I. ROUTINE ORGANIZATION.
The meeting was called to order by Ci~,lirman Norton at 7:32 P.

Commissioner Crisp moved, seconded by Commissioner McFall, that
the report of the Variance Committee (dated May 10, 1965) rela-
tive to V-255, Joseph B. Krajeska, be adopted and that the sub-
ject. application be denied on the basis of the report; motion
carried unanimously.:
B. V-256 - Alex Menicuc~i, Westview Drive - Variance in connection
with Side Yard Setback Requirement on Street Side -
Continued from April 26~ 1965
The Secretary briefly reviewed this application and advised that
no connunications had been f~led.
Robert ~{. Buckles and Raymond A. Magnini, both of [qestview Drive,
spoke in support of the subject variance.
Commissioner Wright ~ead the report of the Variance Cormnittee
(dated May 10, 1965) 'relative to this matter, recommending that
V-256 be denied.
After further discussion Commissioner Crisp moved, seconded by Com-
missioner McFall, that the hearing on V-256 be closed; motion car-
tied unanimously and the hearing was closed at 7:48 P.
Comanissioner Wright moved, seconded by Commissioner Crisp, that the
report of tile Varianc'e Conunittee relative to V-256, Alex Menicucci,
be adopted and that this application be denied for the raasons set
forth in said report;',motion carried unanimously.
C. C-83 - Hamilton Devel'qpment Corporation, Pierce Road - Request for
Change of Zoning from '~-1-40~000" (Single Family Residential)
to "R-1-40,000 F-C" (Single Family Residential Planned
Community)
The public hearing o~ C-83 was opened at 7:50 P. M. The Secretary
' advised that a Notice of Hearing had been published and there were
no written communications on file. He then briefly reviewed this
application. ,
Rodnay Bayne was, pres'en~"' to represent' the applicant and advised
1) it was felt that "p!C" zoning would allow retention of some of
the natural beauty of this area 2) ~ Condominium development was
proposed and 3) it waa uncertain as 'to whether the applicant would
develop. the entire a~ea or would sell' the lots to individuals.

II. C. .C-83. - Hamilton Development Corporation
Mr. and Mrs. Robert M. Walker, Surrey Lane, expressed concern with
regard to development of this property on the basis of objections
to the recent Rodrigdes Subdivision (Sarahills), particularly with
respect to street lights.
After discussion Chairman Norton directed C-83 continued until the
meeting on May 24, 19.65 and referred same to the Subdivision Com-
mittee for study and :a report.at that time.
D. C-84 - Milo R. Miljevich, Saratoga-Sunnyvale Road - Request for
~ Change of Zoning from '~R-1-12,500" (Single Family Residential)
to "P-A" (Pro~essional-Administrative)
The public hearing on. C-84 was opened at 7:58 P. M. The Secretary
advised 1) a Notice .of Hearing had been published and 2) since that
time the applicant had submitted a letter requesting that this appli-
cation be withdra~.ra. '
Commissioner Crisp moved, seconded by Commissioner Wright, that the
request for withdrawal of C-84, Milo R. Miljevich, be granted with-
out prejudice; motion carried unanimously.
Chaib.-nan Norton declared public hearings closed for the evening at 8:00 P.M.
III. SIrSDIVISIONS AND BUILDI~ SITES
A. SDR-563 - Joe N. Nevi. lle, Pierce Road - Building Site Approval -
3 Lots - Continued from April 26~ 1965
On the basis of a request from CommiSsioner Crisp, Chairman Norton
deferred discussion of this application until the end of the Building
Site and Subdivision 'agenda.
, B. SDR-564 - Sam J. Cirigliano, Leonard Road - Building Site Approval -
: ~ 4 Lots
Jim Cole, engineer, prescn't to represent the applicant, expressed
satisfaction with the proposed conditions of approval.
Cormnissioner Crisp raqved, seconded by Commissioner McFall, that the
Building Site Committee Report of May 10, 1965 relative to SDR-564,
Sam J. Cirigliano, be adopted and that the tentative map (E:.:hibit "A':,
filed April 21, 1965)', .be approved in accordance with the site develop-
ment plan for Lot 1 (Exh'ibit "B", filed May 7, 1965) subject to the
conditions set forth.in sdid Committee report; motion carried
unanimously.

III. C. SDR-565 - Robert F. Plane, Douglas Lane - Building Site Approval - 1 Lot
The applicant was present and expressed satisfaction with the pro-
posed conditions of approval.
Commissioner Crisp moved, seconded by Conmissioner Kellum, that the
Building Site Committee Report of May 10, 1965 relative to SDR-565,
Robert F. Plane, be 4dopted and that the tentative map (Exhibit "A",
filed April 22, 1965) be approved subject to the conditions set
forth in said report~ motion carried unanimously.
D. SDR-566 - Helmut Wanka, Madtone Hill Road - Building Site Approval -
1 Lot
The applicant was not present.
'Conmissioner Crisp moved, seconded by Commissioner Kellum, that the
Building Site Cor~aittee Report of I'L~7 10, 1965 relative to SDR-566,
Ilclmut Wanka, be adopted and that the tentative map (Exhibit "A",
filed April 27, 1965) be approved in accordance with the site develop-
ment plan (Exhibit "B", fi~ed ~'L~-y 6, 1965)' subject to the conditions
set forth in said Committee report; motion carried unanimously.
A. SDR-563 - Joe N. Neville, Pierce Road - Building Site Approval -
3 Lots
Commissioner Crisp raised a qdestion as to whether the bull shown on
Mr. Neville's tentative map constituted a cul-dc-sac, thereby pro-
riding Lot C with legal fronta'ge.
The applicant was prdsent to discuss this matter with the Commission.
After discussion it was the consensus of the Commission that the bulb
could not be used as ,a cul-de-sac for frontage purposes, but that
there was a possibility that Lot C could be made legal by providing
100 feet of frontage .on the bulb.
Chairman Norton then ~dirccted SDR-563 continued until the next regu-
lar meeting to allow t~-~e for }Lr. Neville to try to find a solution
to this problem.
IV. DESIGN REVIEW :
A. A-175 - Saratoga Carpet, SaratoGa-Sunnyvale Road - Final Design Review

Conmissioner Cowley advised that the last of the previously existing
signs had been removdd the day after.the last meeting, so he had
authorized the Pla~mipg Department to issue a permit for the subject

Identification
The Secretary advisc~ i) the applicant plans to occupy a portion

Chairman Norton extended a welcome to Councilman Burry and to Mrs. Owens and
Mr. Robbins of the Good Goverrunent Group. He also expressed appreciation for
the coffee served by Mrs. Owens at recess.
V. CITY COUNCIL REPORT
Commissioner Cowley advised that he had attended the Council meeting on
E~hy 5, 1965 but would give no report since the meeting was brief and there
was nothing on the agenda of special interest to the Commission.
VI. bZI.~ BUSINESS
Los Gatos Con~nunity Theatre - Request for SiRen
I~e Secretary read a letter from the Los Gatos Community Theatre Group
requesting permission to place a banner at Saratoga-Los Gatos Road and
Oak Street intermittently for a period of five years to advertise their
various productions at the Cit~ Council Chambers.
After discussion the Chairman directed this matter continued until the
next regular meeting and ,referred same to the Design Review Committee
for study and a report at that time.
VII. OLD BUSINESS
A. Design Standards for 'Sobdivision Ho,.nes - Continued from April 26, 1965
Jim O~Brien of the Builders Association (Santa Clara-Santa Cruz
Counties) requested that action on this matter be deferred until the
next regular meeting to allow adequate time for the Builders Associa-
tion to prepare a presentation.
The Chairman, with concurrence of the Commission, granted this request
and directed this matter continued until the meeting on biay 24, 1965.
B. Fencin~ and Flantin~ 'along Major l"noroughfares - Continued from
April 26, 1965
Commissioner Cowley observed that the comments from the last meeting
had been incorporated. ~nto the revised statement.
After a review of the ~cport,~ Conm~issioner Cowley moved, seconded by
Commissioner Crisp, that the report of the Fencing Conunittee (dated
May 10, 1965) relative~to fencing and planting along major thorough-

VII. C. C-62 - Warren D. Porter, Fifth Street - City Council Request for
Review and Recorm~.,endation .
Comanissioner Crisp, on behalf of time Subdivision Committee, reques-
ted reconsideration 6f action taken at the last meeting in connec-
tion with this matter. He explained that after further review of
this application it was time Comanittee reco~m~endation that the time
limit be removed from this conditional zoning but ~hat the use re-
strictions be retained.
After discussion Co~issioner Crisp moved, seconded by Co~issioner
Kelly, that the C~ission rcco~end to the City Council that the
time l~it on the conditioual zoning established under C-62~ Warren
D. Porter, be remved but that the use restrictions on this zoni~
renmin in effect; motion carried unanimously.
