I. ROUTINE ORGANIZATION
The meeting was called to order by Chairman Lively at 7:30 P.M.
A. ROLL CALL
P~esent: Commissioners Fagan, Kraus, Lively, Marshall, Martin,
and Smith.
Absent: Con~nissioner Metcalf.
B. MINUTES
Commissioner Smith moved, seconded by Commissioner Marshall~ that the
reading of the minutes of 12 April 1971 meeting be waived and they be
approved as distributed-with the following change:

motion carried unanimously.
II. PUBLIC HEARINGS
A. ANNUAL GENERAL PLAN REVIEW FOR 1971 - Continued from 12 April 1971
The hearing was re-opened at 7:36 P.M. T·he Secretary read a communication
received from Mr. Clifford C. 'Beck, Civil Engineer and City Resident,
(relative to the Maggoire property at the corner of Cox and Saratoga Avenue)
stating that "R-i" zoning is no longer appropriate for this property and
that "P-A" zoning is a more realistic zoning designatfon.
Mr. Theodore L. Shebs of 19520 Farwell Avenue stated that 1) he is in
agreement with the recommendat'ion made in the General Plan Committee Report
'dated 26 April 1971 that Fruitvale Avenue remain a two-lane street 2) the
same recommendation was made in the General Plan Committee Report of 1970
and the City Council overruled the Planning Co~ission in favor of a four-lane
designation for Fruitvale Avenue giving the reason that a proposed subdivi'
sion was planned for the area 3) the residents of the area protested to
the City Council and were told· to again bring the matter before the Planning
Commission at the General Plan Review for 1971 4) since there is still no
indication of a necessity for a four-lane street on Fruitvale Avenue he
requests a more positive statement be included in the General Plan Report
for 1971 concerning the recommendation for a two-lane designation for
Fruitvale Avenue 5) he has made a study and at times fifteen (15) minutes
pass before one car goes by 6) in Saratoga there are many two-lane streets
that have much more traffic than Fruitvale Avenue and they are not proposed
for a widening to four-lanes 7). once a four-lane plan~-line is established it
becomes a burden on the propert~ owners in the area since it will always
come up when a property owner wants to sell his· property 8) once the Plan
Line is established some engineer will get'the idea that since the four-lane·
Plan Line exists it may as well be widened to f~ur-lane and 9) traffic will
go where it·is accomodated.
Chairman LiVely'explained that this matter was' ~isCussed at ~h6'Stu~y
Session relative to the Genera.1 Plan and a rec~nnendation has been made
in the General Plan Committee Report dated 26 A~ril 1971. He then
recommended that II. A. 2. Fruitvale Avenue, South of West Valley
College of the subject General Plan Committee Report be changed to
read as follows:
'~lthough we understand the reasons which impelled the Council
to establish a four-lanelGeneral Plan Line for this thoroughfare,
we believe that it should retain two-lane designation for the
forseeable future, and never be widened solely on the basis of peak
traffic load."

II. A. GENERAL PLAN FOR 197{ - Continued
Commissioner Martin stated that he does not feel the word "retain"
is appropriate in the aforementioned change since 16% of the area
on Fruitvale Avenue is still undeveloped and even if the road is not
widened to four-lane the area set aside for road widening. could be
used for pathways.
Chairman Lively explained that the report will simply let the City
Council know the feeling of 'the Planning Commission relative to the
four-lane designation for Fruitvale Avenue and they can change the
report at the time it is before them for review.
Commissioner Kraus stated he is in favor of having FruitVale Avenue
· remain a two-lane thoroughfare.
Commissioner .Smith stated that, he felt, Mr. Shebs point that other
streets that are not scheduled for foUr-lane widening. and. haye m0r_e
traffic than Fruitvale Avenue is well taken.
Chairman Lively stated that 'some decision should be made relative
to the letter submitted by Mr. Beck in connection with the Maggoire
property at the corner of Cox and Saratoga Avenues. He inquired if
the Conmaission felt the General Plan Report should be continued to
the next regular meeting in order to include this matter.
Commissioner Krau~ stated that the General Plan Committee Report
has recommended that there be no change made to allow additional ..
"P-A" zoning in the City other than that recommended for the Prince'
of Peace Church property; therefore, he can see no reason to continue
the General Plan for consideration of the subject request.
Commissioner Martin stated that the Maggoire property referred to in
~. Beckfs letter will require a great deal of study and the General
Plan Report should not be held up that long since the subject request
should be individually reviewed.
Commissioner Smith stated that the Subdivision Committee has considered
the proposal made by M~. Beck in his letter and the Committee is opposed
to "P-A" zoning for the corner property owned by Mr. Maggoire. The
General Plan should not b~ postponed for further consideration of this
matter.
Reverend Anderson of the Prince of Peace Church stated that 1) he would
like the Planning Commission to make some definite zoning designation
for the undeveloped property o~med by the church and 2) this is desirable
since it is surplus property for the Church and they would like to offer
it for sale, but cannot do so until the property is properly zoned.
Chairm~n Lively explained that the General Plan Committee Report
recommends a "Park" or "P-A!' (Professional-Administrative) zoning
designation for this property and the General Plan is the first step
prior to any zoning action.
Reverend A~derson replied that there have been two (2) zoning proposals
submitted for this property one for "P-A" (Professional-Administrative)
and another for "C-N" (Neighborhood-Commercial) and he would like to know
if they are both invalid. He then state.d that the Church would like a
park on their property, but they cannot do it at their expense.

II. .A. GENERAL PLAN FOR 1971 - Continued
The Secretary stated that the Church could reactivmte the change of
zoning request for the "P-A" (Professional-Administrative) use for
this property.
Commissioner Smith stated that the General Plan Committee Report has
been amended to include a new Item "B" under V. Parks, Trails and
Pathways. The reason for this amendment is that Mr. Frank Nelson has
5.06 acres on Sarahills Road that he is prepared to donate to the City
or tO the Sierra Club Foundation for open-space depending on the main-
tenance arrangements that can be organized.
Commissioner Smith moved, seconded by Commissioner Martin, to clo~e
.the hearing relative to the Annual General Plan Review for 1971 at
8:15 P.M.; motion carried unanimously.
Conmissioner Smith moved, seconded by .Commissioner Kraus, to approve
the. amendment as recommended' for II. A. 2. Fruitvale Avenue, S. guth
of West Valley College of the General Plan Committee Report dated'26 April
1971; motion carried with Commissioner ~rtin voting, "NoU.
Comnissioner Smith moved, seconded by Commissioner Martin,' to adopt the
General Plan CoMmittee Report dated 26 April 1971, as amended, and that
said report be forwarded to the City Council as the recommendation of the
Planning Commission; motion carried unanimously.
B. C-137 - Alfred F. Dumas, Inc., Prospect Road - Request for Change of
Zoning from "R-l-10,000" (Single-Family Residential) to "R-l-10,000"
· "P-C" (Single-Family Residential Planned Community) - Continued

Chairman Lively reopened the. hearing at 8:19 P.M.
Mr. Bob Mathot, present to represent the applicant, stated that after
numberous meeting with the Subdivision Committee and Design Review Committee
an acceptable plan has been submitted and he would be/happy to answer any
questions that the Commission or anyone in the audience'might want to ask.
Mr. Art Grafe, 12121 Saraglen Drive, that he has not had an opportunity
to study the current proposal for C-137.since he was not notified that
it was available for review.
Chairman Lively stated that the map has been available for review at
City'Hall in the Planning Department and any citizen is invited to come
in at any time during office hours and look at the map.. He further
stated that ~. Grafe could, at this time, review the map and submit
any comments he wished to voice.
The Secretary stated the Mr.William Haines, President of the
Homeo~ers Association, was notified of the latest map relative to C-137
and it was understood he would notify the other homeowners in the area.
Mr. Haines was present and stated he had been notified; however, the'
matter has been continued several times and it has been difficult to
follow.
Chairman Lively stated that 'the Planning Commission would like to go
forward with this matter as soon as possfble; therefore, it seems
best to temporarily close the hearing at this time (8:24 P.M.) to allow
review of.the proposed map and reopen the hearing at a later point on the
agenda.

The hearing relative to C-144 was reopened at 8:25 P.M.
Commissioner Fagan arrived at this time.
The Secretary read the Staff Report dated 26·April 1971 recommending
that' the subject rezoning application be approved.
Commissioner Kraus moved, seconded by Commissioner }~rshall, to close
the hearing relative to C-144 at 8:28 P.M.; motion carried unanimously.
Commissioner Kraus moved, seconded by Commissioner Fagan, that the
Staff Report dated 26 April 1971 relative to C-144 be·adopted and
forwarded to the' City Counci'l al~7_~he 'recommendation of the 'Planning- .........

D. UP-201 ~ West Valley Ambulance Service, Saratoga-Los Gatos Road -
Request for Use Permit to Allow an ~mbulan~e Service - Continued

The hearing was reopened at 8:31 P.M.
Mr. Rex Brunner, present to represent the applicant, stated that the
three (3) factors i.e. traffic, fire, and off-street parking that were
listed as possible detriments for the proposed use on the subject property
are under study and he would' like to know if there are any other factors
that he should be a~re of at this time.
Commissioner Smith stated that if a favorable recommendation is made
relative to this request the 'on-street parking at the front _of the -·
property will have to be eliminated.
Chairman Lively closed the hearing for the evening at 8:32 P.M.,
directed the subject application UP-201 continued to the next regular
meeting and referred same to the Subdivision Committee.
E. UP-202 - Boy Scouts of America - Troop 505, Sobey Road - Request for
Use Permit to Allow a Boy Scout Meeting Building - Continued
from 12 April 1971
Commissioner Smith stated that there is no need to open the public
hearing at this ~ime since the Subdivision Committee is waiting
confirmation of a maintenance arrangement from the owner of the property.
Chairman Lively did not open the hearing at this time and directed UP-202
continued to the next regular meeting and referred same to the Subdivision
Committee.
F. V-359 - Dr. Prodyot Roy, FoOthill Lane - Request for Variance to Allow a
Reduction in Sideyard Setback Requirements - Continued from
12 April 1971
Chairman Lively reopened the hearing relative to V-359 at 8:34 P.M.
The Secretary .read two (2) communications filed in favor of the
requested variance and submitted by [~r. Carl Marchese of 12973 Pier.ce
Road and ~fr. Charles H. Martin of 12969 Pierce Road. ~=.
Commissioner Kraus read the Staff Report dated 26 April 1971 reconnnend-
ing that the subject variancle V-359,be approved.

II. F. V-359 - Continued
Commissioner Smith moved, seconded by Commissioner Kraus, that the
hearing relative to V-359 be closed at 8:37 P.M.; motion carried
unanimous ly.
Commissioner Kraus moved, se'conded by Commissioner Martin, that the
Staff Report dated 26 April 1971 be adopted and that the subject request
for Variance V-359 be granted on the basis the findings under Section 17.6
of Ordinance NS-3 can be made and ·for the reasons stated in said report;
motion Carried unanimously.
G. V-362 - Robert Minardi, Madrone Hill Road - Request' for Variance to
Allow a Reduction in Sideyard Setback Requirements
Chairman Lively opened the hearing at 8:39 P.M. The Secretary stated
the Notice of Hearing ~as mailed and then read a communnication received
from Mr. Noel Brown of 15404 l,~drone Hill Road (adjoining property)
stating he approved of the subject variancesrequest.
Mr. Allen De Grange, present to represent the applicant, stated that he
has been working with the applicant for several years now in converting
what used to be a cabin into a house and at the time the plans for the
carport were dra~m they conformed with the' City Ordinances; however, the
Ordinances have been changed and so the plans are now meeting with
obstacles. He further stated that 1) the site drops off steeply at the
.- location of the residence 2) the. structure is located on a two (2) acre
parcel so there is a lot of area around the building 3) the applicant
· would experience a hardship if the subject variance is not approved
since there is no other· practical place the applicant can build the
carport and 4) because of the open space around the structure it
would not jeopordize publicssafety and welfare.
Chairman Lively closed the hearing for the evening at 8:44 P.M.,
directed V-362 continued to .the next regular meeting and referred
same to the Variance Committee for study.
Commissioner Kraus, on behalf of the Variance Committee, arranged
with the applicant for an on-Site inspection of the property for
9:00 A.Mo on Saturday, 1 Max 1971.
H. ORDINANCE AI.L~NDING NS-3.28 - RE ANI~[~L PICK~UP - Continued from ·12 April 1971
Chairman Lively reopened the hearing at 8:45 P.M. The Secretary stated
nothing new had been added to the file.
No one in the audience wished to comment relative to this matter.
The Secretary read the Staff Report dated 26 April 1971 recommending
that said Animal Pick-up Ordinance be approved by the Planning Commission.
Commissioner Smith moved, seconded' by Commissioner Kraus, to close
the hearing at 8:50 P.M.; motion carried unanimously~
Commissioner Smith moved, seconded by Commissioner ~rshall, that the
Staff Report dated 26 April 1971 be adopted and the Animal Pick-up
Ordinance be approved by· the Planning Commission and forwarded to the
City Council for its consideration; motion carried unanimously.

II. B. C-137 - Continued
Chairman Lively reopened the hearing relative to C-137 at 8:50 P.M.
(this matter ~s continued from on earlier point on the agenda).
Mr. Art Grafe, 12121 Saraglen Drive, stated that 1) he would like to
request that this matter be continued to allow time for him and his
neighbors to study the proposed plan in more detail 2) it appears, after
a brief look at the map, that the setbacks are less than those required
in the Blue Hills subdivisi6n 3) he would like to analyze the builders
cost and sales prices versus existing values and 4) he and ,several of
his neighbors would like an ·opportunity to meet and discuss the matter
with the Subdivision Committee.

A. SDR-888 - Thomas Dashiell, Bohlman Road - Building Site Approval -
3 Lots - Continued· from 12 April 1971
Commissioner Smith recommended that SDR-888 be continued to the
meeting of 10 May 1971 as the applicants map is not yet ready.

B. SDR-895 - S. B. Walton, Saratoga Hills Road - Building Site Approval'-
2 Lots - Continued from 12 April 1971
Commissioner Smith recommended that SDR-895 be continued to the
meeting of 10 May 1971 to allow time for further study.

C. SD-896 - George W. Day, Big Basin Way - Subdivision Approval - 16 Lots
- Continued from 12 April 1971
Fir. Leto, representing the applicant, stated that he had reviewed the
proposed conditions of approval and expressed satisfaction with same.
Commissioner Smith moved, seconded by Commmissioner Kraus, that the
Subdivision Committee Repor~ dated 26 April 1971 relative to SD-896
be adopted and that the tentative map (Exhibit "A", filed 1 April 1971)
be approved subject to the conditions and the Note set forth in said
report; motion carried unanimously..
D. SDR-897 - Earle A. Pickering Smith, Quito Road - Building Site Approval
- 3 Lots - Continued from 12 April 1971
Commissioner Smith stated that there are three (3) lots involved in this
building site and one of the lots has an existing house on the lot.
Chairman Lively recommended .that the lot with the existing house on it
be labeled Parcel "C" on Exhibit "'A".
Commissioner Smith moved, seconded by Connmissioner Kraus, that the
Building Site Con~ittee Report dated 26 April 1971 relative to SDR-897
be' adopted and that the tentative m-~p (Exhibit "A", as amended to show
the existing house as Parcel·· "C", filed 2 April 1971) be approved subject
to the Conditions set forth in said report; motion carried unanimously.

III. E.' SDR-898 - James Ryfey, Madrone Hill Road.- Building Site Approval -
1 Lot
The Secretary stated that there is an existing house on this lot;
however, the applicant proposes to remodel same for over 50% of
the total value so he must ·apply for buildingssite approval.
., ·The applicant was present and stated he had reviewed the proposed
conditions of approval and ·expressed satisfaction with same.
Commissioner Smith moved, seconded by Commissioner Kraus, that the
Building Site Committee Report dated 26 April 1971·relative to SDR-898
be adopted and that the tentative map (Exhibit "A", filed 7 April 1971)
be approved subject to the conditions set forth in said report; motion
carr led unanimous ly.
F. SDR-899 - Edward Oliv.er, Saratoga Avenue - Building Site Approval - 1 Lot
Commissioner Smith recommended that SDR-899 be continued to the next
regular meeting On 10 ~y 1971 to allow time for further study.

IV. DESIGN REVIEW
A. A-313 - Cupertino Union School District - Elementary School Building
(Blue Hill School)i De Sanka Avenue - Final Design Review -
Landscape Plans
The Assistant Planner r~ad the Staff Report dated 26 April 1971
recommending approval for the final landscape plan for A-313.
Commissioner F~rshall moved, seconded ·by Commissioner ~rtin, that
the Staff Report dated 26 April 1971 be adopted and that Final Design
Approval be granted for the landscape plans for the Blue Hills School
.Building as shown on Exhibit "D" and subject to the condition stated
in said report; motion carried unanimously.
B. A-355 - Tire Service Company, Prospect Road - Final Design Review -
Landscape Plan - Continued from 12 April 1971
Commissioner Marshall recommended that A-355 and A-371 be considered
at the same time and that A-371 be discussed first.
Chairman Lively so directed.
C. A-371 - D'Amico Tire Service, Prospect Road - Final Design Review -
Identification Sign
The Assistant Planner stated that the applicant is proposing identifica-
tion signs on the building and said signs do conform with the
City ordinances.
The Assistant Planner read the Staff Report dated 26 April 1971
recommending that Final Design Approval be granted for the identification
signs in connection with A-371.
Chairm~.n Lively recon~mended that a second condition be added to the
the subject Staff Report. Said condition to read as follows:
"No external lighting permitted on
building's west wall."

Commissioner Marshall moved,· seconded by Commissioner b~rtin, that
the Staff Report dated 26 Arpil 1971 be adopted, as amended·, and that
Final Design Approval be granted for the identification signs for
D'Amico Tire Service as shown on Exhibits "A" and "D" and subject to
the conditions stated in said report;· motion.carried unanimously.
B. A-355 - Continued
Commissioner }~rshall sunm~rized the Staff Report dated 26 April 1971
recommending that Final Design Approval be granted for the final
landscape plan for A-355 as shown on Exhibit "C". He pointed out that
the Design Review Committee:recommends that a- specimen size olive
tree· be planted.·in lieu of the 15-gallon olive tree,sho~m as Symbol "A''·
On·said EXhibit "c"~since a'·large tree would block the view or hide
the building identification sign.
Mr. Thomas O'Donnell, attorney for the applicant, stated that
1) the applicant did originally request a variance to allow a
free-standing sign for the Tire Service Co. and the request was
denied by the Planning Commission 2) since the sign must be placed
on the building the applicant requests permission to place the required
specimen tree back as far as the first parking stall as ·in.~he present
location it would block view of the sign.. from. PrOspect. . .......
Conm~issioner Marshall recommended that A-355 be continued to the
meeting of 10 May 1971 since the request to move the location of the
tree will have to be given further consideration by the Design Review
Committee.

D. A-372 - West Valley Junior College, Fruitvale Avenue and Allendale
Avenue - Final Design Review - Business Division, Student
Personnel, and Administration Building
The Assistant Planner read the Staff Report dated 26 April 1971
· recommending that· Final Design Approval be granted for A-372 for
the proposed four (4) building complex.
.Conmissioner ~rshall moved, seconded by Commissioner ~rtin,
that the Staff Report dated 26 April 1971 be adopted and that Final
Design Approval be granted for the four (4) building complex as shown
on Exhibit "A" subject to the conditions stated in said report; motion
carried unanimously.
E. A-373 - Alfred F. Dumas, Inc., Prospect Road - Preliminary Design Review -
Planned Community Development
Chairman Lively explained that A-373 will be continued to the next
regular meeting due to a request from the residents of the subject
area to continue this matter to allow them time to review the proposed
plans for the development.
V. CITY COUNCIL REPORT
Commissioner }~rshall gave a s~mmary of items reviewed and action taken at
the City Council meeting 0f 21.April 1971 with emphasis on items of parti-
cular interest to the Commission.

PLANNING POLICY COMMITTEE
Commissioner Kraus stated that during the last week or so the Planning Conm~ission'
received copies of Chapters 2 and 3 of the Joint Cities-County Housing Element
Report and he would urge that each Commission read these and submit any comments
at the next meeting of the Commission. Also, there will be a public hearing on
the matter and if any Commissioner can attend he should do so.
VI. OLD BUSINESS
A. CApIT~L'IMPROVEMENT PROGRAM FOR 1970-71 thru 1975-76 - Continued from
12 April 1971
Commissioner Smith read the General Plan Committee Report dated
26 April 1971 relative to the proposed Capital Improvement Program.
Commissioner Smith moved, seconded by Commissioner Martin, that the
General Plan Committee Report dated 26 April 1971 relative to the
proposed Capital Improvement Program be adopted and for~mrded to the
City Council as the recommendation of the Planning Commission; motion
carried unanimously.
B. WEST VALLEY JUNIOR COLLEGE ASSESSMENT DISTRICT - Continued from 12 April 1971
The Secretary recommended that this matter be continued to the meeting
of 10 ~y 1971 to allow time for further study of the matter in relationship
with the applicant's Use Permit.
Chairman Lively so directed.
C. WEST VALLEY CHAPEL - Request to Add Ambulance Service to the List of
Conditional Uses in the "C-C" (Community-Commercial)

Chairman Lively stated that since the Use Permit (UP-201) relevant to
this request was continued earlier on the agenda it is necessary to
continue this matter to the 10 ~y 1971 meeting as well.
D. C-81 - Paul ~sson, Inc., Saratoga Avenue - Request for Extension -
' Continued from 12 April 1971
The Secretary recommended that this matter be continued since the
applicant has been requested to submit a proposal for the overall
program for development relative to this change of zoning and until
that proposal is received it will not be possible to make. a recommend-
ation relative to the request for extension in connection with C-81
Chairman Lively directed C-81 continued to the meetin~ of 10 May 1971
and referred same to the Subdivision Committee for study.
E. SDR-891 - George H. McKenzie, Montalvo Road - Request for Reconsideration of Conditions - Continued from 12 April 1971
The Secretary stated that the applicant met with the Subdivision Committee
and Staff and it is recommended that this matter be continued to allow
time to analyze the matter more fully with the Public Works Department
and the Planning Committee of the City Council.

VII. NEW BUSINESS
A. SDR-829 - Edward T. Wild, Fruitvale Avenue - Request for Extension
The Secretary recommended that a one year extension be granted for
SDR-829.
Commissioner Smith moved, seconded by Commissioner Kraus, to grant.
a one (1) year extension for SDR-829 from the current date of expiration;
· motion carried unanimously.
B. SDR-'827 - G. S. Forbes, Saratoga-Sunnyvale Road - Request for Extension
The Secretary read a letter received from the applicant requesting
a one (1) year extension for· SDR-827. He then recommended that the
subject request for extension be approved. =
· ' Commissioner Smith moved, seconded by Commissioner Kraus, to grant
a one (1) year extension for; SDR-827 from the current date of expiration;
motion carried unanimously.
VIII. CO[R~IrNICATIONS
A. WRITTEN :
1. FROST LETTER RE DETACHED GARAGE ....
The Secretary read a letter received from Mr. and ~s. Frost
with seven (7) signatures from other residents of the area
requesting an amendment to Ordinance NS-3.22 to permit.·construc-
tion of a detached garage.
Chairman Lively directed the matter continued to the meeting
of 10 May 1971 and referred the subject letter to the Subdivision
Committee and Staff for.study and a report.
2. ORDINANCE A~NDMENT
Commissioner Kraus noted that a prgposed ordinance amendment
relative to delete certain conditional uses from "R-i" zones
and modify certain off-street parking requirements for offices
was in each Commissioners folders for review.
The Secretary explained that this is a copy of the proposed
ordinance amendment drafted by the City Attorney and it is
recommended that the matter be scheduled for public hearing.

Commissioner Kraus recommended that the words "nurs y school"
be deleted from line 3.. .under Section 1. a. of the ordinance
amendment
Chairn~n Lively requested the Secretary to amend the ordinance
amendment as suggested and to schedule the matter for public hearing
for the meeting of 24 }MY 1971.
3. P G & E ~p re ~ocation of VoltaMe· Lines
The Secretary explained.that PG&E supplied the Variance Con~nittee
with a map showing where the high voltage lines are located. This
information is important to the Variance Committee in the event
a subdivider who develops along these lines requests a variance for
the retention of overhead utilities.

VIII. A. 4. LETTER RE VIN]~YARDS APARTMENT CO1~PLEX
The Secretary read a letter received from'~. Norman A. Kirshen
of 20290 Orchard Road recommending that approval of the subject
complex was a mistake and that no further such construction should
be approved.
B. ORAL
Mr. Gilmore - Flower Stand - Saratoga-Sunnyvale Road
Commissioner b~rshall stated that 1) b~. Gilmore met with the
Design Review Committee relative to his flower stand on Saratoga-
Sunnyvale Road and complained about the fact that the Code Enforcement
Officer removed his signs from.said flower stand 2) the signs were
illegal and ~. Gilmore was informed of this but was not very receptive
to any suggestions for removal of the illegal signs and 3) the signs
are out again and he (CommissiOner Marshall) is rather perturbed that
~. Gilmore showed such total disregard for the City Ordinances.

Councilman Smith, Mrs. Belanger and b~. Lueck of the Good Government
Group, and Me. Gary Bulton, ViCe-President of the Westbrook Improve-
ment Association. He, also, thanked b~s. Belanger for the coffee
served at recess.
