I. ROUTINE ORGAINIZATION
The meeting was called to order by Chairman Norton at 7:32 P. M.
A. ROLL CALL
Present: Commissioners Cowlay, Crisp, McFall, Norton, and O'Rorko
Absent: Conmissioners Glenn and Kellum

It ~as moved by Comnissioner McFall and seconded by Conxnissioner
O'Rorke that the reading of the minutes of December 14, 1964 be waived
and that the minutes be approved subject to the following correction:
Page 6. paragraph 2 under "A-159" . . line 1 . Change "Mr.
and Nrs. Melton" to "~. Melton and his architect".
Motion carried unanimously.
II. PUBLIC H~A~RINGS
The Chairman declared public hearings open for the evening at 7:34 P.M.
A. C-74 - Frank Bonnet, Pierce Road - Change of Zoning from "R-1-40,O00"
(Single Family Residential) to "R-I-40,000 P-C" (Single Family
Residential Planned Con~r, unity) - Continued from November 23, 196fZ
Commissioner Crisp recommended that this application be
continued until the next regular meeting (January 11, 1965)
since a revised tentative ~p had not been received.
Chairman Norton so directed.

Zoning from '~R-1-12,500" (Single Family Residential) to "P-A"
(Professional-Administrative) - Continued from December 14, 1964
Chairman Norton deferred discussion of this matter until later
in the evening since the applicant~s representatives were not
present.
C. C-75 - Robert Taylor Construction Company, Prospect Road - Change of
Zoning from "R-I-40,000" (Single Family Residential) to
"R-I-40,000 P-C" (Single Family Residential Planned Community) -
Continued from December 14, 1964
Commissioner Crisp recommended that this application be coutiaued
until the next regular meeting (January 11, 1965) since a revised
tentative map had not been filed.
The Chairman so directed.

"Rol-10,000" (Single Family Residential) to "Conditional ~'
(Conditional Industrial) - Continued from December 14~ 1964
The Secretary advised 1) the Subdivision Committee had met with
the applicant~s representatives 2) in view of the extent of the
application, it ~as decided that further study was necessary and
3) for this reason it was recommended that C-81 be continued.

The Secretary advised 1) the Subdivision Committee had met with
applicants 2) an agreement had been reached on all matters with
the exception of a retaining wall 3) the Committee felt that it
would be prepared to make a recommendation at the next meeting and
4) in view of this it was recommeuded that C-82 be continued until
the meeting on January 11, 1965.
Chairman Norton so directed.
F. V-252- Anatol Romanof, Foothill Lane - Variance in connection with Site
Width and Area
The public hearing on V-252 was opened at 7:42 P. M. The Secretary
advised that Notices of flearing had been mailed and there were no
written communications on file. He then briefly reviewed this
application and read the applicants~s statement of reason.
Mr. Romanof was present and explained 1) the subject property was
zoned for 10,000 square foot lots when he bought it in 1952 2)
wh~le he had planned to divide the property into two lots at some
time in the future and had planted trees to separate the two lots
(under the guidance of the County Planning Department), a record
of survey had not been filed 3) while the zoning was changed in
1961 to require 40,000 square foot lots, he had been unaware of
of same until recently and 4) because of his health he now desired
to divide the property.
Mr. Roessl of Foothill Lane stated that he was not opposed to the
granting of the variance if the road wss repaired. Chairman Norton
explained that road improvements would be covered by building site
approval if the variance was granted.
After discussion Chairman Norton directed this matter continued
until the next regular meeting and referred same to the Variance
Committee for study and a report at that time.
B. C-75 - Margaret Carniel et al, Saratoga-Sunnyvale Road - Change of Zoning
from "R-1-12,500" (Single Family Residential) to "P~A" (Professional-
Administrative) - Continued from December 14. 1964
Mr. Carniel was present but stated that he had no further comment at
this time.
B. T. Galeb, Seagull Way, stated that he felt the General Plan
should be reviewed with an open mind in an effort to determine the
proper land use for parcels such as the subject property.
Commissioner Crisp stated 1) the Subdivision Conmittce had advised
at the last meeting that a report recommending denial of this appli-
cation had been prepared 2) the applicant's representative had
requested that this matter be continued to allow adequate time for
him to discuss the applicatien further with his clients and 3) it
was his recommendation thnt action be taken on this matter at this
time.
At the request of the Cha{rmzu, Commissioner Crisp read the report
of the Subdivision Com~:itUee relative to C-75.

II. B. C-75 - MarRarer Carniel et el, S~trato2a-Stna~vv31e Road
It was moved by Commissioner CowIcy and seconded by Commissioner
Cowley and seconded by Commissioner O'Rorke that the public hosting
on C-75 be closed; motion carried unanimously and the hearing w3s
closed at 7:55 Po Me
Cemmissioner Crisp moved, seconded by Cc~missioner McFall, that
the Subdivision Committee Report of Noventer 23, 1964 relative to
C-75 (recommending disapproval) be adopted and forwarded to the
City Council ~s the recommendation of the Conmission. Roll call
vote: Ayes: Commissioners Cowlay, Crisp, McFall, Norton and
O'Rorke. Noes: None. Absent: Commissioners Glenn and Kcllnm.
Motion carried unanimously.
Chairman Norton then requested that the Secretary place this tim~
on the agenda for the General Plan Review as requested by the
applicant.
The Chairman declared public hearing closed for the evening at 7:56 P. Me
III. SLBDIVISIONS AND BUILDING SITES
A. SD-516 - Frank Bonnet, Pierce Road - Subdivision - 80 Lots - Continued
from November 23, 1964
Commissioner Crisp recommended that this application be contin-
ued on the basis of 1) lack of action on the application for
change of zoning and 2) lack of a revised tentative map.
Chairman Norton, on the basis of this recommendation, directed
SD-516, Frank Bonnet, continued until the next regular meeting.
B. SD-529 - Robert Taylor Construction Company, Prospect Road o Subdivision
- 180 Lots - Continued from December 14, 1964
It was recommended by Commissioner Crisp that SD-529 be contin-
ued since, as in the case of 8D-516, no action had been taken
on the application for change of zoning and a revised tentative
map had not been filed.
Chairman Norton directed SD-529 continued until the meeting on
January 11, 1965.
C. SD-536 - Bell-Scott Developers, Big Basin Way - Subdivision - 51 Lots -
Continued from December 14, 1.964
Commissioner Crisp explained that an agreement had been reached
on most items pertaining to this application and that the
Committee expected to present its recommendation at the next
regular meeting.
Chairman Norton, on the basis of the foregoing, directed SD-536
continued until the meeting on January 11, 1965.
D. SD-537 - Ray Jones,'Pierce Road - Subdivision - 25 Lots - Continued from
December 14~ 1964
After reviewing the proposed conditions of approval, the
applicant questioned Conditions 5 and 14. With reference to
the required improvement of Fierce Road (Condition 5)~ he stated
that this requirement might necessitate the removal of trees
they had hoped to preserve. Nith ro~ard to backfilling the
washout (Condition 14), he advised that the washout was in the
easement and it %~s felt that the parties who gain benefit
from the road should repair it.
The Commission assured ~'. Jones that the City not only
encouraged but often required the preservation of trees and
observed that no doubt the improvement could be shifted within

the right-of-way to make provision for same. During the
discussion that followed, the Cox~nission concurred 1) tile
question of liability arose in connection with the washout and
2) a vote should be taken to affirm the conditions pertaining
to the road improvement and the ~ashout.
Chairman Norton moved, seconded by Commissioner O~Rorke, that
Condition 5 of the proposed conditions of approval relative to
SD-537 (pertaining to the improvement of Pierce Road) be affirn,-
ed; motion carried with Commissioner Cowley abstaining.
Chairman Norton then moved, seconded by Commissioner McFall,
that Condition 14 of the proposed conditions of approval
relative to SD-537 (pertaining to the backfilling of the wash-
out) be affirmed; motion carried ~th Commissioner Cowley
abstaining.
It was moved by Commissioner Crisp and seconded by Conimissioaer
McFall that the Subdivision Committee Report of December 28,
1964 relative to SD-537 be adopted and that the tentative map
(Exhibit "A-2"s filed December 28, 1964) be approved subject
to the 16 condition~ set forth in the Subdivision Committee
Report, Conditions 5 and 14 of which were affirmed by specific
vote of the Commission; motion carried with Commissioner Cowley
abstaining.
Mr. Jones was advised by the Commission that lie could make a
request for reconsideration at any time within the next thirty
(30) days.
E. SDR-533-.K & M. Construction Company, Sobey Road - Building Site Approval
- 1 Lot - Revised Tentative Map - Continued from December 14,
1964
Commissioner Crisp recommended that SDR-533 be continued until
the next regular meeting to allow the applicant additional time
to try to find a solution to the problem involved with this site.
Chairman Norton so directed.
F. SDR-539- William G. Clarke Horseshoe Drive - Building Site Approval -
1 Lot
Mr. Clark expressed satisfaction with the proposed conditions
of approval but requested that this application be continued
to allow time for further discussion xath his engineer. He
explained that according to the Record of Survey he had fee
title to the 20 foot corridor and would like to confirm this
before approval of the tentative map because of the requirement
for a turnaround.
Chairman Norton, with concurrence of the Commission, directed
SDR-539 continued until the meeting on January 11, 1965.
RECESS AND REEONVENE
Chairman Norton welcomed Mesdames Parker and Owens of the Good Government Group
and expressed the appreciation of all for the coffee served during recess. He
also acknowledged, with pleasure, the presence of Mrs. Ottenberg of the League of
Women Voters, Messrs. Neubrech, Stokes, Getlath, and Whittal of the Toastmasters
Club, Mr. Binkley of the Good Government Group, and Mr. llernandez of the Council
of Service Clubs.
IV. DESIGN REVIEW
A. A-154 - Richfield Oil Corporations Big Basin Way - Preliminary Design
Review - Plans for Remodeling Servcie Station - Continued from
November 9~ 1964
Commissioner Cowley advised that the Design Review Committee had
reviewed the revised plans submitted by the Richfield Oil

IV. A. A-154 - Richfield Oil CorDoration, Bi~ Basin Way
Corporation and had found same satisfactory subject to intensity
of illumination of the sign not exceeding 430 miltiamperes. He
then advised of the Fire Marshal's comments (regarding 1 hour
fire retardant ~mlls) and acknowledged ~hat there might be a
problem in this connection. Aftcr discussion it was decided that
preliminary approval could be granted since the applicant would
have a chance to ~gork out this problem before submitting plans
for final approval.
Commissioner Cowley moved, seconded by Commissioner O'Rorke, theft
preliminary design approval be granted A-154 as shown on Exhibit
"A-I", comprised of four (4) sheets, subject to the intensity
illumination of the sign being limited to 430 milliamperes;
motion carried unanimously.
Bo A-158 - Texa&o, Inc., Saratoga-Sunnyvale Road - Design Review - Sign for
Texaco Service Station - Continued from December 14. 1964
Commissioner Cowley recommended that A-158 be continued until the
next regular meeting since the revised plans requested by the
Commission had not been filed.
Chairman Norton so directed.
C. A-163 - Redwood Empire, Saratoga-Sunnyvale Road - Design Review - Identi-
fication Sign - Continued from December 14, 1964
Commissioner Cowley moved~ seconded by Commissioner O'Rorke, that
A-163 be granted design approval for the identification sign as
shown on Exhibit "N' subject to the following:
I. The word "Industrial" is to ~e changed to "Commercial".
2. The light fixture on the top of the sign is to be a non-
rotating, non-flashing light.
3. All other signs along the 290 feet of frontage on Saratoga-
Sunnyvale Road are to be removed, and no other sign is to
be erected along this property frontage.
4. The intensity of illumination of the sign is not to
exceed 430 milliamperes.
Motion carried unanimously.
D. A-156 ~ Saratoga United Presbyterian Church, Herriman Avenue - Final
DesiRn Review - Church BuildinR
Commissioner Cowley recommended that this matter be continued
since 1) the color and material schedules and landscape plans
had not been submitted and 2) final approval (for which the
applicant had applied) could not be granted until these items
had been received.
Chairman Norton directed A-156 continued until the meeting on
January 11, 1965.
V. CITY COUNCIL REPORT
Commissioner Cowley gave a brief report on action taken at the City Council
meeting on December 16, 1964 with emphasis on items of particular interest
to the Commission.

VII. OLD BUSINESS
Saratoga Post Office - Request that Diagonal Parking be permitted along
Saratoga Avenue - Continued from December 14, 1964
The Secretary advised that in discussion with the Subdivision Committee
and the Director of Public Works it was felt that the following two alternat~.,~
could be offered: 1) reduce the 10 foot sidewalk to 5 feet, making the other
5 feet available for the diagonal parking spaces or 2) move the centerline
of Saratoga Avenue to provide extra footage for the diagonal parking.
Commissioner Cowlay stated that he felt the Post Office should first provide
the 5 customer spaces along the southwest side of the building as agreed
(delivery trucks and trash cans now occupy these spaces) and if the parking
still appears insufficient further consideration could be Siren to the need
for additional spaces.
Commissioner O'Rorke concurred with Commissioner Cowlay.
Following a lengthy discussion relative to the need for addi~ional spaces
and the safety of diagonal parking along Saratoga Avenue, Chairman Norton,
with concurrence of tile Commission, requested that the Secretary send a
letter to the Post Office explaining the difficulty in appraising the parking
situation since the five customer spaces had not been provided along tile
southwest side of the building, then directed this matter continued until
the next regular meeting to allow adequate time for the Commission to take a
further look at the situation,
VIII. C01~JNICATIONS
A. WRITTEN
Campbell Union HiRh School District
~le Secretary read a communication from the Campbell Union High School
District with ~hich }~as submitted a copy of a petition (with 462 signa-
tures of persons in the Prospect Avenue area) opposing any change in
school district boundaries. At the request of the Chairm~n, he also read
the petition.
Chairman Norton directed that the letter and the petition be filed with
the Orlando change of zoning application.
B. ORAL
1. Mr. Hernandez again reminded the Commission that he felt all change
of zoning applications should be set aside until they could be
studied under the General Plan Review. He further stated that he
felt the press should be compelled to accept all information taken
for the minutes if the members of the press did not attend the
meeting.
Chairman Norton explained that the informaion could be made available
for members of the press but, of course, they could print what they
chose.
2. Chairman Norton welcomed Councilman Buzry and expressed the Cotmnis-
sion's appreciation for his attendance.
