The meeting was called to Order by Chairman' Norton at 7:30

B. MINLFfES
Commissioner Kellum moved, seconded by Commissioner Kasner, that the reading'
of the minutes of 12 September 1966 be waived and. that the minutes be approved
as distributed to the Commission; motion carried unanimously.
Chairman Norton, at this time, expressed pleasure at having Commissioner
McFall back from his extended trip to various parts of the world.
In view of the for=egoing, the following Committee changes were announced by the

A. DR. YOUNG - Informal Hearing on.Request that "Pet Clinic" be added to the
List of Uses Permitted in the Community Commercial (C-C) Zoning
., District (Village Area) - Continued from 12 September 1966
The infornml hearing, on Dr... Young and the requested Pet Clinic,'..~o~s resumed
at 7:40 P.M. The Secretary briefly reviewed this appiication and advised
1) a petition, with twelve signatures, had been filed in.opposition of the
Pet Clinic by the residents. of Brookwood Lane and 2) that information explain-
ing the decibel scale of sound intensities had been submitted by the architec=.
Dr. Young and his architect, Mr. Held, were present to discuss this matter with
the Commission. }'~. Heid explained the facts submitted in his report and stated
it was possible to use soundproofing .materials in the construction of this build-
ing that would bring the noise factor down to a whisper at four (4) feet.
John j. ~L~yes, Jr., attorney, was present to represent Mr. William L. Higgins
of Brookwood Lane and spoke in.O~'pOsi~.~6r~'~ of the proposed Pet Clinic.

Conn~issioner Kellum advised that the Subdivision Committee had not
reached a decision on the proposed Pet Clinic and re-affirmed his
opinion, after visiting other such Pet Clinics, that a clinic of
this type would be a credit to,the Village.
Dr. Young stated that he would like to invite'all of the Cormnissioners
to visit similar Pet Clinics in the area before making a final decision
on this matter.
In answer to Commis.sioner Crisp's inquiries the Secretary advised.~that
.Pet Clinics could b~·added to the list of Conditional Uses in a C-C
· zone if they met the findings as stated in Section 14 of Ordinance NS-3.
Dr. Young, in answer to'Chairman Norton's question, stated hez.'would be.
willing to change h~ application from a Permitted Use to a Conditional
Use.
Commissioner McFall requested that this matter be continued so he would
have an opportunity to make a further study. ."
· . After further discussion, Chairman Norton (7:55 P.M.) directed this matter
continued until the next regular meeting and referred same.to the Subdivi-
sion Co~mittee for study and a report at that time ..........

The continued hearing on C-98 was re-opened at 7:58 P.M. The Secretary"
briefly reviewed' this matter and'advised nothing further had been added·
to the file·
Mr. Renzel was present to discuss this matter with the Commission.
Con~issioner Crisp advised that no report had been prepared since he
had been the only Committee member present at the meeting with the applicant...

from "R-l-10,000" (Single Family Residential) to "C-N" (Neighborhood
Commercial) - Continued from 12 September 1966
The public hearing on C-99 was resumed at 8:02 P.M. The 'Secretary briefly
reviewed this application and read'the Staff RepOrt relative to C-99, recommend-'
ing to the City Council that this application be approved.
Mr. Menard, architect, was present to represent the applicant and to answer
any questions the Commission might want to ask.
Commissioner Crisp moved, seconded.by Commissioner Kellum that the public
· " hearing on C-99 be closed; motion carried unanimously and the hearing was
..' closed at 8:05 P.M.
Co~missioner Kellum moved, s~conded 'by Commissioner Crisp, that the Staff··
Report of 26 September 1966 relative to C-99, B. T. Galbe, be approved and
transmitted to the City Council as the recommendation of the Commission;
motion carried unanimously.
D. V-284 - W. Austin Ellmore, Canyon"'View Drive - Request for-Variance in
..'. Connection with Front Yard Setback Requirement - Continued from
12 September 1966
The public hearing on V-284 ~s re-opened at 8:06 P.M. The Secretary briefly
reviewed this matter and advised that nothing further had been added to the.

Jim Ellmore, architect, was present to represent his father, and stated that
he had no further comments at this time.
There was no one else in the aUdienCe wh'o wished to comment with regard' to
this matter.
Com~.nissioner Kasner read the report of the Variance Committee relative to
V-284, recommending approval of same.
Commissioner C~isp moved, seconded. by. Commissioner Kas~r, that~the hear-
ing on V-284 be'closed; motion carried unanimously and/~he hearing was
closed at 8:09 P.Mo
It ~s moved by Commissioner Kasner and seconded by COmmissioner Crisp that
the Variance Committee Report of 26 September 1966 relative to V-824, W.
Austin Ellmore, be approved and that the 'Variance be granted in accordance
with said report; motion carried unanimously.
E. V-285 - Joseph Sheredy, Cox Avenue - Request for Variance in Connection with Side Yard Setback Requirement - Continued from 12 September 1966
The continued hearing on V-285 was re-opened at 8:11 P.M. The Secretary
briefly reviewed this application and advised that nothing further 'had
been addad to the file.,
There ~s no one present to represent the applicant in this matter..
Commissioner Crisp advised that he and Commissioner Kasner had visited
the site but had.not prepared areport because 1) they wanted the other
members of the Commission to'visi. t the site and 2) they felt that the
entire building would be in Violation of the Ordinance should this z~
Variance be granted.
ConL~issioner Kasner stated 1) that by his interpretation of the Ordinance,
the second story could not be added without getting a Variance from 13 feet
to. i0 feet for both first and second. stories and 2) this might be.-worth
careful consideration since the problem may arise again in some of the old-
er homes'in Saratoga.
After discussion Chairman Norton (8:16 P.M.) directed V-285 continued until
the ne~t regular meeting and referred the matter to the Variance Committee..
for study and a repor. t at that time.
F. RETAIL SPECIALTY SHOPPING CENTER -'Informal Hearing on Proposal to Add
"Retail Specialty Shopping Center" to
the List of Conditional Uses for the
Commercial Service (C~S) Zoning District
.(SaratoSa-Sunnyvale Road)
The informal hearing on the Retail Specialty Shopping Center (proposed for the
C-S Zone) ~ms opened at 8:17 P.M. The Secretary, using a map ~ the C-S area,
pointed out 1) the location of this property and 2) explained that in order
to determine the reason for the lack of development in this area the City
Saratoga engaged Riches Research, Inc. of Los Altos, California to do a study.
The Secretary further explained that the report that was ultimately submitted
by the consultants indicated there is a need for more Retail Specialty Shops
in this area and suggested that all Permitted Uses be changed to Conditional
Uses thereby requiring a Use Permit for all. developmentsin this zone and
assuring aesthetic control.
Chairman Norton advised that since this is one of the entrances to saratoga
it would be wor'th~ile to give some consideration to a program for beautifi-
cation of this area.

II. F. RETAIL SPECIALTY SHOPPING CENTER
F~. Garcia, a property o~mer in the C-S Zone, and his representative,
~. William G- Clark, were.present to discuss this matter with the
Cornnission and stated that they would be willing to beautify this
entrance.
Messrs. McAlpine, Bush and 'B~idges were present to represent the
Saratog~ Chamber 0f Commerce and submitted a petition (and explained
in detail the reasons outlined in the petition) opposing the proposal
to add "Retail Specialty Shopping Center'! to the list of ConditionAl
Uses for the Commercial Service.(C-S) Zoning District as suggested in
the report submitted by Rich~s~ Research, Inc. ·
Mr. Co~e, present to represent Riches Research, Inc., in answer to an
inquiry from Mr. Mc Alpine stated that the'reason the Retail Sales '
figures quoted went only as far as.the year 196~ was because the~e
· were the latest available and that any more figures would not change
the basic conclusion. 'z
Mr. Frank Ziegel, 'president of the Northwest Home Owner's Association
was'present and after·jlreading the report submitted by Riches Research,'/7'i"'
Inc., stated that 1) theAssociation ~,~s in favor of the proposals the
report suggested and 2) he and the other residents liviBg adjacent to
this property felt. that since Mr. Garcia ha~ ~uch a large parcel in
this particular area it would be possible for him to develop it
nicely in conformity with the rest of the vicinity.
In answer to an inquiry from Commissioner Crisp, ~. Ziegel stated
that most of the residents of this' district did their shopping at ...'
the Westgate and West Valley Shopping Centers; therefore, a good ;
deal of .the purchasing dollar was leaving Saratoga. '

G. DR. OLIVER - Informal Hearing on Request that "Light Machine Shop" be
added to the List of Uses Permitted in the Commercial
Service (C-S) Zoning District (Saratoga-Sunnyvate Road)
The informal hearing on Dr. Otiver's request for an addition to the

briefly reviewed this matter and read a formal request,· submitted
applicant to add,"Light Machine'Shop"-to the List of Uses'Permitted

Dr. Oliver ~ms present and explained that a very sma~ shop' such as this
.would not be a real problem as far as.noise was concerned.

Chairm~n Norton explained that this 'type of business required a-Light
Industrial Zone and Saratoga had no such .zone.
