Co~issioner Cowley moved, seconded by Comissioner Johnson, that
the readi~ of the minutes of :22 November 1965 be waived and that
the minutes be approved as distributed to the Co~ission; motion
carried unanimously.

Chaimn Norton declared public hearings open for the evening at 7:31 P.M.
A. C-87 - M.V.S.Co~any, Saratoga Avenue - Request for Change of Zoning
from "A" (Agricultural) to "R-M-4,000 P-C" (Multiple Residen-
tial Pla~ed Co~unity) - Continued from 22 November 1965
Since nothing further had been added to the file and there was no one
p~esent who wished to cogent ':further, the hearing on C-87 was not
re-opened at this t~e. Chaiman Norton directed s~e continued until
the next regular meeting.
B. C-92 - Col~bus-Founders Savings and Loan Association, Wardell Road -
Request for Change of Zoning from'R-l-15,000" and "R-I-40,000"

II. B. Q-92 - Columbus-Founders Savings and Loan Association
Commissioner Crisp advised that the Subdivision Committee had pre-
pared a report in connection ~ith C-92 but had no objection to hol-
ding the report and having th~ matter continued.
Aft&r a. brief discussion, Chairman Norton (7:33 P. M.), with concur-
rence of the Commission, directed C-92 continued until the meeting
on 27 December 1965.
C. C-93 - John B. Jessup, Big BaSin Way - Request for Change of Zoning
from '~-M-4,000-X" (Multiple Residential) to '~-M-3,000 P-C"
(Multiple Residential Planned Community) - Continued from
22 November 1965
The continued hearing on C-93.was re-opened at 7:34 P. M. The Se-
cretary advised that a communication had been received ·from the ap-
plicant, requesting that his application be amended to request
"R-M-4,000 P-C" zoning. The Commission granted this request.
In answer to a question from Mr. sam Hernandez, the Chairman ex-
plained that the application had been. amended since 1) the appli-
cant had abandoned plans to i~clude a motel in the proposed develop-
ment and 2) the motel had been the reason for the original request
for '~-M-3,000 P-C" zoning.
Mr. Jessup presented new plan~ which (he advised) were the outgrowth
of further study and discussions with·the Subdivision Committee. He
then reviewed these plans (which were similar in most respects to
those previously submitted) with the Commission.
During the discussion that followed, the Commission explained 1)
even though this development Was being proposed under a long-range
program, it would be necessary (because of the request for Planned
Community zoning) to submit complete plans for the entire develop-
ment at this time and 2) with Planning Commission approval, it
would be possible to make minor modifications at a later date. The
Commission warned Mr. Jessup, however, of the risk in submitting·
plans in which he expected to imake major changes when he was ready
to build.
When Mr. Jessup explained tha~ the architectural fees that would be
incurred in submitting complete plans for the entire development
would be prohibitive at this Time, the Commission advised 1) it
would be necessary for the Commission to have a reasonably accurate
General Plan for the entire a~ea before action could be taken on the
application and 2) the Ordinance was clear on this point.

tinued until the meeting on 27 December 1965.
D. Ordinance NS-3.11 - Proposed A~endment to Ordinance NS-3 - Clarify-
ing certain definitions, Adding the definition
of '~eeping", Clarifying sections relating to
the.keeping.of horses in residential districts,
and Adding sections relating to horses for riding
lessons -!Continued from 22 November 1965
Since 1) the proposed meeting between the Citizens Committee and the
Subdivision Committee had previously been deferred until after the
15th of December 2) there was no one present who wished to comment
with regard to this matter and 3) nothing further had been added to
the file, the public hearing 0n Ordinance NS-3.11 was not re-opened
at this time. Chairman Norton directed same continued until the next
regular meeting. '
E. Ordinance NS-3m Section 3.5 -[Proposed Amendment relative to Corridor
iLots
The public hearing on the proposed amendment to Section 3.5 of 0rdi-
nance NS-3 was opened at 8:22'P. M. The Secretary advised that a
Notice of Hearing had been published and there were no communications
on file. 'He then briefly reviewed this proposed amendment which would
prohibit corridor lots on cul-de-sac streets.
After discussion, Commissioner Crisp moved, seconded by Commissioner
Kellum, that the public he '~g be closed motion carried unanimously

and the Chairman declared the !hearing closed at 8:24 P. M.
Commissioner Crisp moved, sec6nded by Commissioner Cowley, that the
proposed amendment to Section'3.5 of Ordinance NS-3, which would pro-
hibit corridor lots on cul-de~sac streets, be approved by the Commis-
sion and forwarded to the City Council with the recommendation that
be enacted; motion carried unanimously.
F. Commercial Service Zone - Proposed Change in Existing Usesland~LAdd.itions

The informal hearing on this matter was opened at 8:25 P. M. The Secre-
tary advised that a Notice of :Hearing had been published and there were

There was no one in the audience who wished to comment with regard to

After discussion and further review of the Subdivision Con~nittee
Report submitted previously in connection with this matter, Commissioner
Crisp moved, seconded by Commissioner McFall, that the public hearing
be closed; motion carried unanimously and the hearing was closed at 8:29
Commissioner Crisp moved, seconded by Commissioner McFall, that the
Commission approve the Subdivision Committee Report of 8 November 1965
relative to the proposed change in existing uses in the Commercial Ser-
vice Zone and transmit same to the City Council for its acquiesence or
objection; motion carried unanimously.
G. UP-93 - George W. Day, Via Monte Drive - Request for Use Permit for
Model Home Sales OffiCe
The public hearing on UP-93 was opened at 8:30 P.M. The Secretary
advised that a Notice of Hearing had been mailed and there were no com-
munications on file. ;
Mr. Ed Kolstad was present to:represent the applicant but stated that
he had no comment at this time.
The Chairman read a Staff RepOrt recommending that the subject Use Per-
mit be granted.
Commissioner Crisp moved, secqnded by Commissioner Cowley, that the
public h~aring on UP-93 be closed; motion carried unanimously and the
hearing was closed at 7:32 P.!M.
Commissioner Kellummoved, seconded by Commissioner Crisp, that the
Staff Report of 13 December 1965 relative to UP-93 be approved and that
the Use Permit be granted for~a'cperiod of one year in accordance with
said report; motion carried u.nanimously.
H. UP-94 - Dr. Cross~ quito Hoad~- Request for Use Permit for Horse
The public hearing on UP-94 was opened at 8:34 P. M. The Secretary
advised that Notices of Hearing had been mailed and there were no writ-
ten communications on file. He then briefly reviewed this application.
There was no one in the audience who wished to comment with regard to
this matter. ~

II. H. UP-94 - Dr. Cross
Commissioner Crisp advised 1)I the Subdivision Committee had visited
the site and reviewed the subj;ect plans 2) the Committee had found
conditions satisfactory and ~) in view of.the foregoing and the ab-
sence of opposition to this application, it was the recommendation
of the Committee that the subjiect Use Permit be granted, subject to
compliance with Ordinance NS-3.
Commissioner Kellummoved,'seconded by Commissioner Crisp, that the
public hearing on UP-94 be closed; motion carried unanimously and the
hearing was closed at 8:36 P.
Commissioner Crisp moved, seconded by Commissioner Kellum, that UP-94,
application for Use Permit fo~ a horse, be granted subject to compli-
ance with Ordinance NS-3; motion carried unanimously.
I. V-265 - John Lyngso, Saratoga2Sunnyvale Road - Request for Variance
in connection with Rear Yard Setback Requirement
The public hearing on V-265 w~s opened at 8:37 P. M. The Secretary 1)
advised that Notices of Hearing had been mailed aD~ 2) read a communi-
cation signed by the Secretar~ of Calson Properties, Inc. opposing the
granting of this Variance.
Warren Held, architect, was p~esent to discuss this matter with the
Commission on behalf of the ap'.plicant.
After discussion, Chairman Norton (8:48 P. M.) referred V-265 to the
Variance Committee for study and directed same continued until the
meeting on 27 December 1965.
J. V-266 - Paul Masson, Saratoga Avenue - Request for Variance in connec-
tion with Front Yard Setback Requirement
The public hearing on V-266 was opened at 8:51P. M. The Secretary
advised that Notices of Hearihg had been mailed and read 1) appli-
cant's statement of reason and 2) communication filed by L. G. Wolf
of Montrose Avenue opposing the granting of this Variance..
Mr. Tom Leong, applicant's representative, was present to discuss this
matter with the Commission.
Mr. Harold Feltman of Montros~ Avenue discussed the proposed Variance
with the Commission and expressed fear that trucks would use the drive
off McFarland Avenue. :
At 9:03 P. M., Chairman Norton referred V-266, Paul Masson, to the
Variance Committee for study and directed same continued until the
next regular meeting.

A. SD-592 - Western Hills Investment Company, Pierce Road - Subdivision -
26 Lots - Continued from 22 November 1965
Commissioner Crisp advised 1i site development plans had not yet been
submitted in connection with SD-592 and 2) it was the recommendation
of the Committee that this matter be continued until the meetin~ on
27 December 1965.
Chairman Norton so directed. :
B. SD-607 - Douglas Hiness Pierce Road - Subdivision ~ 5 Lots - Continued
from 22 November 1965
Commissioner Crisp advised 1) the applicant had requested that this
application be continued until the next regular meeting and 2) it was
the recommendation of the Committee that this request be granted.
Chairman Norton so directed.
C. SDR-608 - Donald Kinkel~ E1 quito Way - Buildin~ Site ApRr~yal - 2 Lots
Commissioner Crisp advised 1) the Committee was undecided about the
requirement for underground utilities in connection with this property
2) an opinion had been requested from P.G.&E. and 3) it was the recom-
mendation of the Committee that this matter be continued until the
opinion had been received.
In view of the foregoing, Cha..irman Norton directed SDR-608 continued
until the next regular meeting.
D. SDR-609 - John Lyngso, Saratoga-Sunnyvale Road - Building Site Approval -
1 Lot :
Commissioner Crisp advised that V-265 had been filed in conjunction with
this applications and since nO action had been taken in connection with
the Variance, it was the recommendation of the Committee that SDR-609 be
continued until the meeting on 27 December 1965.

IV. DESIGN REVIEW ;
A. A-202 - Seers Candies, ProspeCt Avenue - Final Design Review - Identi-
fication Signs
Commissioner Cowley advised tllat the Committee had found both the
large identification sign and;the two smaller signs (to be placed on
the building) quite satisfactory.
It was moved by Commissioner ~owley and seconded by Commissioner John-
son that final design approva~ be granted in connection with A-202,
See's Candies, on the basis of Exhibit '~" of that file; motion carried
unanimously.
B. A-203 - Coldwell Banker, Scul!y Avenue - Final Design Review - Subdivi-
sion Homes - Tract No~ 3146
Commissioner Cowley advised i) the Design Review Committee had met
with the developer 2) the Committee.had made suggestions which the
developer had agreed to give further study and 3) it was the recom-
mendation of the Committee that this matter be continued until the next
regular meeting.
Chairman Norton so directed.
C. SS-43 - Saratoga Manor, Saratoga-Sunnyvale Road - Final Design Review -
Identification Sign
After discussions Commissioner Cowley moved, seconded by Commissioner
Johnson, that final design approval be granted SS-43, Saratoga Manor
· - Subdivision identification sign, for a period of one year, with the
usual provision that the approval could be renewed at that time if the
subdivision had not been compl..eted; motion carried unanimously.
V. CITY COUNCIL REPORT
ConFnissioner McFall suggested that perhaps a report on the last City Council
meeting was unnecessary since the:minutes had already been distributed
the Commission. The Comnission concurred with this suggestion.
Chairman Norton extended a welcome to Mrs. Owens and Mr. Fierce of the Good
Government Group and to Mrs. Oftenberg!of the League of Women Voters. He also
expressed appreciation for the coffee ~erved by Mrs. Owens at recess.

The Secretary read a proposed amendment to Subdivision Ordinance NS-5 re-
lating to ~ual access.
After discussion, Commissioner Crisp moved, seconded by Commissioner Kellum,
that the Commission recommend to the City Council that the proposed amend-
ment be enacted and that the Secretary be directed to transmit this recom-
mendation to the Council prior to:the meeting on 15 December 1965; motion
carried unanimously.

Commissioner Crisp moved, iseconded by Commissioner McFall, that an
extension of one year from the present date of expiration be granted
in connection with SDR-463, Francis Minshall; motion carried
unanimously.
2. SDR-461 - Dolores Hickman,i Sobey Road - Request for Extension - Con-
tinued from 22 November 1965
Commissioner Crisp moved,'~seconded by Commissioner McFa11, that an
extension of one year from the present date of expiration be granted
in connection with SDR-461, Dolores Hickman, and that the Commission
request that the Secretary recommend to the applicant that he give
serious consideration to ~nstalling underground utilitiesl motion
carried unanimously. :
3. SDR-532 - J. J. Port, Vfl. rde Vista Lane - Request for Extension
The Secretary read a letter requesting an extension of one year in
connection with SDR-532.
After discussion, Commissioner Crisp moved, seconded by Commissioner
Kellum, that an extension of one year from the present date of expira-
tion be granted in connection with SDR-532; motion carried unanimously.

VIII. B. ORAL
The Con~nission requested 1) that the lights in the parking lot be
turned on for the meetings 2) that the heat in the Council Chambers
be turned on ~pproximately two hours prior to the meetings and 3)
that the Secretary check the Status of the table ordered for the
Council Chambers.
IX. ADJOURNMENT
Chairman Norton declared the meeting adjourned at 9:40 P. M.
