' ' After further discussion, Commission Crisp moved, seconded by Commissioner
...f McFall, that the Commission approve the report of the Planning Director;
motion carried unanimously.

II. B. UP-115 - Bob Berry, Sobey Road - Request for Use Permit for the Keeping.
of One (1) Horse - Continued from 12 December 1966
The continued hearing on UP-115 was resumed at 7:50 P.M. The Secretary
briefly reviewed this request and then read the Staff Report that
1) recommended approval of UP-115 and 2) noted a statement from the
" Subdivision Committee emphasizing their reluctance to grant this Use '.:

matter.

., Commissioner McFall moved, seconded by Commissioner Crisp, that the
Staff Report of 27 December 1966 relative to UP-115 be approved and

The continued hearing on UP-118 was re-opened at 7:56 P.M. The Secretary

"' Mr. McKinney was present to discuss this with the Commission and stated

..,i" Chairman Johnson called for a vote on Commissioner McFall's motion with

Request for Use Permit for Junior College Campus - Continued
from 12 December 1966

" ~ briefly reviewed this application and advised that nothing further

" }~. Arnold, representative for the West Valley junior College, was

.."" Commissioner Crisp advised that an appointment had been ma~e with
the representatives of the West Valley Junior College for 3 January "

-, ... ,.. The applicant, Dr. Abrams, was present and explained that 1) total care
facilities would be provided for retired people who desired to use them
.. and 2) this development would, also, provide accomodations for people

The applicant further explained that 1) any elevation of two stories
· , "' would be moved away from the view of the people who were objecting
· . ' 2) total care facilities would be moved toward the Medical Village area
:' 3) density would be adequately controlled by the Planning Commission.

, continued uneil the next regular meeting and referred same to the Sub-
division Committee for study and a report at that time. :

..'-...- tion with Required Rear Yard Coverage Limitation
' .. The public hearing on V-287 was opened at 8:27 P.M. The Secretary advised
that Notices of Hearing had been mailed and read a statement of reason
.. submitted by the applicant.

variance.

meeting and referred same to the Variance Committee for study and a:.'

" II. G. GENERAL PLAN A}tENDMENT - Proposal to incorporate proposed Village
Parking Plan as element of Village Develop-
merit Plan Section of General Plan
The public hearing on this matter was opened at 8:31 P.M. The
Secretary advised that a Notice of Hearing had been published
"~" : ' and then thoroughly reviewed the purposes of this proposed
amendment which includes primarily adequate parking facilities
-, for the customer and employee and good traffic circulation.
Mr. & Mrs. Wilbur Worden, Big Basin Way, were present and
", spoke in opposition to this proposed Village Parking District
being incorporated as an addendum to the Village Development
." Plan Section of the General Plan since they felt anything of
this nature should be taken into consideration at the time of
' the major review of the General Plan. The Wordens~ further
: '.. stated that a proposed assessment district to implement this
,'-'. same parking plan was turned down by the majority of property
. owners in the village area.
Corm~issioner Crisp explained that extensive study of the General
I.., Plan was now in progress and that it was not done before due to
the indefinite plans of the West Valley Junior College.
· ~ .. '... '... Mr. Borden Melton, Brookglen Drive, was present to say he was not
' · against a parking plan for the village but opposed this plan and '-
'.' ~ .-..'. agreed with the Wordens. that this subject should be considered at
" the time of the major review of the General Plan.

There was no one present to represent the applicant, but the Secretary ,
advised that the applicant was aware of the proposed conditions.

McFall, that the Building Site Committee Report of 12 December 1966

Commissioner Crisp stated that the conditions of approval for this

Commissioner Crisp advised that the Committee was not yet prepared

VII. C. SDR-665 - Westhope United Presbyterian Church, Saratoga Avenue -
Request for Exception in connection with Underground
Utility Requirement - Continued from 12 December 1966
Commissioner Crisp explained that the Committee had met with the
'."" applicant's representative and representatives of P G & E to try
.. to work out a feasible solution for underground utilities for the
present and. also for the future development of both the Westhope
United Presbyterian Church and the Prince of Peace Lutheran Church.
: Commissioner Crisp further explained that .:.: this solution is to be
