Saratoga Vills~e
Antique Shops and 2) .maintain a rural atmosphere with quaint
buildings similar to Carreel, He stated that he felt it would be
a mistake to zone a large area for straight commercial use~ but
felt that the Specialty Zone would be an asset for Saratoga,
BOB RYDER concurred with l~r, Pasetta, He stated 1) in order to
survive the merchants needed to brin~ people into Saratoga to
shop 2~ unique shops would help to brin8 the people in and
3) m~e than ~ of his present customers were from outside
Saratoga,
~ NEALE~ 20345 Willjams Avenue~ stated 1) it was only a
matter of ti~ until there x.~uld have to be further commercial
zonir~ along Big B~sin Way 2) the Antique Shops had made Saratoga
~nat it was and 3) Saratoga could not remain e quiet~ quaint

parking ~as provided and 2) he did not feel the merchants needed
to bring people in from the outside,
SAM HEI~s~DEZ~ 1~626 Big Basin Way~ stated 1) he felt the commer-
cial zonin~ should be extended alor~ BiG Bnsin Way and 2) it
x+ould be up to the City to control the various types of business
in the area,
R, A, L~I~(~EY, 133~5 Leonard Road~ stated that he 1) lived in the
area but c~xted to San Francisco to work 2) liked the area
the atmosphere the way it was 3) did not feel that bringing people
in from the outside was the original intent of the people of
Ssrntoga 4) felt that any extension of the connnercial zoning
along Big Basin Way would not be what the people wont ~) felt
that traffic and parking problems ~-~mld increase and 6) did not
feel it would be in the public ir~erest so wanted to re~iSter his
protest,

b) Saratoga Village
ME$. GEORGIA RYDER, 20610 Loreits Avenue, stated that if the
commercial zoning was limited she felt the residential zoning
should be limited, too, since an incrensed nu~nber of residents
~uld necessitate increased service for these residents.
BOB RYDER stated that the merchants hnd played an important role
in the incorporation of Saratoga ~d ~.~uld like to retain some of
the old Village by extending the commercial zoning along Big
Busin ~l:ay.
8) ,~jLTIPLE RF~IDENTIPL ~EF.^S
B. T. Galeb sugEested that 1) perhaps multiple zonir~ could be used
as a buffer bet~;cen the railroad and R-1 zoning districts and
2) asstheticly this would be an asset to the City since existing
maintenance along the right-of-~my was poor.
9) PROFESS .~OX~L-Am'E~EsTm^2xVE AREAS
PPS. LUCI~.LR E~DER, Saratoga Creek Drive, stated that she was opposed to
any additional prOfession~l-,"&ninistrative zonir~ in the Cox Avenue,
Saratoga ~lvenue area.
~)E BOGART, 20615 Wardell Road, raised a question ~-~ith regard to the
area et Cox ~venue and Saratogs-Sunnyvale Road which is indicated on
the General Plan P~p as a future ProfeSsional-Administrative zone. The
Secretary advised that the Professional-~dministrative zone at the
southeast corner of the intersection ~;as the only one left~ since the
others were removed from the General Plan ~.~p mhen it ~;as revie~-md
in 1962.

General Plan Committee for a report and recommendation at the meeting
