Since neither Chairman WebSter nor Vice Chairman Johnson was present, Cozmnis-
sioner Crisp moved, seconded by Con~isbioner Kelluans that Co~issioner Norton
be appointed Chairman pro tem; motion carried unanimously.
The meeting was called to order by Chairman Norton at 7:30 P. H.

PUBLlC HEARXNGS
The Chairman declared public hearings open for the evening at 7:33 P. M.

The SecretaL'y advised that both the Site Development Plan and the Building
Site Approval application requested in connection with this martsF had
been received.
Con~nissioner Crisp advised that the Variance Corm{tree had visited the
site and felt that the findings required by law for the grantin~ of a
variance could not be made.
Commissioner Kellum observed that while variances had been granted iu this
area in the past, none had permitted such a vast deviation from require-
ments of the Ordinance.

Commissioner Cov!ey moved, secoruled by Commissioner Glenn, that the pub-
lic hearing on V-232 be closed; motion carried unaDt~nusly and the hearing
was closed at 7:43 P. M.
CommiSsioner Crisp moved, seconded by Commissioner K~ll~n, that V-232,
Lor~ill A. Palm, application for variance to allow lot depth of 85' in
lieu of the required 115s, be denied on the basis that the findings
required by law for the granting of a variance could not be made; motion
carried unanimously.

The Secre.tary advised that the additional sections of the proposed ordi-
nance had been drafted by the City Attorney and a revised Notice of
Nearing had been published.
Co~.....issioner Crisp suggested that, subject to the approval of the City
Attorney~ Section 3 be modified by adding the following:
"There is hereby added to Subsection hhh. of Section 1.5 of
Ordinance NS-3s defining ~ARD, FRONT"s the following addi-
tional paragraph:
~ereve= the front of the site is traversed by either a
private or public streets minimum access road, or com-
mon driveway, servicing or capable of servicing ether
sites than the one in question, then the term "front
property line' as used in this section, and as used in
Section 14,6 of this ordinances shall ~e_~n the right-of-
way line of such street or conunon drivm4ay closest to
the fron~ building line."
There was no one present who wished to coranent ~ith regard to this pro-
posed modification.
It was the consensus of the Co~nission that this additional paragraph was
needed. Therefore, the Chairman directed that this section be re-drafted
to include this modification.
ADRIEN L. A1Q)ERSOXQ, 20322 Craigen Circles advised that the Chamber of
Cou~uerce and the Service Clubs had discussed the possibility of placing

signs at each of the three main entrances to the City, i.e., Saratoga-
Sunnyvale Road, Saratoga-Los Oatos Road, and Saratoga Avenue, H~ stated
that the Chamber of Coum~rcewould like to have space for their address
(when an office was obtained) and reference to points of interest within
the City, end the Service Clubs would like space for their emblems and
the time of their meetings. A multlple sign on a single structure with
a maximum sign area of 50 square feet was suggested, and Mr. Anderson
said he felt this would be adequate. He presented a preliminary design,
but stated that it would no doubt be modified before it was presented to
the Cu~ission for design approval.
Mr. Cowley suggested ~hat a horizontal sign be used instead of a vertial
sign, since it would be difficult to r~ad the four bottom di~c~ on a verti-
cal sign~ Mr. Anderson a~reed ~hat this was a good idea.
After ~urther discussion, Comnissioner ~lenn suggested that Section 4 be
emended to r~a as follow~:
'*Ehe foregoing shall include multiple signs on a single structure
advertising service clubs and the Chamber of Commerce, but the
same shall be limited to one such co,~lex sign at each entrance
to the Citys and the total area of the structure covered by such
signs shall not exceed 50 square feet."
There was no one present who wished to connnent with regard to this matter.
The Connission concurred that this modification was needed, so Chairman
Norton directed that proposed Ordinance NS-3.4 be revised accordin~ly.
Couanissioner Cowley moved, seconded by Commissioner Glenn, that the pub-
lic hearing on Ordinance NS-3.4 be closed. Motion carried unan~v, nusly and
the Chairman declared the hearing closed at 8:18 P. M.
Commissioner Crisp moved, seconded by Commissioner Cowley, that the Plan-
nine Conm~ission, subject to the City Attorney's approval of the two modi-
fications, recommend to the City Council that Ordinance NS-3.4 be adopted]

C. UP-55 - Brookside Club of Saratoga, Cox Avenue - Use Permit for Additional
Parkin~..- 9ontinued from October 28~ 1963
The Secretary advised that the applicant had decided to revise this appli-
cation so recormnended that the matter be continued until the meeting on
November 25, 1963~ to allo~ adequate time to process the revised
application.
On the basis of the foregoing, Clminmn Norton directed UP-55 continued
until the meeting on Novsaber 25, 1963.

The public hearing on C=62 was opened at 8:24 P. M. The Secretary advised
that a Notice of Hearing had been published and there were no ~itten
communications on file. ~e briefly reviewed this ~atter and read the
applicants, statement of reason for the application.
Mr. Porter was present and displayed photographs of the property in ques-
tion. He stated that he felt the property would not lend itself well to
residential development since, because of the topography, the property
associated itself with the commercial area off Big Basin l~ay rather than
the multiple residential area along Oak Street.
Mrs. Porter stated that they would like to proceed with a development
that would be of mutual satisfaction and benefit to the City and them-
selves, She observed that while they felt that the property was not
desirable for residential, professional-administrative might also be a
possibility.
Co~nissioner Glenn suggested that this matter be referred to the Subdivi-
sion Committee for study and a report. The Comnlission concurred with
this suSgestion.
Chairman Norton, on the basis of the foregoing, directed C-62 continued
until the meeting on November 25, 1963~ and requested that the applicant
contact the Secretary for an appointment with the Subdivision Committee
for further discussion of this matter.
The Chairman declared public hearings closed for the evening at 8:36 P. M.
Ill. SUBDIVISIONS AND BUILDluNG SITES
A. .~R-452 - Gene C. Buthenuth, Palemine Way - Building Site Approval - 1 Lot - Continued from October 28, 1963
Commissioner Crisp recon~ended that this application be continued since
the requested site development plan had not been submitted.
On the basis of this recon~nendation, Chairman Norton directed SDR-452
continued until the meeting on November 25, 1963.
B. SDR-453 -Multi-Building and Development Corporation, Ambric Knolls -
Building Site Approval - 1 Lot - Continued from October 28,
1963
Coraissioner Crisp~ on behalf of the Building Site Co~nmittee, recom-
mended that this matter be continued since the requested site develop-
ment plan had not been received.

Chairman Norton, on the basis of this recon~endation, directed SDR-453
continued until the meeting on'November 25, 1963.
C, ~DR-4~0 - Jerry Kocir~ Marion Road - Buildin~ Site Appreval - 3 Lots
The S~cretary advised that Mr. Kocir had requested that this matter be
continued to allow adequate time to file e Variance relative to the
residual parcel.
-On the bais of this request, Chairman Norton directed SDR-450 continued
until the meetinG on November 25, 1963.
D. SDR-454 - H_Q~h Purcell? Saratoga Avenue - Buildin~ Site Approval - 3 Lots
Mr. Purcell and his engineer, }dr. Plehn, were present and expressed satis-
faction with the proposed conditions of approval.
Commissioner Crisp moved, seconded by Commissioner Kellunx, that the
Building Site Committee Report of November 12, 1963, relative to SDR-454,
Hugh Purcell, be adopted, and that the tentative map (Exhibit '~", filed
October 29, 1963) be approved in accordance with the site development
plan (Exhibit '~", filed November 12, 1963) subject to the conditions
outlined in the Building Site Committee Report; motion carried
unanimously.
E. SDR-455 - Park L. Verner+ Sperry Lane - Buildin~ Site Approval - 1 Lot
The applicant was present and, after discussion, expressed satisfaction
with the proposed conditions of approval.
Commissioner Crisp moved, seconded by Commissioner Kellum, that the
Building Site Comnittee Report of November 12, 1963, relative to SDR-455,
Park L. Verner, be adopted, and that the tentative map (Exhibit '~",
filed October 31, 1963) be approved in accordance with the site develop-
ment plan (Exhibit 'B", filed November 12, 1963) subject to the conditions
outlined ih the Building Site Committee Report; motion carried
unanimously.

III. F. ~DR-456 - L. D. Fullerton
Co=~issioner Crisp moved, seconded by Commissioner Kellum, that the
Building Site Comittee Report of November 12, 1963, relative to SDR-456,
L. D. Fullerton, be adopted, and that the tentative map (Exhibit "A",
filed October 31, 1963) be approved subject to the conditions detailed
in the Building Site Committee Report; motion carried unanimously.
G. ~DR-4~7 - Ronald E. Price, Canyon View Drive - Building Site Approval -
2 Lots .....
Commissioner Crisp observed that since the Variance (V-232) filed in
conjunction with this Building Site Approval had been denied, the Com-
mission had no choice but to disapprove the Building Site Application.
He recommended, however, that it be disapproved without prejudice so
that the applicant could submit a revised tentative reap for a single lot
if he so desired.
After discussion, Commissioner Crisp moved, seconded by Commissioner
Kellum, that SDR-457 be disapproved without prejudice since V-232 was
denied; motion carried unanimously.
IV, DESIGN REVIEW
A. A-118 ' George J. Kocher, Big Basin Way - Final Design Review - Crafts
Display and Accessories_- Continued from October 14~ 1963
The Secretary read a letter addressed to Mr. Kocher and signed by Mr.
Anderson of the Plumed Horse, confirming that he would lease Mr. Kocher
six (6) parking spaces for a period of one (1) year with an option to
renew the lease for another year. The Secretary stated that he had
checked and found that the six (6) spaces would be adequate to meet the
requirements of the Ordinance and that the Plumed Horse would have more
than enough spaces left to comply with the Ordinance.
Mr. Cowlay stated that he felt the Commission should require that Mr.
Kocher obtain a lease and option to insure parking for a period of five
(5) years. since this had been required of previous applicants.
After further discussion, Chairman Norton directed A-118 continued until
the meeting on November 25, 1963, to allow time for the applicant to
talk to Mr. Anderson about obtaining a lease end option to cover a period
of five years.
B. A-125 - Blossom View Homes, Prospect Avenue - Final Design Review - Sub-
division Homes - Continued from October 28. 1963
Commissioner Cowlay advised 1) the Design Review Cou~ittee had met with
the applicant to discuss the layout marked '~xhibit A-I" which had met

had been filed since that time so the Couunittee would like to suggest that
that this application be continued to allow time to review the ne~.x exhibit.
Hr. Rogers and Mr. Sims were present and requested that the Co~ission
disregard Exhibit A-2 and take action on Exhibit A-1.
Commissioner Cowlay moved, seconded by remissloner Glenn, that final
design approval be granted A-125, Blossom Vi~¢ Homes, as shown on
Exhibit A-l; motion carried unanimously.

Co~missioner Cooley moved, seconded by Commissioner Kellum, that SS-32,
Blossom View Homes, application for subdivision sign as ehoxm on Exhibit'

motion carried unanimously.

Commissioner Cowle~ moved, seconded ~y Comm~ssioner Glenn, that SS-33~
Eichler Homes, Inc.~ application for subdivision sign, be approved as
sho~.m on Exhibit '~"; motion carried unanimously.
ClT~ CO~ClL R~PORT
Cor~missioner Kellum ~ave a brief report on action taken at the City Council
meeting on Hovember 6, 1963~ ~ith particular emphasis on the following:
1) New population count x~as authorized.
2) Azule li~htin~ district was approved.
3) T~o hour parking on Third Street was authorized.
4) ~arren Held ~as engaged to design the second unit of the Civic Center.

Comissioner Crisp stated that he felt the section relative to the Reimburse-
meat A~reement (Ordinance NS-5) should he revised to provide for reimburse-
ment from persons who developed property beyond current road improvement.
The Commission concurred with this statement.

Chairman Norton requested that the Planning Director prepare a draft of this
proposed revision.
VII. pLD BUSINESS
A. SDR-451 - Wade Hover, Peach Hill Road - Buildin~ Site Approval - 2 Lots -
Request for Exception on Conditions of Tentative Map Approval -
qgntinued from October 28~ 1963 .
The Secretary read a letter from the applicant requesting reconsideration
of Conditions 1I, C and D.
Co~issioner Kellum read a report from the Subdivision Committee per-
raining to this matter.
Mr. Hover was present to discuss this request with the Commission and
stated that, in view of the Subdivision Committee~s recomnendation, he
felt it would be unfair for the Commission to take action since he had
not had an opportunity to discuss this request with the Committee.
After further discussion, Chairman Norton directed SDR-451 continued
until the meeting on November 25, 1963s to allow sufficient time for a
meetin~ between the applicant and the Committee.
B. Status of Violations
In answer to a question from Commissioner Glenn relative to =he sign at
the Blue Hills Shopping Center on Sarato~a-Sunnyvale Road, the Secretary
advised that the violation would be abated within ten (10) days.

1. Design Review Standards
Commissioner Cowley advised that the Design Review Cornmittee had met
with the City Attorney tO discuss the extent of the authority of this
Committee. Ho explained that without established design standards,
the authority was quite limited.
After discussion, Chairman Norton requested that the Committee pre-
pare a draft o£ the desired basic desida standards.
