I. ROUTINE ORGANIZATION
· A. ROLL CALL
Present: Commissioners Crisp, Johnson, McFall, NortQn, and Smith.
Absent: Commissioners Kasner and O'Rorke.
B. MINUTES
CommissionEr McFall moved, seconded by Commissioner Crisp, that the
reading of the minutes of the 14 August 1967 n~eeting be waived and that
they be approved as distributed to the Commission subject to the following
change:
page 11. .paragraph 4. .line .4. .add "subject to the conditions
stated in said report".
C. ACTING SECRETARY
In view of the absence of Mr. Stanl'ey Walker, Planning Commission Secretary,
Mr. Gary A. Bonfiglio, Assistant Planner, was appointed to act as Acting
Secretary for this meeting.
II. PUBLIC HEARINGS
A. C-104 - Roy ·Kosich, Saratoga Avenue and Radoyka Drive - Request for Change
of Zoning from "R-I'-10,000" (Single Family Residential) to "C-N"
(Neighborhood Commercial) and from "R-I-i0,000" (Single Family Resi-
dential) to "R-M-4,000" (Multi-Family Residential) - Continued from
14 August 1967
Chairman Norton re-opened the public hearing on C-104 at 7:36 P.M. The Acting
Secretary stated there was nothing new in the file and then briefly reviewed
this application.
Commissioner Johnson read the report of the General Plan Corm~ittee reco~anending
that 1) the Change of Zoning for this property be held in abeyance for the
present 2) if finally rezoned "R-M" it should be on the basis of only high
quality apartments and 3) C-104 be taken off the agenda for six (6) months
..' ...... (to protect the interest.of the applicant) or until such time as action on
.......... the General Plan will have crystallized to the extent as to justify final
action on this application.
Chairman Norton advised it ~as unnecessary to forward this report to the
City Council since it was 'only a recommendation for continuance.
In answer to a ·question from Mr.. WeS Kosich,'Chairman Norton replied that
1) the apartment use was acceptab].e (according to the Planning Consultant)
but the partial Commercial use is considered undesirable for this area 2) this
Change of Zoning will most likely be included in the General Plan which should
be·completed in about six (6) months.
Roy Kosich stated he wondered where this decision left the parcel· which was
originally designated for Commercial ~se.

II. A. C-104 - Continued
Chairman Norton explained that 1) he was not able to answer this inquiry
since a decision had been made only on the parcel designated for apartments'
2) this matter will be discussed at the public hearing for the General Plan
Review and 3) some plans (inexpensive and non-extensive) could be drawn.and
made available for observation.
Commissioner Johnson advised that the recorm~endation for continuance eliminates
the necessity of refiling by the applicant.
Chairman Norton, in answer to an inquiry from a representative of the Saratoga
Park Woods Homeowner's Association, stated that no action, relative to C-I04,
would be taken at this meeting and then closed the hearing (7:48 P.M.) for
the evening.
Commissioner johnson moved, seconded by Commissioner Smith, that the General .......
P!a~ Committee Report of 28 August 1967 be adopted and that this application
be removed from the agenda for six (6) months or until such time as action
on the General Plan is crystallized to such an extent as to justify final
action on this application; motion carried unanimously.
B. V-302 - Itsuo Uenaka, Via Madronas Court - Request for Variance in Connection
with Side Yard Setback Requirements - Continued from 14 August 1967
The continued hearing on'V-302 was resumed at 7:49 P.M. The Acting Secretary
stated there was nothing new in the file.
The applicant was present but offered no further comments.
No one in the audience wished to comment.
Commissioner Crisp read the report of the Variance Committee recommending
denial of the Variance.
After discussion, Commissioner Crisp moved, seconded by Commissioner Johnson,
that the public hearing on V-302 be closed; motion carried unanimously and
the hearing was closed at 7:52 P.M.
Commissioner Crisp moved, seconded by Commissioner Johnson, that the Variance
Committee Report of 28 August 1967, relative to V-302, be approved and that
the Variance be denied in accordance with said report; motion carried unani-
mously.
C. V-303 - Dick L. Chappell, Howen Drive - Request for Variance in Connection
with Rear Yard Setback Requirements - Continued from 14 AuSust 1967
Chairman Norton resumed the'public hearing on V-303 at 7:53 P.M. The Secretary
read a petition with fifty-one (51) signatures filed in opposition to this
Variance.
The applicant was not present.
Admiral Joseph Connol!y, representing 'the opinion of General john E. Mc~hon
in addition to his own, stated that the lots on Beaumont Avenue that back up
to the lots referred to were developed as tract homes when the City of Saratoga
was part of the County 2) it would be an imposition on the residents of
Beaumont if this Variance were granted and 3) the density would be increased
if a larger home were permitted on this narrow lot.

II. C. V-303 - Continued
Elizabeth Constance, resident of the area, stated that she and her husband
resided in the house directly to the rear of the Chappeli's and would be
most affected by the proposed Variance since it would decrease the value
of their property and deprive them of some of their privacy. ·
A resident of the area stated that 1) half his property was directly to
the rear of the applicant's and 2) he was opposed to the proposed Variance.
Commissioner Crisp read the repor~ of the Variance Committee recommending
denial of V-303.
At 8:07 P.M. Commissioner johnson moved, seconded by Commissioner Smith,
that the public hearing on this matter be closed; motion carried unanimously.
It was mo:ved by Commissioner Crisp, seconded by Commissioner Johnson, that
the Variance Committee Report Of 28 August 1967, in connection with V-303,
be adopted and that the Variance be denied since the findings required by
Section 17.6 of Ordinance NS-3 cannot be made; motion carried unanimously.
D. I/P-136 - B. T. Galeb, Saratoga-Sunnyvale Road and Seagull ~y - Request for
Use Permit to Operate a Permanent Indoor and Temporary Outdoor
Theater - Continued from 14 AuSust 1967
The public hearing on UP-136 was opened at 8:02 P.M. The Acting Secretary stated
there was nothing new in the file.
Mr. Ted Galeb was present, but stated he had no further·co~nents.
Commissioner McFall read the report of the Subdivision Committee dated
28 August 1967 recommending, with concurrence of the Planning Director,
that a conditional Use Permit be granted for a permanent indoor theater
and a temporary outdoor theater subject to the conditions set forth in
Commissioner Crisp recommended that the last sentence on page 3.
Item 5. . .of the Subdivision Committee Report be included in the
subject report as a separate paragraph (item 6).
It was moved by Commissioner McFall, seconded by·Commissioner Smith,·
and carried unanimously to close the public hearing on UP-136 at 8:09 P.M.
Commissioner McFall moved, seconded by Commissioner Johnson, that the Sub-
division Committee Report of 28 August 1967, relative to UP-136, be adopted,
as amended, and that the Use Permit be granted subject to the conditions
stated in the subject report; motion carried unanimously
E. UP-137 - West Valley United Church of Christ, Quito Road - Request for Use
Permit for Church Building - Continued from 14 August 1967
Commissioner·McFall advised that 1) the Subdivision Committee met with the
representatives of the West Valley United Church of Christ and informed them
that revisions in their plans were necessary and 2) a continuance of this
matter to September 25, 1967 is recommended since th& applicant's architect
requested further tirae to comply.with the suggested revisions.
In view of the foregoing, Chairman Norton did not open the public hearing
on this matter and directed aame continued to 25 September 1967.

ii. F. ORDINANCE NO. NS-3.12 Proposed Amendment to Ordinance No. NS-3
!lelatin~.~ to the Keeping of Hors<::s
The Chairman opened the public hearing at 8:13 'P.~i. The Acting Secretary
stated that the Notices of Hearing had been publisheci and that nothing
new had been added to the file.
Chairman Norton directed that it be noted in the minutes that hearings
relative to this Ordinance were held prior to this meeting.
Mr. Nielsen, attorney for the Castle Rock Horsem-.-qn's Association, stated
that !) at the hearing in October, 1966 this matter was referred for
further action 2) a work session was held and members of the Castle
Rock Horseman's Association participated 3) at that time it was under-
stood that
a) there would be opportunities to submit written
proposals as well as oral ones prior to public hearing and
b) they (Castle Rock Horseman's Association) would be allowed
to work with a Comn~.ittee to help draft the Horse Ordinance
by way of further study session or perhaps private sessions
4) as it ·turned out the final-draft wa's re'ceiVed without further notice and
we' read, in the pap:?r, that a public hearing had been set and 5) due to
other activities (Saratoga. Festival and Hozse Show) that have demanded
so much of our time of late we have been unable to study the final draft.
He then requested that this mat'ter be continued until some tithe in October.
Chairman Norton stated that this continuance would be satisfactory since in
the end the result would be a better Ordinance.
Mr. Heber Teerlink, attorney, was present and stated that 1) he did not
object to th~ proposed continuance but did feel that since the City has
been proposing this Ordinance for sometime some action should be taken
2) he would like to meet with the Subdivision Committee to discuss minor
but important questions 3) the Committee has done a good job with :the
Ordinance but there are two (2) or three (3) legal matters he would like
to discuss.
After discussion, Chairman Norton 1) closed the public· hearing'~for'~the
evening at 8:24 P.M..2), directed that Ordinance No. NS-3.12 be continued
to the meeting of 23 October 1967 and 3) stated that it would not be
necessary to re-publish a Notice of Public Hearing relative to this matter.
G. ORDINANCE NO. NS-3.13 - Proposed Amendment to Qrdinance No.NS-3 Relating to
the Keeping of Certain Birds and Small l~r~.~nals as
Pets in "R" Districts
The public hearing on this matter was opened at 8i26 P.M. The Acting."Secretary
stated that a Notice of Hearing had been published.
Commissioner McFall advised that this matter was placed on the 'a'genda by the
Planning Director on the advice of "the City Attorney and is a matter that had
at. one time been referred to the General Plan Committee.
Con~missioner Johnson reported that the General Plan Committee was not prepared
to make a report at this time.
Clara McClure, local resident, was present and 1)'. inquired if there was an
ordinance requiring dogs to·be ].eased and 2) stated that her dog was
· always.on a leash but was always under her control.

II. G. ORDINANCE NO. NS-3.13 - Continued
Chair~,-~n Norton e:-~p].ained that the subject Ordinance i) does not
stipulate that dogs have to be leashed and only states the number of
dogs permitted.and 2) is attempting to make the k~-eping of domestic
pets permissab!e.
>h-.. Edwin Pohle, resident on Oak Place, was present and stated that
!) he was opposed to this Ordinance since, he felt, it would increase the
volume of animzls which were too numerous a!~aa~y 2-) he has been in SaratoRe
for twenty-four (24) years and is concerned about the invasion of-.priva'cy caUsed,.by
.some ani~is 3) Sarato~a is no longer prin~rily a rural area; therefore,'
additional ani~is would cause problems 4) it would be difficult to keep
rabbits do,>~ to three 5) his acre and a' half is over-run with homeless cats
and they have caused the birds, c;uail and squirrels to leave the property
6) he cannot shoot all the cats and dogs roaming his property and inquired
if the City had a method removing them.
Chairm~n Norton explained that the City did not have the facilities to
accomplish the task of removing free running animals.
A lady in the audience suggested inoculation of animals and cooperation
between the City and the Humane Society for the control of surplus ani~is.
~. Pohle, i) played a :tape'drecording of some >~caw birds located ne}ct
door to his home =on Oak Place and claimed there were disturbing the peace
in the neighborhood at all hours 2) commented about tramp dogs ~hom~less dogs
and those permitted to run loose by their o~ers) committing nuisances on his
property late at night, tipping his garbage cans, jumping fences, and howling
3) relayed an experiencd with his expensive dog and a tramp dog that resulted
in an expensive operation for his dog and 4) suggested that the City check
with the Hu~ne Society to see how m~ny anix~ls are put away each month.
The lady in the audience requested that before the rules become too strict
it be kept in 'mind that Saratoga is a rural comm~nity~
Chairman Norton answered that whil'e Saratoga is rural - some areas are more
rural than others.
After further discussion, Chairutah Norton closed the public hearing at 9:00
P.M. and directed that this ~tter be continued indefinitely and referred
same to the General Plan Committee for study. He further directed that a
new Notice be published at the time this is ready for further public hearing.
H. UP-138 - Clinton Lindseth, Vessing Road - Request for Use Permit for the
KeeDin~ of One (1) Horse
Public hearing was opened at 9:05 P.M. The Secretary stated that Notices of
Hearing' had been ~iled and then briefly reviewed this application.
The applicant was present and explained the enclosure that would be provided
for the horse.
After discussion, Chair~n Norton (9:12 P.M.) closed the public hearing for the
evening, continued it to the ne}:t regular meeting and referred same to the Sub-
division Cormnittee for study~
Commissioner Crisp arragned for an appointment with the applicant for 2 September
].967 for an on-site inspection by the Subdivision Committee.

RECESS AND RECONVENE
III. BUILDING SITES AN~ SUBDIVISIONS
A. SDR-703 - H. H. Sinclair, Saratoga Hills Road - Building Site Approval -
2 Lots - Continued from 14 August 1967
Commissioner McFall recommended that this matter be continued to allow
the applicant .time to submit nex~ plans and to resolve problems relative
to .Health Department requirements.
Chairman Norton so directed.
B. SDR-709 - Oliver W. Buehner, Allendale Avenue - B~ilding Site Approval -
1 Lot - Continued from 14 AuSust 1967
Commissioner McFall advised that the Subdivision Committee met with the
applicant and explained to him wlny the requested street improvements were
necessary.
~. Buehner was present and stated that 1) after meeting with the Sub-
division Comanittee he consulted a contractor about the figures quoted
him for the street improvements and found that ~ would cost almost double
the amount quoted 2) this amount is extreme for one building site.3) he
felt he was being discriminated against just because he has seven (7) acre's
and 4) if he were sub-dividing. all seven (7) lots some of the.cost could
be passed on to the buyers.
Chairman Norton 1) suggested that M~. Buehner meet again with the Sub-
division Corm~ittee, Planning Director and Public Works Director to dis-
cuss the cost of these improvements and 2) informed the applicant that
he could accept the conditions subject to .the understanding that he could
request reconsideration of condition "C" and part of "D".
Commissioner McFall stated that in view of what the applicant found out
about the cost of these improvements and since they vary so greatly from
the figures quoted by the Director of Public Works it will be necessary
for the Subdivision Committee to meet with the applicant and the contractor
that M~. Buehner consulted to determine the reason for the difference in
the figures.
After discussion, the applicant agreed to accep[ the 'proposed conditions
of approval subject to the understanding t'hat he can request modificiation
of condition "C" and part of "D" at a later time.
Commissioner McFall moved, seconded by Commissioner Crisp, that the Build-
ing Site Committee Report of 28 August 1967 relative to SDR-709 be adopted
and that the tentative map (Exhibit "A", filed 24 July 1967) be approved
subject to the conditions set forth in said report; motion carried unani-
mously.
Ci SDR-710 - B. T. Galeb, Seagull ~y - Building Site Approval 1 Lot
Continued from 14 August 1967
Commissioner McFall 1) recommended that this matter be continued since a
Variance is required before this building site can be approved and 2) stated
that an extension of time has been requested from the applicant.
In view of the foregoing, Chairman Norton directed this matter continued to
the next regular meeting.

III. D. SDR-712 - Jerry Jordan, MichaelS Drive - Building Site Approval - 2 Lots
Continued from 14 Au~ust 1967
Con~missioner McFall 1) advised that the Subdivision Committee had been
prepared to make a reco~,~nnendation prior to the problem ~eiative to the
corridor leading to the Stathkis property coming off the end of the cul-
de-sac) being revealed 2) stated that it is now necessary for the appli-
cant to submit a revised plan and 3) recom~ended a continuance of this
matter.
The applicant was present and stated that he had discussed this .matter
with the Committee previously and had already submitted several plans.
Chairman Norton directed 1) the applicant to meet and discuss this
matter with the Subdivision Committee since a recon~endation could not
be made on the basis of the plans available and 2) directed this matter
continued to the next regular meeting.
E. SDR-713 ~ Walter E. Hileman, Peach Hill Road - Building Site Approval -
1 Lot - Continued from 14 AuSust 1967
The applicant was not present.
Commissioner McFall moved, seconded by Commissioner Smith-, that the
Building Site Co~anittee Report of 28 August 1967 relative to SDR-713
be adopted and that the tentative map (Exhibit "A", filed 4 August
1967) be approved in accordance with the site development=plan
(Exhibit "B", filed 4 August 1967) subject to the conditions set
forth in 'said report; ~otion carried unanimously.
F.SDR-714 - Ben H. Smith~ Pierce Road - Buildin~ Site Approval - 4 Lots
The applicant was not present.
After discussion, Commissioner McFa!l moved, seconded by Con~n~issio.ner._'
Crisp, that the Building Site Committee Report of 28 August 1967 relative
to'SDR-714 be adopted and that the tentative n~p (Exhibit "A", filed
16 August 1967) be approved in accordance with the site development plan
(Exhibit "B", filed 16 August. 1967) subject to the conditions set forth
in said report; motion carried unanimously.
G. SDR-715 - james Hensen, Pierce Road - BuildinS Site Approval - 1 Lot
The applicant was present and stated that 1) he did not feel Condition II-G
was necessary since no access road was involved 2) the access road shox.m
is. an abandoned road 3) the problem referred to in the Note included in
the Building Site Committee Report of 28 August 1967 has been resolved.
Co~nissioner McFall explained that appro+al of SDR-715 would have to be
postponed until the access to the property could be shown.
Chairman Norton suggested that in lieu of Condition II-G, the following
be inserted:
'~G. "Construct driveway approach according to City Standard."
After discussion, Commissioner McFall moved, seconded by Co~-nnissioner
Smith, that the Building Site Conmaittee Report of 28 August 1967 rela-
tive to SDR-715 be adopted, as amended, and that the tentative map
(E}=hibit '~", filed 17 August 1967) be. approved subject to the conditions
set forth in said report; motion carried unanimously.

IV. DESIGN REVIEW
A. A-264 - George Britt,' Saratoga-Sunnyvaie Road.- Final Design Review -
identification Sign - Continued from 14 August 1967
Con~issioner Smith stated that the Design Review Connmittee raet but were
unable to find any provision in the ordinance that permits an establish-
ment more than 40 square feet of sign area. Since ti~e applicant applied
for two signs, each approximately 40 square feet, it is necessary for
him to decide which sign he would like to apply for (the identification
sign on the building or the pylon sign). Also, there is the problem of
providing sign area for the other potential tenants.
Mr. Ted Davis, representing the applicant, advised there is a stipulation
in the lease stating the owner of the property will not allo~.z any other
tenants advertising on the pylon sign; therefore, requested approval of
the pylon sign and further requested some. consideration for some advertising
for the front of the store.
~e acting Secretary explained thaf 'this type of sign is not mentioned in
the Ordiance, specifically, but that this type of sign has been pemitted
previously depending on the lineal frontage as for example, The Big Tree
Shopping Center.
Commissioner McFall stated that he was a member of the Design Review Com-
mittee at the time the Big Tree sign Was granted and then explained it was
agreed at that time that this x.zas a special situation with the big Payless
sign right across the street and a special dispensation was granted but it
was understood at the time that it was not to set a presedent for other areas.
Co~issioner Crisp infomed that a Variance was granted because of this
special situation.
After discussion, Co~issioner Smith. moved, seconded by Conmissione~ Johnson,
that Final DeSign Review be granted in connection with A-264 only for the pylon
free-standing sign, Sign A, as shown on Exhibit "A" and denial of the single-
face sign as sho~ on Sign B on Exhibit "A"; motion carried unanimously.
V. CI~ COUNCIL REPORT
Chairman Norton stated that the minutes of the last City Council meeting had
been distributed and then gave a brief report on items of particular interest.
VI. NEW BUSINESS
A. SDR-70i - George R. Thayer, Pierce Road - Request for Modification of
Conditions - Continued from 14 AuSust 1967
Co~issioner McFall advised that the Subdivision Comnittee met .L with the
applicant and then recommended that this matter be continued to allow time
to work out problems relative to dedication and improvement of right-of-way
road (Cocciardi Quarry Road).
In view of the foregoing, Chai~an Norton directed this .matter continued to
the next regular meeting.

VI. B. PAUL I.YASSON VINEYARDS - Saratoi~a Avenue - Request for Directional Signs
Conm~issioner Smith reported that 1) the Design Review Com~nittee met to
review these signs 2) it was decided to obtain a policy opinion of the
~ a rkwa ~
entire Conm~ission relative to signs to be located on ~he I y or median
strip 3) these signs could possibly be construed as service signs and
4) . people driving in the wrong lane for proper turn cannot see the existing
signs until it is too late to change lanes safely.
~e Acti~ Secretary briefly explained the signs shown on the exhibits sub-
mitted.
After discussion, it was the consensus of the Co~ission that signs in the
median strip were not desired except in '[he case of public service signs.
Permission to encroach on median strips must come from the City Council.
OLD BUSINZSS
A. P~<ING DISI~IlCT N0. 1 - Review of Proposed Plans - Continued from 14 August 1967
Con~missioner Smith inquired if in matteen:such as this (where the City Council
has granted approval) should it be reviewed by the Commission and corments
offered to the City Council or should t.'~ty sponsored projects be dealt with
just the same as any other? He then advised that it was found by the Design
Review Co~ittee, after reviewing the exhibits relative to this m~tter, that
1) these parking spaces do not confom to the Ordinance 2) in lot "B", the
entrance to the future parking is not of sufficient width 3) no loading
berths are indicated 4) details of calculations are not provided on the
exhibits 5) bumper strips are not indicated 6) no identification or direc-
riohal signs are shown. tie then stated that the missing data was required
before the Design Review Committee could make a recommendation.
~e Acti~ Secretary stated that after discussing this matter with Mr. Start
Walker (Planning Comission Secretary) he understood that since a Municipal
Assessment District was involved, a slight deviation from the Ordinance was
allowed relative to reducing the size of the parking spaces in order to
accomodate more cars.
Co~issioner Johnson questioned whether the wora "improve'' should be changed
to co par in Paragraph 2. .' .line 4. .of the Staff Report of 28 August
1967 relative to the Parking Assessment District..
Chairman Norton advised' that 1) due to insufficient information and since
the City Council has already approved the plan, the Planning Conmission would
not rake a recomendation at this time and 2) if a recomendation from the
Planning Commission is required, it could be realized after a request from
the City Council.
B. A. J. Cristal!o, Saratoga-Sunn)~ale Road - Request to Use Old Saddle Shop for Artist Studio - Continued from 14 August 1967
· Comissioner Smith read the Subdivision Comittee report of 28 August 1967
recomending that this 'request be denied.
Chaiman Norton inquired if it was established that this building was to be
removed from the property.
rae Acting Secretary answered that it was not inc%uded as part of the con-
ditions listed in file C-80.
Commissioner McFall moved, secondea by Comissioner Crisp, that the Subdivision
CoF~ittee Report of 28 August 1967 be adopted and the subject request"be denied
in accordance with said report; motion carried unanimously.

VII. B. A. J. Cristallq, Saratoga-Sunnyvale Road - Request to Use Old Saddle
Shop for Artist Studio - Continued from 14 August 1967
Connnissioner Smith directed the Co_~anission's attention to i) Section 15.7
of Ordinance NS-3 which states that non-use of a structure for continuous
period of 90 days shall be presumed an'abandonment and 2) Section 15.9
which lists the types of non-conforming uses which can be removed from
their. sites.
Chairman Norton 1) stated that the abandomn~ent Section 15.7 does apply
to this situation and since it has not been used for ninety days, it can-
not again be used for the same business (Saddle Shop) and 2) directed
the Plan~ing Director to discuss this with .the Building Inspector to see
what action could be taken to have the building removed.
C. A-146 - Corinthian Studios,-Saratoga-Los Gatos Road - Final Design Review--
Sales and StoraEe Building
Co~nissioner Smith stated that the Design Review Connnittee met with the
applicant's attorney, Dorothy Webb. Because of the changes in design
(between preliminary approval granted in 1964 and the requested final in
1967) relating mainly to parking, the applicant's representative requested
this matter be removed from the agenda to allow the applicant time to work
out problems relative to the matter.

Commissioner Smith stated that 1) the Design Review Committee met with the
applicant to discuss means by x~fch the proposed design might be altered
to satisfactorily join the three (3) proposed structures 2) the alterations
involved the use of a continuous roof line appearance and 3) recon~mended
that A-250 be continued since the applicant had requested more time to
consult with his architect.
Chairman Norton directed that A-250 be removed from 'the ageride until such
time as the applicant re-instates same.

The Secretary read a" letter received from ~. Nick Vukasovich,
Kosich Properties, requesting that Banks and Stock Brokerages
be added to the list of Permitted Uses under the C-S (Commercial
Service) Zoning District.
After discussion, Chairman Norton directed that 1) the Secretary'
schedule an Inform~l Hearing 2) a notice be published in the pap<~r
and 3) the matter be referred to the Subdivision Com~ittee for study.

Chairman Norton acknowledged, :with pleasure, [he presence of Councilman
Burry, Mrs. Ottenberg of the League of Women Voters, Mrs. Stark .and Mr.
Bird~ley of the Good Govermment'Group. He, also, expressed appreciation
to Mrs. Stark for the coffee served at recess.
