The meeting ms called to order by Chairman Norton at 7:30 P~ M.
ROLL CALL
Present: Counissioners Crisps Gle~ns Kellums McFall, Norton and
OsRorke.
Absent: Commissioner Cowley.
B. MINUTES
Commissioner Glenn moved, seconded by Cv~u~issioner Crisp, that the
reading of the minutes of April 27s 1964 be mived and that the
minutes be approved subject to the following modification:

under C-68, Mason Enterprises, Inc.:

McFalls that the report of the Subdivision Committee
relative to C-68, Mason Enterprises, Inc., be adopted

C. ~mnissioner Crisp advised 1) Len Hlden, Santa Clara County Depart-
mont of Public ~4o=ks representative acting as Saratoga City Engineer,
vould be unable to continue in that capacity because of heavier admin-
istrative demands at the County 2) he ms being replaced by ~4arre.~

Co~nnissioner Crisp moveds seconded by Commissioner Kallums that the
letter couh~ending Mr. ldiden for his outstanding performance as Sara-
toga City Engineer be approved and transmitted to the Santa Clara
County Director of Public Works; motion carried unanimously.
IX. PUBLIC HEARINGS
A. C-67 - Dr. A. ~. Sabioncos Saratoga Avenue and Kosich Drive - Change
of Zoning from ~-1-10,000" (Single Family Residential) to
"P-A" (Professional-Administrative) - Continued from April 27s
1964
The Secretary advised that t~o ~n:itten cu~.~i~l-ica~ions had been filed
since the meeting on April 27, 1964. He then read 1) a letter from
the applicant and 2) a letter opposing the subject change of zonin~
si~ned by D. K. So~erville of Radoyka Drive.
The applicant ms present and discussed the various statements made
by }tr. So~erville, sure of which he questioned. lie also advised that
Mr. So~aerville ms incorrect in assumin~ that he wished to establish
~hree doctors, offices on this propertys that his proposal had been
for only t~o.

application,
Commissioner Crisp read the report of the Subdivision Comittee relative
to this matter, recommending that the Commission recommend denial of this
application.
Cw~,fssioner Kellum moved, seconded by Commissioner Glenn, that the
public hearing on C-67 be closed; motion carried unanhnouely and the
hearing Was closed at 7:50 P. M.
Connissioner Glenn moved, seconded by Commissioner McFall, that the
report of the Subdivision Committee relative to C-67 be adopted and
transmitted to the City Council as the reco=.endation of the Commission.
Roll call vote: Ayes: Commissioners Crisp, Glenn, Kellum, McFall,
Norton, and O'Rorke. Noes: None. Absent: Connnissfoner Cowley.
Motion carried unanimously.
B. V-242 - Stephen Stephens, Glenmoat nrive - Variance in connection with
Front and Side Yard Setback Requirements - Continued from
April 27, 1964
The Secretary read a c~nication from Lawrence E. Pchl, adjacent
property owner, stating that he did not object to the 8ranting of the
subject Variance.
The applicant Was not present.
Commissioner Kellum advised that the Variance Committee had met with the
applicant and found that there were additional engineering and planniu~
details to be worked eat. He recommended, therefore, that this matter
be continued.
On the basis of the foregoing, Chairman Norton directed V-242 continued
until the meeting on May 25, 1964,
C, V-243 - E. L. Isba11, Thelma Avenue - Variance to allow an 8' Bide Yard
Setback in lieu of the required 10' Side Yard Setback - Continued
from April 27, 1964
The Secretary read the followinff~ritten connunications filed in support
of the sub: ect Variance: 1) letter from Robert N. Finnie, TheJm Avenue,
and 2) letter from Mr. and Mrs, Edwin E. Pertin, ThelM Avenue.
The applicant was present to discuss this request further with the
Cetun~ission.
There was no one else present who wished to coineat with regard to
this matter.
Co~lssioner hilum read the report of the Variance Co~nnfttee relative
to V-243, E. L. Isbell, recommending that this application be denied
since the Committee had been unable to make the findings required by
for the granting of the Variance.
Commissioner Crisp moved, seconded by Co~nissioner Kellum, that the public
hearing on V-243 be closed] motion carried unanimously and the hearinE
~s closed at 8:02 P. M.
Commissioner Kellummoved, seconded by Commissioner O'Rorke, that the
report of the Variance Committee relative to V-243~ E, L. labell, be
adopted and that the application be denied] motion carried unanimously.

IX. D. V-244 - Virgil P. Force, Bucknail Road - Variance to alloy a 21' Front
Yard Setback in lieu of the required 25s Front Yard Setback -
Continued from April 27, 196_4
The Secretary advised that no further c~unications had been filed in
connection with this application.
The applicant ms present but stated that he had no further coummnt unless
there were questions he could answer,
There was no one else present who wished to speak with regard to this
matter.
Camnissioner Kellum read the report of the Variance Con~nittee relative
to V-244s Virgil P. Force, recu~uend~ng that this application be denied
since the Couu=lttee had been unable to make the findings required by
law for the granting of the Variance.
Commissioner Crisp moved, seconded by Commissioner O'Rorkes that the
public hearing on V-244 be closed; motion carried unanimously and the
hearing %as closed at 8:06 P, M,
Commissioner Kellum moved, seconded by C~aissioner O'Rorke, that the
report of the Variance Committee relative to V-244s Virgil P, Forces
be adopted and that the applicatien be denied; motion carried unanimously.
E. V..-.245 - Ruth and Goings Inc., Arroyo de SaratoEs - Variance to allow an
8' Side Yard for Lot N~. 147 of the Arroyo de Saratoga Subdivision
(Via Escuela) in lieu ef the required 107 Side Yard
The hearing on V-245 was opened at 8:07 P. M. The Secretary advised
that Notices af Hearing had been mailed and the only c~m, raication on
file was a letter from the applicant. He then read the letter which
explained the need for the subject Variance.
Joe Sweany, applicantes representative, was present to discuss this
matter with the Cormnission. He explained that originally P. G. & E.
had thought they would be able to ali~n the utility poles in a my that
would enable the developer to place the house ~n the lot but had later
found that this would net be possible.
After further discussions Chairman Norton directed V-245, Ruth and Goings
Inc., continued until the meeting on May 25s 1964 and referred same to
the Variance Committee for study and a report at that time.
F. UP-66 - W. T. Sowell, Argonaut Sh9pping Center - Use Permit for a Ballet
School in the Argonaut, .Shopping Center located en Hi~hwa7 9
The hearing on UP-66 was opened at 8:11 P. M. The Secretary advised that
Notices of F~aring had been mailed and there were no ~ritten communications
on file.
The applicant was not present, and there was n9 one else present who
wished to c~ent with regard to this matter.
Cou~lseioner Crisp read the report ef the Subdivision Cou~i~tee relative
to UP-66, recommending that this application be apFoved subject to
certain conditions.
Commissioner McFall movedr seconded by Commissioner O~Rorkes that the
public hearing on UP-66 be closed; motion carried unanimously and the
hearths was closed at 8:16 P. M.
It ~as moved by Con~nissioner McFall and seconded by Commissioner Crisp
that the Subdivision Cou.r.~ittee Report of May 7, 1964 relative to UP-66
be adopted and that the application be approved subject to the conditions
detailed in the report; motioh carried unanimously.

Chairman Norton extended a ~elcome to Councilman Richard Drake and Mrs. Ruth
Owens of the Good Government Group and expressed the Connissionss appreciation
for their attendance.
III. SUBDIVISIONS AblD BUILDING SITES
A. SDR-474 - Lloyd c. Tidball, Palomino Way - Building Site Approval - 1
Continued from April 27, 1964
The applicant was present and expressed satisfaction with the proposed
conditions of approval,
Comissioner Crisp moved, seconded by Counuissioner }icFa11~ that the
Building Site Committee Report of May 11, 1964 relative to SDR-474, Lloyd
C, Tidba11, be adopted and that the tentative map (Exhibit "A", filed
Febnmry 21, 1964) be approved in accordance with the site development
plan (Exhibit 'B', filed May 11, 1964) subject to the conditions detailed
in the Building Site Connnittee Report; motion carried unanimonsly.
B, SDR-486 - Ed F. O~enss Vessing Road - Building Site Approval - 1 Lot -
Continued from April 27~ 1964
The applicant was present ann questioned the proposed conditions of
approval relating to road construction and storm drainage fee. He also
filed a letter settin~ forth his reasons for same which was read by the
Secretary,
After further discussion, Cow~0tssioner Crisp tooveda seconded by Counissioner
McFa11, that the Building Site Committee Report of April 13, 1964 relative
to SDR-486~ Ed F, O~ens, be adopted and that the tentative map (Exhibit 'A'
filed April 3s 1964) be approved subject to the conditions detailed in the
Building Site Committee Report; motion carried unanimously.
The applicant requested that the letter read earlier by the Secretary be
accepted as a request for reconsideration of conditions.
This request was granted and Chairman Norton referred this matter to the
Subdivision Conxaittee for consideration and a report at the next regular
meeting.
C, SDR-492 - Robert C. Jcness Quito Road - Buildin~ Site Approval - I Lot
The applieant ~as present and expressed satisfaction with the proposed
conditions of approval.
Commissioner Crisp moveds seconded by Commissioner Kellum, that the
Building Site Committee Report of May 11, 1964 relative to SDR-492 be
adopted and that the tentative map (Exhibit 'A', filed April 24, 1964) be
approved subject to the conditions detailed in the Building Site C~lttee
Report; motion carried unanimously.
D. SDR-493 - A...Harold Brayw._Vickery lane - Buildin.~ Si~e Approval - I Lot
Commissioner Crisp explained that further exhibits ~ere needed in connec-
tion with this application and that the applieant had requested a con-
tinsante to allow adequate time for the preparation of same.
On the basis of the foregoing, Chairman Norton directed SDR-493, A, Harold
Bray~ continued until the meeting on May 25, 1964.
IV. DESIGN REVIEW
A. A-141 - Claude T, Lindsay, Cox Avenue - Final Desi~.n Review - Subdivision
Homes - Continued from April 27~ 1964 .
After discussions Commissioner Glenn moveds seconded by Cv-~-.lssioner
C-risps that A-141s Claude T. Lindsay, be granted final design approval
of the 14 homes in Unit 1 of Tract 3742 as shown en Exhibit "C', filed
April 17, 19641 motion carried unanimously.

IV, B, A-114 - Eichler Homess Inc., Cox Avenue - Final Design Review - Subdivision
Homes - Continued irom April 27~ 1964
After discussion, Co~.~issioner Glenn moved, seconded by Con~nissioner
OsRorke, that A-114, Eichler Homes, Inc,, be granted final design approval
of the homes on Lots 3 through 12 as sho~n on Exhibit "B-2", filed ~arch 16,
1964, subject to the following conditions: 1) the driveway entrance to
Lot 12 is to be changed from De Havilland Drive to De Anza Drive and
2) the front yard setbacks on Lots 6 and 8 are to be cbn-ged from 25 feet
to 30 feet, Notion carried unanimously,
C, .A-145 - Joseph Long, Saratoga Avenue - Preliminary Design Review - Office
Buildin~ - Continued from April 27, 1964
The Secretary advised that the site plan for this office building
bein~ revised so suggested that the application be continued until the
next regular meeting.
Chairman Nortons on the basis of the foregoings directed A-145 continued
until the meeting on May 25, 1964.
D. A-146 - Corinthian Studioss Saratoga-Los Gatos Road - Preliminary Design
Review - Sales and Storage Building - Continued from April 27~ 1964
The Secretary advised that the site plan was being revised to Fovide
additional parkbig so it ms his recommendation that this matter be con-
tinued until the next regular meeting.
Chairraan Norton so directed.
E. A-148 - Douglas Larson~ Big Basin Way - Final Design Review - Sign
Commissioner Glenn moved, seconded by Commissioner OsRorl(e, that A-148s
Doughs Ear,ons be ~ranted final design approval of the sign shown on
Exhibits "A" and "B" subject to the following conditions: 1) all
existing signs on the roof and on the building to be removed 2) intensity
of illumination of interior lighting shall not exceed 430 milltamperes
and 3) a satisfactory rendering of the multi-colored stained glass shall
be submitted for Planning Cou~..~lssion approval. Motion carried ,,-nnimeusly.
F. A-149 - Dr. Norman Abraham,, Saratoga Avenue - Preliminary Design Review -
Professional Office
The applicant ms present to discuss this application with the Cuuuuission.
Commissioner Glenn moveds seconded by Comissioner McFall, that A-149,
'D~. Norman Abrahams, be granted preliminary design approval for office
building as shown on Exhibit "A" subject to the off-street parking bein~
completed prior to occupany of the building; motion carried unanimously.
V. CITY COUNCIL REPORT
Cuu~uissioner OeRorke gave a brief report on the City Council meeting of
May 6~ 1964~ with particular emphasis on the following:
1) Preliminary resolutions relative to the Chester Avenue Assessmont District
were approved by the Council.
2) The City Administrator recommended that the portion of the County Code
relatin~ to on-street parking and repair of vehicles be adopted as part
of the City Code.
3) The Council appointed Mr. Rawak as Flood Control District representative.
4) Santa Clara County has requested that Saratoga participate in a mass
transpor tation study..

VII, OLD BUSINESS
A. Ordinance 38.1 - An Ordinance amending the Saratoga City Code by adding
Article VI to Chapter 13 thereof, relating to Official
Plan Lines - Continued from April 27~ 1964
Commissioner Glenn read the report of the General Plan Connnittee,
recon~nending that the Codmission recommend to the Council that
Ordinance 38.1 be enacted.
Commissioner Glenn moved, seconded by Commissioner Crisp, that the
report of the General Plan Committee relative to Ordinance 38.1 be
adopted and t=ansmitted to the City Council as the recom~ndation of
the CommissionI motion carried unanimously.
B. St. Charles Street - Council request for review of Right-of-Way and
Improvement Requirements - Continued from April 27s
1964
Cuvamissioner Crisp read a draft of a report from the Planning Commission
to the City Council relative to improvement of St. Charles Street.
Commissioner Crisp moved, seconded by Commissioner Kellum, that the
report read by Cou~uissioner Crisp relative to St. Charles Street be
adopted and t=ansmitted to the Council as the recommendation of the
Commission. Motion carried 5.to 1s with Co~nissioner Glenn dissenting
on the basis that the proposed 20 foot one-my street was not wide
enouah.
C. Violations
In answer to inquiries from Commissioners Glenn and Crisps the Secretary
advised 1) the sign violations at the nurseries along Highway 9 would
be abated and 2) the sign in violation at the First Valley Bank would
be removed.
VIII. COMMUNICATIONS
A. ~RITTEN
SDR-349 - O. ~. Robertshaw, Farwell Avenue - Request for Extension
The Secretary read a letter from Mrs. A. S. DelCarlo, new owner of the
subject property, requestinE an additional six month extension in
connection with SDR-349.
Commissioner Crisp moved, seconded by Commissioner Kellum, that an
additional extension of six months from May 14s 1964~ be granted in
connection with SDR-349; motion carried unanimously.
