PLACE: City Council Chambers, Fruitvale Avenue, Saratoga, California TYPE: Regular Meeting . I. ROUTINE ORGANIZATION The meeting was called t6 order by Chairman Norton at 7:30 P. M. A. ROLL CALL Present: Cor~nissioners Cowley, Crisp, Kellum, McFall, Norton and Wright. Absent: Cormnission6r O'Rorke. B. MINUTES Conmissioner McFall moved, seconded by Commissioner Crisp, that the reading of the minutes of April 12, 1965 be waived and that the minutes be approved as submitted to the Conm~ission; motion carried unanimously. II. PUBLIC EEARINGS The Chairman declared public hearings open for the evenins at 7:32 P. M. A. UP-79 - Bryce Baker, Allendale Avenue - Use Permit for Nursery School - Continued from April 12~ 1965 The Secretary brlefl~ reviewed this application and advised that no further communications had been filed. The applicant was present but stated that he had no further comment at this time. Commissioner McFall ~ead the report of the Subdivision Conmittee rela- tive to this matter, recommending that UP-79 be denied. After a brief discussion, Commissioner hrisp moved, seconded by Com- missioner McFall, that the poblic hearing on UP-79 be closed; motion carried unanimously a'nd the hearing was closed at 7:37 P. M. It was moved by Commiissioner Kellum and seconded by Commissioner Crisp that the Subdivision Coxmnittee Report of April 26, 1965 relative to UP-79, Bryce Baker, be adopted and that the application be denied on the basis of the report; motion carried unanimously. II. B. V-255 - Joseph B. Krajeska, Pierce Road - Variance in connection with Front Yard Setback Requirement The public hearing on V-255 was opened at 7:39 P. M. The Secretary advised that Notices of Hearing had been mailed and there were no written communications on file. He then read the applicant's state- ment of reason for the subject request. The applicant was present to discuss this matter further with the Comm~ission. -' There was no one else in the audience who wished to co~ent with regard to this applidation. After a brief discussion Chairman Norton, with concurrence of the Commission, directed .V-255 continued until the meeting on May 10, 1965 and referred same to the Variance Committee for study and a report at that time.. C. V-256 - Alex Menicucqi, Westview Drive - Variance in connection with Side Yard Setback Requirement on Street Side The public hearing on V-256 was opened at 7:48 P. M. The Secretary advised that Notices of ttearing had been mailed and there were no w~itten conm~unications on file. He then briefly reviewed this appli- cation. ~e applicant was present to discuss this matter further with the Commission. ~ere was no one else present who wished to comment with regard to this application. Chairman Norton, aftdr a brief discussion, directed V-256 continued until the meeting on May 10, 1965 and referred same to the Variance Cor~nittee for study and a report at that time. The Chairman declared public bearings closed for the evening at 7:51 P.M. In ti~e absence of Conm~is~ioner O'Rorke, Chairman Norton requested that Coxmnissioner Wright serve as Chairman of the Variance Committee and that Comnissioner McFall serv~ as the third member of the Committee. '\ ' ItI. SUBDIVISIONS AND BUILDING SITES , , A. SDR-561 - Frederick B.uecbner~ Bella Vista - Building Site Approval - 1 Lot The applicant was not present. Commissioner Crisp moyed, seconded by Commissioner Kellum, that the Building Site Conmittee Report of April 26, 1965 relative to SDR-561, Frederick Buechner, 1 lot on Bella Vista, be adopted and that the tentative map (Exhibit "A", f~led April 7, 1965) be approved subject to the conditions set forth in said report; motion carried unanimously. 'III. B. ~DR-563 - Joe N. Neville, Pierce Road - Building Site Approv~l - 3 Lots Commissioner Crisp advised that the applicant was in the process of revising the tent~tive mop for SDR-563, so suggested that this matter be~ continued until the next regular meeting. Chairman Norton so directed. g. SDR-556 - Ch~t Akins~ Saratoga Avenue - Request for Reconsideration Commissioner Crisp e~plained 1) the tentative map for SDR-556 had been approved on April 12, 1965 subject to certain conditions and 2) after a meeting with the property owner, it was the recommenda- tion of the Committed that the conditions be modified to read as shown on the Building Site Committee Report of April 26, 1965 rela- tive to SDR-556. . After discussion the.Building ISite Committee directed that Condi- tion II, E, of its rdport of April 26, 1965 relative to SDR-556 be modified to read as follows: II. E. Bond and inspection fee to be determined by City Engineer on basis of approved improvement plans, including provision for adequate drainage. It was moved by Comm%ssioner Crisp and seconded by Commissioner McFall that the Building Site Committee Report of April 26, 1965 relative to SDR-556 be adopted and that the tentative'map (Exhibit "A", filed March 12, 1965) be approved subject to the conditions set forth , in said report; motion carried unanimously. D. SD-527 - Maxmar Investment Corporation, Walnut Avenue - Revised Ten- tagire Map . Commissioner Crisp advised that the revised tentative map submitted by Maxmr Investment'Corporation reflected 1) relocation of the recreation area and '2) dedication to the Flood Control District. After discussion Commissioner Crisp moved~ seconded b~ Commissioner Keilum, that the revised tentative map'for SD-527 (Exhibit "A-3", filed April 26, 1965) be approved subject to the conditions estab- lished under previous approval of this application; motion carried unanimously. IV. pESIGN REVIEW A. A-174 - Drs. Cooley and Folk, Saratoga Avenue - Final Desig~ Review - Medical Building - Medical Village - Continued from April 1965 Cor~aissioner Wright advised that the applicants had submitted a new parking plan which m~t all requirements of the ordinance. It was moved by Co~nissioner Wright and seconded by Commissioner Crisp that final design approval be granted A-l?4, Drs. Cooley and Polk, for a medical building as shown on Exhibits "A" and revised parking plan "B"; motion carried unanimously. B. A-175 - Saratoga Carpet, Saratoga-Sunnyvale Road - Final Design Review - Identification Sign - Continued frbm April 12~ 1965 Commissioner Cowley advised that the property owner still had not com- plied with the Commi~sion's request that all of the old signs be removed from the subject property. On the basis of the ~oregoing, Chairman Norton directed A-175 continued until the next regular meeting. C. A-176 - St. Androws Episcopal Church, Saratoga Avenue - Final Design Review - Additional Classrooms Commissioner Wright ~dvised 1) the Committee had met with the archi- tect and 2) the plans revealed that the additional classrooms would be identical to those previously approved by the Commission. Commissioner Wright moved, seconded by Commissioner M~Fall, that final design approval be granted A-176, St. Andrews Episcopal Church, as shown on Exhibits Z"A" and "B"; motion carried with Commissioner Crisp abstaining. D. A-17~ - Joseph Long, Saratoga Avenue - Final Design Review - Identifi- cation Sign Commissioner Wright ~dvised that the Committee had reviewed the plans for the subject sign land that it met all requirements of the ordinance. l~e Secretary present.ed a colored rendering o~,the proposed sign. Commissioner Wrigh~ r~oved, seconded by ~ommissioner Crisp, that final design approval be granted A-178, Joseph Long, on the basis of Exhibits "A", "B" and "C"; mot'ion carried unanimously. -4- IV. E. A-161 - Central Fire District, Cox Avenue - Final Design Review - Fire Station Con~nissioner Wright advised 1) the Conmittee had reviewed the final plans 2) substantial changes had been made since preliminar. y plans were submitted and 3) the Cormnittee felt that the new design was superior to the previous proposal. The Secretary presented a color rendering of the proposed building. Cormnissioner Wright ~oved, seconded by Corm~issioner Crisp, that final design approval be granted A-161, Central Fire District, on the basis of Exhibits '~-1", "B" and "C"; motion carried unanimously. FIVE MINUTE RECESS V. CITY COUNCIL REPORT Commissioner Crisp gave a brief report on action taken at the City Council meeting on April 21, 1965, with emphasis on items of particular interest to the Connnission. VI. NEW BUSINESS C-62 - Warren D. Porter, Fifth Street - City Council Request for Review and Recommendation Co~L~issioner Crisp explained that the City Council had requested a recom- mendation relative to the~ conditional zoning on the Warren Porter property on Fifth Street. ~e Secretary read a Staff Report recommending that both the time limit and use restrictions placed on this zoning be eliminated as requested. After discussion Conrnissi~ner McFall moved, seconded by Commissioner Wright, that the Staff Report of April 26, 1965 relative to C-62, Warren Porter, be approved and forwarded to the City Council as the recommenda- tion of the Conmission; mdtion carried unanimously. VII. OLD BUSINESS A. Policy Statement relative!to Design Standards for Subdivision Homes Com~issioner Wright read a report from the Design Review Committee rela- tive to design standards for subdivision ~omes. Following a discussion of Zthis proposed policy statement, it was decided thau this nmtter should be continued until the next regular meeting to give the Home Builders AsSociation ample time to submit its comments. Chairman Norton then directed this matter continued until the meeting on May i0, 1965. VII. B. Policy for Fencing and Planting along Ma.~or Thoroughfares A report from the Fencing Committee outlining a recommended policy for fencing and planting along major thoroughfares was reviewed by the Commission. After discussion this recon~ended policy was modified as follows: Paragraph A Add "required" at the end of 1, 4, 5(b), 6 and 7. Paragraph B Add "where speclfically approved by the Plannir~ Commission" after "stain pe,rmittod" within the parenthesis in the first- line of 2. Insert "in an e~sement" after "be" in the ninth line of 3. Chairman Norton the~ directed this matter continued until the next regular meeting to a.llow time for a final draft of this proposed policy statement to be prepared. VIII. COMMUNI.CATIONS A. ~ITTEN B. ORAL 1. A-155 - United Presbyterian Church~ Saratoga Avenue The Secretary advised that the Un3ted Presbyterian Church had requested that they be allowed to move some of th~ buildings from the former Church property on Cox Avenue onto the new Church property on Saratoga Avenue. After a brief review of this request, Chairman Norton directed that this matteri be continued until the next regular meeting and referred same to the Design Review Comittee for study and a report at that time. 2. The Chairman extended a welcome to Mrs. Parker of the Good Govern- ment Group and to Councilman Tyler, and expressed appreciation for the coffee served by Mrs. Parker at recess.
