The meeting was called to order by Vice Chairman Johnson at 7:00

C~m~issioner Glenn moved, seconded by Commissioner Crisp, that the
r~ading of the minutes of J~me P-~, 1963, be ~mived and the minutes be
approved as submitted; motion csrried unanimously.
Commissioner ~';ebster arrived at this time and, at the request of Vice
Chairman Johnson,- assumed the Chair.

Conmissioner Crisp read a report from the Subdivision Co~.~ittee p~er-
raining to this matter.
There ~.ms no one prcsent who wished to cerement :;ith regard to this
application, so Co~missioner Glenn moved that the hearing on C-~7
be closed. Comnissioner Johnson seconded the motion which carried
unanimously. Chairnine Uebster declared the hcarinC closed at 7:10 P.
Co~m~issloncr Johnson moved, seconded by Commissioner Clcnn, that the
report of the Subdivision Committee be adopted by the Conmdssion and
transmitted to the City Council ~ith the reco~endation that C-~? be
denied; motion carried u~mously.

The Secretury briefly explained the proposed trade in connection ~rAth
the church property and possible paris site, and stated that the Council
planned to adopt an c~linnnce reservin~ the existing church property as
a possible fircure perk site.
There w~s no one present who wished to comment with regard to this matter.
C~Assioner Crisp gave a brief resume of the Council meeting discussion
re~arding this applicntion. The Secretary rend an exce~ from the
Ordinance establishin~ that the Pl-n-ing CommissiOn could Cumnt the Use
Permit subject to release of this property by the Council.
Comtssioner C~.~ley arrived at 7:16 P. M.
C~,~xssioner Crisp moved, seconded by Commissioner Kellum, that the
hasting on UP-~7 be closed; motion carried unanimously and the Chairman
declsred the hesrin~ be closed at 7:19 P.

Westhope United Presbyterian Church, be epproved contingent on the
adoption of OTdinunce 3E-~ by the City Council; motion carried

=oseph 8wea~ em~iueer for the applicants protested the requirement
underSrotmd utilities (Condition l~ol 9). He stated that he felt a
requirement. of this m~nit,,a~ should be imposed only after discussions
with P O & E.
Commissioner Crisp explained that underground utilities had ~een
required previously in the cases of John ltodrigues (8~.3~6) and
Eichler Homess Inc. (SDa&27).
AFter further discussion of this matter, Commissioner l=orton moved,
seconded by COmm~ ssic~er Kellum~ that the tentative map for 8D-430
(Exhibit "~", filed Juue 28, 1963) be aplmoved subject to the nine (9)
conditions outlined in the Subdivision Cue~lttee Report of Ju3~v 8, 1963s
Conditiou ~o. 9 of which represented an expression of the PlezmMLng
Co~Asslou's future policy in ~1 comparubla situations; motion carried

~nd requested that the plmnn~pA~ COwmissiOn reconsider this requirement.
Chairman :.Jabstar accepted the protest and placed it before the
for action.
Commissioner Norton moved, seconded by Commissioner Olenn~ that this
protest he denied; motion carried unanimously.
Chairman Webster referred the matter cf underground utilities to the
Subdivision Con~nittee for a mo~e c~aprehensive interpretation of policy
as to ~.fnen they x.10uld be required.

The applicant was present and expressed satisfaction ~_th the proposed
conditions of approvnl.
Con~nissioner Crisp mov~ds seconded by C~,~.,~ssioner Kellum~ that the
tentative map for SDR.431 (Exhibit "A", filed June 2S, 196~) be
a~=Oved subject to the conditions outlined in the Buildin~ Site
C~,~ittee Report of July 8, 1963; motion carried uamnimously.

Co~missioncr Glenn advised that the Committee h~/revised these plans

}~e reco~nended, therefore, that this 8pplication be continued until the

the plans.
On the basis of this recOmuendation# Chairrune X'lebster directed A-~

Commissioner Glenn stated l) the Design Revie~ C~,',Ittee did not
reco~a~nd the subject sign as proposed and 2) the Committee felt that
there should be a Plannin~ Commission polic~y ~ith re~ard to signs of
this type.
The Secretary read a section from Ordins~ce NS-3-1 with re~rd to
sin~[lar siCms end displayed a s~nple street sign adopted for Saratoes.
There ~.ms discussion of the possibility of addin~ directional signs
to the street siCm posts.
Chairman ;':ebster su~t, ested that action on this matter be deferred
and that it be referred to the Design Revie~-~ Co~mittee for
reco~,~.~nded desiCn for this tyl~ siCre.
Conmissioner Johnson stated that he did not object to g sign
indicatin~ "SIIOPPIEG CE~T,~2~" hut did not feel that it should. specify
a specific shoppin~ center.
~fter further discussion, Conmissioner Cooley moved, seconded by
Commissioner Johnson~ that A-113 be referred back to the Desi[jn Revie~.~
C~mmittee for further study end e recommendation at the next r.~etin~;
motion carried
Chairman Webster suggested that the Co~mtssion arrive at sl~cific
specifications for these signs in the near future.

~ Govermment Group representative, and expressed appreciation for their
attendance.
