CITY OF SARATOGA PLANNING COMMISSION

I. ROUTINE ORGANIZATION
The meeting was called to order by Chairman Norton at 7:31 P. M.
A. ROLL CALL
Present: Commissioners Cowley, Crisp, Johnson, Kellum, McFall, Norton
and O'Rorke.
Absent: None.
B. MINUTES
Commissioner Johnson moved, seconded by Commissioner Kellum, that the
reading of the minutes of 8 November 1965 be waived and that the
minutes be approved as distributed to the Commission; motion carried
unanimously.
II. PUBLIC HEARINGS
Chairman Norton declared public hearings open for the evening at 7:33 P. M.
A. '~-8Z - M.V.S.Company, Saratoga Avenue - Request for Change of Zoning
from '~" (Agricultural) to '~-M-4,000 P-C" (Multiple Residential
· Planned Community) - Continued from 8 November 1965
The continued hearing on C-87 was resumed at 7:34 P. M. The Secretary
read a petition opposing the proposed change of zoning with signatures
of 26 residents of the Saratoga Woods area.
Commissioner Crisp advised tha't the applicant was in the process of.
making a further study in connection with this application.
· There was no one·present who wished to comment with regard to this matter.
In view of the foregoing, Chairman Norton (at 7:36 P.M.) directed C-87,
M.V.S.Company, continued until the next regular meeting.

II. B.~ C-92 - Columbus-Founders Savings and Loan Association, Wardell'Road -
Request for Change of Zoning from '~-1-15,000" and "R-i-40,000"
(Single Family Residential) to "R-i-20,000" (Single Family
Residential)'- Continued from 8 November 1965
The public hearing on C-92 was re-opened at 7:37 P. M. The Secretary
advised that nothing further had been filed in connection with this ....
application.
.... James L. Messinger, applicantrs architect, called the Commission's
attention to;two maps, one a planning study showing development under
the existing zoning and the other a planning study showing development
under the proposed zoning. He then presented a map showing the slope
of the subject property. Mr. Messinger commented 1) the'density (25
lots) was the same under both'proposals 2) the proposal under the re-
quested zoning was more desirable from the standpoint of topography
and transition, as well as from the standpoint of having a uniform
zoning for the entire subdivision 3) a preliminary cost estimate in-
dicated that it would not be economically feasible to develop the exis-
ting "R-l-15,000" zone under '~-1-20,000" zoning and the balance of the
property under the existing "R-i-40,000" zoning and 4) on the basis of
recognized concepts, the proposal under the requested zoning was better
planning.
Dr. A. Ottenberg of Foothill Lane suggested that the transition from
'~-1-20,000" to "R-I-40,000" should be made within the boundaries of
the subject property if the.applicant felt that such a transition was
desirable.
After further discussion, Chairman Norton (at 7:57 P. M.) directed C-92
continued until the meeting on 13 December 1965.
C. C-93 - John B. Jessup, Big Basin Way - Request for Change of Zoning
from '~-M-4,000-X" (Multiple Residential) to '~-M-3,000 P-C"
(Multiple Residential Planned Community).- Continued from 8 No-
vember 1965
Commissioner Crisp advised 1) the Subdivision Committee had met with
the applicant 2) tentative plans had not yet been submitted and 3)
Mr. Jessup was now conferring with the State Highway Department with
regard to this proposed development.
Since there was nothing new in the file and no one present who wished
to comment with regard to this matter, Chairman Norton' 1) announced
that the public hearing would not be re-opened at this time and 2)
directed C-93 continued until the next regular meeting.

II. D. Ordinance NS-3.11 - Proposed Amendment to Ordinance NS-3 - Clarifying
certain definitions, Adding the definition of
'TEEPING", Clarifying sections relating to the
keeping of horses in residential districts, and
Adding sections relating to horses for riding les-
sons - Continued from 8 November 1965
The Secretary advised that Mr. Teerlink had requested that the meeting
between the Citizens Committee and the Subdivision Committee be defer~
red until after 15 December 1965, since he would be in court until that
time.
Since there was no one present who wished to comment with regard to
this matter and no further communications in the file, the public
hearing on Ordinance NS-3.11 was not re-opened at this time. Chairman
Norton directed same continued until the meeting on 27 December 1965
to allow adequate time for the joint meeting of the Subdivision Com-
mittee and the Citizens Committee.
The Chairman declared public hearings closed for the evening at 8:02 P. M.
III. SUBDIVISIONS AND BUILDING SITES
A. SD-592 - Western Hills Investment Company, Pierce Road - Subdivision - 26 Lots - Continued from 8 November 1965
Commissioner Crisp advised 1) site developmen~ plan~"W~re being pre-
pared 2) an extension of time for action on the tentative map had
been submitted and 3) it was the recommendation of the Subdivision
Committee that SD-592.be continued until the"'next regular meeting.
Chairman Norton so directed.
B. SDR-606 - John Bowep~ Canyon View Drive - BuildinM Si.~e Approval - 1 Lot
The applicant was present and, after discussion, expressed satisfaction
with the proposed conditions of approval.
Commissioner Crisp moved, seconded by Commissioner Kellum, that the
Building Site Committee Repor~ of 22 November 1965 relative to SDR-606,
John Bowen, be adopted and that the tentative map (Exhibit '~", filed
8 November 1965) be approved subject to the conditions set forth in
said report; motion carried unanimously.

III. C. SD-607 - pouKlas Hines{ Pierce Road - Subdivision - 5 Lots
Commissioner Crisp advised 1) the applicant had requested that this
application be continued until the meeting on 13 December 1965 and
2) it was the recommendation of the Subdivision Committee that this
request be granted.
Chairman Norton so directed.
D. SD-527 - Maxmr Investment Company, Walnut Avenue - Subdivision - 35 Lots
Chairman Norton briefly reviewed this application (which had been
approved previously) and called attention to the revised Subdivision
Committee Report relative same.
Commissioner Crisp explained that the revised report differed from
the original report in two respects, i.e., 1) the requirement for a
30-foot improvement on the main access street through the subdivision
had been found impractical because of the terrain so a 26-foot im-
provement was now being recommended and 2) a condition prohibiting
parking on this main access street had been added.
After discussion, Commissioner Crisp moved, seconded by Commissioner
McFall, that the revised Subdivision Committee Report of 22 November
1965 relative to SD-527, Maxmar Investment Company, be adopted and
that the tentative map (Exhibit '.~-1", filed 13 October 1964) be re-
approved in accordance with the final development plan (Exhibit '~",.
filed 13 October 1964) subject to the conditions set forth in said.
report; motion carried unanimously.
IV. DESIGN REVIEW '
V. CITY COUNCIL REPORT
Commissioner Kellumgave a report on discussion and action at the City
Council meeting on 17 November 1965, calling special attention to items
of particular interest to the Commission. After a discussion relative
to the Council's review of the General Plan, the Chairman suggested that
the Commission include in the next' report on the General Plan Review a
general statement pertaining to Planned Community Zoning.. Chairman Norton
then thanked Commissioner Kellum for a comprehensive and interesting re-
port on the Council meeting.

VI. NEW BUSINESS
VII. OLD BUSINESS
The Secretary called attention to ·a list of suggested revisions for the
Off-Street Parking Schedule which had been prepared for consideration
by the Design Review Committee.
After a brief discussion, Commissioner Cowley suggested 1) that this
matter be referred to the Design Review Committee for study 2) that the
Planning Director be requested to.·make a study and submit a report to
the Committee and 3) that the Committee then make a report to the Plan-
ning Commission.
Chairman Norton so directed.
VIII. COMMUNICATIONS ~'
A. WRITTEN
1. SDR-463 - Francis Minshall, Saratoga Avenue - Request for Extension
The Secretary 1) read a letter from Mr. Minshall requesting 'an
extension in connection with SDR-463 2) advised that a one-year
extension had been granted previously and 3) suggested that this
matter be continued until 'the next regular meeting and referred
to the Bui'lding Site Committee for study and a report.
Chairman Norton so directed.
2. SDR-461 - Dolores Hickman, Sobey Road - Request for Extension
The Secretary read a letter 'requesting an extension in connection
with SDR-461, and advised that a one-year extension had been
granted previously.
Commissioner Crisp suggested that this matter be continued' until
the meeting on 13 December· 1965 and referred to the Building Site
Committee for study and a report at that time.
Chairman Norton so directed.

of the Good Government Group, Mrs. Ottenberg of the League of Women
