'Chairnkn. n ·Norton asked what r~rticular' advantage would be gained by
Saratoga through the annexation .of 'Westbrook.
Mr. Thurner answered the 'only 0utstan~ing gain would be the addition
of 92 families to the Saratoga' community. '."
· Mr. Shelley williams, Saratoga'Realtor as well as Saratoga property
.'ox~er and .a resident of Westbrook, stated~ that 1) he =purchased his'
home prior to the incorporation 0f the City of Saratoga at about 'the
same t~e as the neighboring areas in Saratoga· were being developed··
'2) the residents of Westbrook ·have maintained their proper~y beauti-
'fully, fought co~nercial zoning proposed by San Jose, .fo~nned a West-·
brook Teen Club participated in·the Prospect Road Beautification
Project, provided leadership in many church and school groups~' thereby
integrating their beliefs with. those of their Saratoga neighbors
3) 'the Prospect· line does· seem like a 'straight and logical boundary·
· line for Saratoga but the.people 'in Westbrook hope this line can be
moved since the United ·States did.move ·their boundaries to' a~ex ·Alaska
and Hawaii 4) there' will be no cost i'nvolved in annexing Westbrook
and if it is annexed, it will ~ring about $~,000 a year into the City
and. the residents of this area· believe in paying their own way.
Chai~n Norton stated he did not think it. would be a 'questiOn of cost,:
but rather if this annexation would be good for the city.·. He .then
quired .if any County areas· adjoining this pr6perty may 'ask to be annexed
if the. subject·area is annexed~
Mr..Williams explained that in this ·general areaS. there ~.~er'e only some
very small areas 'of County·property. He further exp.!ained. that the .'
residents of Westbrook are intertwined with their Saratoga neighbors
.for the .following'.reasons: 1) ~ low density 2) rural. atmosphere
'3) · interest in music 4) . ~ture adult leadership .aM 5) . comon in-
terest in public and official ·affairs. He then requeated the Planning
Co~nissiOn to consider seriously and favorably the annexation ..of West~
brook·so that the comunities can..go forward with ·their c~on interestS.'
At'the request of' Chairman N0rton~ approximately seventy (70) people
stood to. show they were in favor of the proposed a'~e:.~ation.
. Mr.' Tom .Ha~en~ newly elected· p~esident of the Blue.. Hills Home· ~ners
· Association, stated that his organization fully .supported. the annexation
· of the Westbrook area.
}ir.' 'DaVid 'Shaw, representing the North West Saratoga Home ~ners Association,
· stated that they had much in coma~on with the. people from Westbrook and are'
. in s~pathy. with their prOpOsal and will support .'it as long as there were
no other 'reasonable· objections other than· the Prospect Road line.
Mr. Bud Beaudoin, local realtor. and resident, stated tha't 1) ..he has
always been very interested in the Westbrook area and would like to go'
on record as saying this anne~<ation"Would be very good for Saratoga
· .2) as a citizen of Saratoga~ he'would bd .very proud to have Westbrook
added to .the City 3) .. he hoped the Prospect Road line· itself will not'
