NINUTES Commissioner Glenn moved, seconded by Commissioner NcFall, that the readin~ of the minutes of Nay; 25, 1964 be waived and that the minutes be approved as. submitted to the Commission; motion carried unanimously. n. Harold Bray, Vickery Lane - Building Site Approval - ~..Lot.- Continued from Nay 25.:. 196~ Connnissioner Crisp advised 1.) ~he City Attorlley needed additional time to submit a ruling relat'ive to this lot 2) the applicant was ill and unable to attend but had called and verbally granted an extension of time and would file written permission at a later date so 3) in view of the foregoing, it was recommended that this mat- ter be continued until the next regular meeting. The applicant was present and expressed satisfaction with the pro- posed conditions of approval.: Commissioner Crisp moved, seconded by Commissioner.NcFall, that the Subdivision Connittee Report of June 8, 1964 relative to SD-~95, Na=weig Construction Company,! be adopted and that the tentative map (Exhibit "A", 'filed Nay 15, 1:964) be approved subject to the condi- tions outlined in the Subdivision Committee Report; motion carried unanimously. C, SDR-497 - Nojet Company, Inc.:, quito Road - Buildin~ Site Approval.- 3 Lots ,, Commissioner Crisp advised that a coununication had been received from the Stat~ Division o£ Highways and that while the future free- way would affect the subject:property, the Commission had no choice at present buC to condition this application. He further advised~ however, thaC the Health Department had required that these sites be connected to sanitary sewer so recommended that the subject appli- cation be continued for ~urther consideration. Commissioner Crisp advised that the Subdivision Committee had met with the applicant and his engineer and were in aSreement on the design of this subdivision. He further advised, however, that the Committee would not be p~epar;ad to submit the proposed conditions of approval until the next re.~ular meeting. On the basis of the foregoing, Chairman Norton directed SD~498 con- tinued until the meeting on June 22, 1964, E, SD- 49..._._~9 - MacKay & Somps, InC., Saratoga Avenue - Subdivision Appro- yal - 15 Lots .. . , Commissioner Crisp advised that there were further problems to be worked out in connection with this subdivision, so suggested that this application be continued until the meeting on June 22, 1964. Chairman Norton so directed. F. .SDR-500 - James R, Johnson, S'obey Road - Building Site Approval - Connnissioner Crisp explained '.that the requested site development plan had been submitted but was unsatisfactory, so suggested that this application be continued to allow adequate time for a revision of this plan. On the basis of this suggestion, Chaiman Norton directed SDR-500 continued until the meeting on June 22, 1964, ~. SD- 501 - L. A. D. Development Company, Sobey Road - Subdivision .Ap~..o. val - 9 Lots Commissioner Crisp advised 1~) the Health Department had required sanitary sewers for this subdivision 2) the requested site develop- ment plan had not been submitted 3) the applicant planned to apply for a Variance relative to lot dimensions so 4) it was the recom- mendation of the Subdivision ':Committee that this nmtter be continued until the next regular meeting. Chairman Norton so directed. ' H. SDR-502 - E, Ponchione, Walnut Avenue - Building Site Approval - 1 Lo~ '. The applicant was present and expressed satisfaction with the pro- posed conditions of approval~ Commissioner Crisp moved, seconded by Commissioner litFall, that the Buildin~ Site Committee Report of June 8, 1964 relative to SDR-502 be adopted sand that the tentative map (Exhibit "A", filed Nay 29, 1964) be app=oved subject to the conditions detailed in the Building Site Committee Report; motion carried unanimously. IV. DESIGN REVIEW . A, .A-15.1. - Saratoga Fire District, Oak Street -- Final Design Review - Addi~..ion ~.o Fireman'S Hall ...... The Staff Report relative to this application was reviewed by the Commission. Commissioner Cowley advised 1) the Design Review Committee had reviewed this application and had no objections to the proposed addition 2) as explained in .the Staff Report, no additional perkins was' required since the proposal was for less than 107, expansion and Plannin~ Commission Minutes - June 8~ .1964 - Continued IV. A. A-151 -.SaratOga Fire District 3) it was the recommendation of the Connnittee and the Staff that this application be approved. Commissioner Cowley moved that the S~aff Report of June 8, 1964 relative to A-151, Saratoga Fire District, be approved and that final design approval be granted in' accordance with Exhihibits "A", '~", and "C". Commissioner Glenn 'seconded the motion which carried unanimously. B. A-141 - Claude T. Lindsay, Cox Avenue - Final Design Review - Subdi- yision...Homes -Unit, l' of ,Tract 37~,. Commissioner Cowley explained. that at a recent meeting with the applicant the Co~m~Lttee had learned that the developer planned to allow buyers to choose the floor plans and elevations to be built on their respective lots, and' observed that this might possibly create problems. He further explained, however, that the applicant had agreed to limit the buyers to a choice that would comply with Saratoga's design standards. He advised that the developer would proceed with construction of five model homes and would submit 12 floor plans and 36 elevations. for review at the next meeting. On the basis of the foregoing, Commissioner Cowley recommended that this matter be continued until the meeting on June 22, 1964. Chairman Norton so.directed.: C. SS-38 - Kirkortan Constructlob company, KirPanont Drive - Final Design Review - Subdivision ~i~n for Kirkmont Subdivision ; After discussion Commissioner' Cowleymoved, seconded by Commissioner Glenn, that final design approval be granted SS-38, Kirkorian Con- struction Company, for the sign as shown on Exhibit "A~ subject to deletion of the reference to "dark brown stain" and an indication that the redwood will be left: natural; motion carried unanimously. V. CITY COUNCIL REPORT : Connnissioner Cowley gave a brief report on action taken at the City Coun- cil meeting on June 3, 1964. Items of particular interest to the Plan- ning Commission included= 1) Ordinance NS-5.8, relative to hillside development, was introduced. 2) Ordinance 38.3, pertaining to~ gradin~ and excavation, was deferred for further study and coordination with proposals by Santa Clara County. 3) The Council reversed the decision of the Commission and granted the requested variance in connection with V-241, John H. Michelmore, subject to compliance with Building Department requirements; 4) The appeal of the Saratoga'Lutheran Church in connection with UP-65 was continued since Church representatives advised that they are looking for another site. ; 5) Mr. lsbell's appeal relative to Plannin~ Commission action on V-243 was continued for further study with regard to the possibility of relocatin~ the proposed addition. 6) C-68, Mason Enterprises, Inc., application for change of zonin~ in the Wardell Road vicinity, war denied. p!anning..Commission Minutes - June 8,.'1964 m Continued_ VI. NEW BUSINESS Improvement Requi=e~_~n~s_..~or. Plan~ed Community Developments The Secretary advised 1) the City Attorney had suggested that the sub- ject improvement requirements be.incorporated into the Zoning Ordinance 2) this would require additional 'time but the proposed improvement requirements could be used as a guide during the interim if approved by the Planning Conmission. The Secretary then presented a drawing (done by George Martin) representing amodel Planned C_o!.mnnity Developments using Claude T. Lindsayss property as an exarmple. Chairman Norton requested that the entire Connission review the proposed improvement requirements together with Mr. Martinss model development, and authorized the Design ReviewiCommittee to function as a Co~m~:ttee in this review if they-so desired. He then directed this matter con- tinned until the meeting on June !22, 196~. VII, OLD BUSINESS : A. Desi2n Standar~..s Commissioner Cowley advised that the proposed design standards had been submitted ~o the CommisSion, the Planning Comnittee of the City Councils and the City Attorney for review. The Secretary stated 1) theiPlanning Committee had expressed approval of the proposed standards and 2) the City A~torney had recommended that these standards be made a part of the erdinance in lieu of being adopted by resolution. After discussion, Commissionar Crisp moved, seconded by Connnissionar Glenn, that the proposed design standards be approved by the Com- mission as a statement of policy subject to "C-2" being modified to read as follows: "If fencing ironring the street between houses is part of the subdivisions it shall be staggered." Motion carried unanimously. Chairman Norton the~ directed that the Secretary set public hearings for both the Design Standards and Improvement Requirements for Plan- ned Co~unity Developments as soon as they are ready. B. St. Charles Street ; The Secretary advised that the City Council had approved the Planning Commission recommendation relative to St. Charles Street and had referred the matter back to the Connnissionmerely as a matter of information for use in the conditioning of future sites along this street. : JOHN IRWIN of St. Charles Street stated that he would prefer that the one-way traffic move up the hill because of the angle at which his driveway enters St. Charles Street. He further stated that he felt it would be hazardous for emergency vehicles to come down the hill and try to turn into any of the properties along the street. Chairman Norton acknowledged:the Council*s approval of the Conmis- sionss recounendation relative to St. Charles Street and requested that the Secretary m~e a note of Mr. Irwin*s comment with regard to the direction of traffic flow. The Chairman acknowled=ed the presenceiof Councilman Tyler and Masdames Owen and French of the Good Government Croup and expressed the Commissionss apprecia- tion for their attendance. : F.lanntr~ Cox~n.,ission l~inuees - Jtme 2, 19.6_6 -Continue, d VIII, COP}fL~ICATIONS A. ~ITTEN 1. Maltby which raised a question as to why Mr. Cordon, whose building site on Woodbank Way was approved at approximately the same time as his, was not required to improve Woodbank Way as he air. Maltby) was. After discussion, Chairman Norton referred this matter to the Building Site Committee and Staff for review and a report. He then directed the matter continued until the meeting on June 1964. 2. Pacific TeleD..h. one Company The Secretary advised. that the Pacific Telephone Company was arranging a tour of their facilities for the Council and Commis- sion on July 22, 1964. After discussion of this matter, the Chairman requested that the Commissioners advise the Secretary whether or not they would be able to attend.
