After discussion, Chait~nan Norton. directed C-66 continued until the mee~in~ on March 23, 1964 and referred same to the Subdivision Committee for study and a report at that time. C. Ordinance NS-3~.6 - An Ordinance amendin~ Ordinance NS-3, the Zonin~ Ordi-. nanca of the City of Saratoga, by establishin~ a Planned Community District Zoning Classification, and by 2mendin~ Sec.~i.o.n.s 14.1..'and 18...1.1 .of said Ordina. nce ...... The hearing on Ordinance NS-3.6 was opened at 8:16 P. M. The Secretary advised that a Notice of Hearin~ had been published and there were no writ- ten communications on file. Connnissioner KeIltnn explained that the purpose of the proposed ordinance was to make possible the development of a residential community primarily for older or retired persons desirin~ _~_~ller residences or dwellin~ units ~ham were economically feasible under existing zoning districts, ~hich community might combine a number of uses in order to develop a living environment facilitating active retired living. With reference to density~=. Chairman Norton explained 1) density would not be affected by PC zonin~ and 2) only a chan~e of zoning as would be required now Could increase the density under PC zoning? In answer ~o a question from John Ostrowski, the Commission explained that the proper~y used for recreation, etc. would be included in the square foota~e for the purpose of establishin~ density. Toe Secretar~ advised that Dr. Abrams had suggested that the buil- dines not be restricted to one story since elevators could be used if the developers so desired. Ordin~__nce NS-3.6 4Ao4: No connnent. 4A. 5: No: comment. 4A. 6: The Secretary advised that Dr. Abrams had sugZested that the "specified time" established allow for development'by unit on a schaduled program, and that the site development plan require 'Seneral' delineation and: location of structures rather than "exact:' 4A. 7: No comment. John Ostrowski observed that Sar.'atoga needed the Planned Co~nunity Dis- trict provision in the Zonin8 Ordinances but stated that he felt that in a development of this type too're consideration should be given to den- sity in terms of '~eople per acre" than "units per acre'-' Connissioner Glenn observed that most of the older people in Saratoga were far less concerned with cost than with havir~ to leave Saratoga when they no lor~er desired to care for their houses and gardens, end that the intent of the ordinance was to provide a place for them to Chairman Norton explained that the City wanted to make such a development possible although land costs in '.Saratoga might make it economically unfeasible. Commissioner Crisp stated that it was his understandin~ that there was non-profit organization in Saratoga that might be interested in such a development o At the su~gestion of Commissioner O~Rorke, the Chairman requested a show of hands to indicate whether those present felt that the .proposed ordi- nance was a worthwhile under.':akinS or whether the matter should be dropped. Thirty-five persons voted to continue work on this ordinance and no one voted to drop the matter. After further discussions Chairman Norton directed the hearin~ on this matter continued until the meeting on March 23, 1964. The Chairman declared public henrinSs closed for the evening at 9:13 ~EN MINUTE RECESS Chairman Norton welcomed Councilnt~n Hattie- and observed that Councilnt~n Tyler had been present earlier in the evening. He'.expressed the Commtssion's appreciation for this interest from the City Council.' The Chairman acknowledged, with pleasure, the presence of }ira. Ruth Owen, Mrs. Dorothy Parker, Mr. 'Gordon Hunter and Y~ Robert Lewis of the Good Government Group and thanked them for their attendance. III. SUBDIVISIONS AND BEING SI~ES A. ~DR-46~ - Joyce Hendry, Canyon View Drive - Building Site Approval.- ~ Lot~ ~ Co.~t~n~ed frOm February 24, 1964.. The applicant was present and requested further consideration in connec- tion with Conditions II, A, and: II, B. Commissioner Crisp moved, seconded by Commissioner Kellum, that the Sub- division Committee Report of Mar. ch 9, 1964 relative to SD-473, Brown & Kauffm_ann, Inc., be adopted and.that the tentative map (Exhibit "A-I", filed February 28, 1964) be apptoved subject to the ten conditions outlined. in the Subdivision Co-~ttee Report; motion carried unanimously. Commissioner Cowley advised 1) Co~m~_ssioner Glenn had visited the sub- Ject site with the Plannin~ Director 2) the proposed location of the siSn. is definitely within the fut.ure street right-of-way and 3) it was the reconnendation of the Design Revie~ Comm_~ttee that the siSn not be approved until it was relocated on private property. l~e Secretary read a letter from Hr.. Cronemiller grantin~ permission to locate the sign on his property. Commissioner Cowley stated ~hat the Comnittee did not knov about the ne~ location prior to the readin~ of.Hr, Cronemilleres letter, so recommended that this matter be continued to allow adequate time for revision of the exhibits. B. ~ - First Church of Christ,. S~ientist, Loreira Avenue - Preliminary DesiCn ,Review - Church Buildin8 .......... E. E. Crecelius, representin8 the~ Church, explained tha~ half of the pro- pose~ buildln8 would be used as a'. church and the other half as Sunday School facilities. For this reas0n~ he further explained, the 64 parkin8 spaces indicated would be adequate at present, and eddittonal spaces would be provided when other Sunday School facil~ties were available and the entire buildin8 was used as a church. Mr. Robertshaw advised that the necessary fencln8 would be provided by the Churchs but explained that lit. Snow preferred that no fence be constructed between the church property and his property since there was an existin8 hedge. Commissioner Cowley a~vised that the Design Review Committee would like to meet with the representatives from the Church to discuss this matter fur- ther, so suC~ested that this application be con~inued until the next regu- lar meetinC. . On the basis of this su88estion, Chairman Norton directed A-138 until the meetin8 on March 23, 1964. C. A-139 - A. A. D.epartmen~ Eoy Cameron of the Santa Clara County .PlanninS Department explained that the 701 Program was intended primarily t0 develop 'a countywide general plan looking ahead to 1970. He further explained' that the Progra~ had several component studies (pertaini~4~ to land use, population and employment, industrial and com- mercial development, capital improvsn. ents, etc.) tMt must be completed before the 1970 Plan was actually developed', He advised that some of the issues which confront the County would be outlined in t~o reports (the first of which he presented) and that the County would· like to discuss these with .the various Planning Commissions a~d Councils. He then explained to the Commission the various elements of the ProSram. Chairman Norton thanked ~lr, Cameron for his very informative presentation assured him of SaratoSa~s continued cooperation in future planninE for the area. V, CI~Y..COUNCIL REP.O.R.T Commissioner Crisp briefly reviewed .action taken at the City Council meetir~ on l~arch ~, 196~ with particular emphasis on the foliowinE: 1) Conditional Community Commercial zoning was approved for Warren Porter~s property on Fifth Street as recon~nended by the PlanninS Commission 2) further studies were requested in connection with the amendment to Ordinance NS-5 relative to reimbursement a~reements and 3) :final site approval was granted for the Laurel Hansen School. VII, OLD BUSINESS A.
