I. ROUTINE ORGANIZATION
A. ROLL CALL
Present: Connnissioners Belanger, Lively, Marshall, Martin, Matteoni,
and Smith.
B. MINUTES
Commissioner Smith moved, seconded by Commissioner Marshall, .that the reading
of the minutes of the April 9, 1973 meeting be waived and that they be approved
as distributed to the Commission with the following changes:
page 3. .under C. SD-1027. .condition 10. - last line. .change
the word "existing" to read "adjac'ent"; page 5. . .under D, A-412. .
paragraph 4. . .line 1. .delete the word "garbage" and instead insert

C. Vice-Chairman of Planning Commissilon
· .:." Chairman Lively stated that the Cizty Council has not yet appointed a new
Planning Commissioner; however, this matter should be resolved by the next
regular meeting of the Planning Commission. He would request that each
Commissioner give some consideratfon to the election of a new Vice-Chairman
for the Planning Commission prior 'to the next meeting.
II. PUBLIC HEARINGS
A. V-392 - S. T. Moisenco, Woo~bank Way - Request for Variance to Allow
Overhead Utilities in Lieu of the Required Underground Utilities -
Continued from April 9~ 19.73
The Secretary stated that it would not be necessary to reopen this public
hearing at this time since the applicant has requested that the matter be
continued in order to explore wit~ Santa Clara County Flood Control the
feasibility of locating the utilities under the bridge rather than crossing
over the McCullough bridge.
The Assistant Planner, in answer to an inquiry from Commissioner Matteoni,
stated that the reason for the under~bridge location of the utilities is
that the telephone company feels the bridge is not strong enough to bear
the weight of the utilities across the bridge.
Chairman Lively directed V-392 continued to the'meeting of May 14, 1973 and
referred same to the Variance Committee for further study.

II. B. C-168 - Westbrook Annexation, Prospect Road - Request for Change of Zoning
from "R-I-40,000" (Single-Family Residential) to "R-l-10,000"
(Single-Family Residential)
Chairman Lively opened the public hearing relative to C-168 at 7:38 P.M.
The Secretary stated the Notice of Hearing was mailed and published.
Commissioner Martin stated that in his observation of the subject area
the lots appeared to be larger than the 10,000-square feet'proposed under
the Change of Zoning application.
The Secretary explained that the average lot in the area does not exceed
the next zoning district of 12,500~square feet. The proposed 10,000-square-
foot zoning-designation does match that of the Brookview Subdivision located
on the other side of Prospect Avenue.
Commissioner Martin stated that if the majority of the properties are
12,500-square feet in size then the rezoning to the 10,000-square foot
size would actually be downgrading the area.
The secretary stated the lot calculations can be further reviewed and
confirmed at the next regular meeting.

III. BUILDING SITES AND SUBDIVISIONS
A. SDR-1020 - Donald Comer, Pierce Road - Subdivision Approval - 7 Lots -
Continued from March 26~ 1973
Commissioner Smith recommended that SDR-1020 be continued to the next
regular meeting to allow time for= further study.
Chairman Lively so directed.
B. SDR-1028 - King Hqmes, Inc. (Royce S. Kaufmann), Canyon View Drive -
Buildins Site Approval - 1 Lot - Continued from April 9~ 1973

Commissioner Smith moved, seconded by Commissioner Marshall, that SDR-1028
be denied unless a letter of extension is received from the applicant before
the expiration date of May 13, 1973; motion carried unanimously.
C. SDR-1033 - E. T. Barco, Jr., Allendale Avenue - Building Site Approval -
4 Lots - Continued from April 9~ 1973
The Secretary explained that this is a proposed four.(4) lot subdivision
for the property located south of. Allendale Avenue behind the Church of
Latter Day Saints and abutting the West Valley Junior College.property.
To the south and east of the subject property is..a residential~ area.
One (1) residence is already served off the access road proposed to be
used for this subdivision and the City policy has been to allow only
three (!) residences off of a minimum access road.

III. C. SDR-1033 - Continued
Commissioner Marshall explained that he discussed this matter with the
.'Assistant Director of Public Works and there are three (3) possible
alternatives 1) the Planning Commission can approve five (5) sites
(one existing and four proposed) for a private access road 2) realign-
ment of street access off of Allendale Avenue and development of a City
street on the way into the Barco property and 3) the matter could be
deferred to the next regular meeting and Public Works be directed to
further study the matter.
The Secretary explained that if the matter is continued it will be
necessary to obtain.a letter of extension from the applicant.
Mr. Bill Heiss, engineer for the! applicant, stated that he thought that
everything concerning this matter had been'discussed and resolved with
the Public Works Department Staff.
Chairman Lively explained that the concern seems to center around allowing
access for five (5) parcels off of a minimum-access road. The Subdivision
Ordinance states that four (4) or less lots may front on a minimum access
road.
Mr. Heiss pointed out that he does reside in an area in the City where
five (5) parcels have access off of a private road.
It was the consensus of the Commission that the matter be continued to
allow time for further study.
Commissioner Smith moved, seconded by Commissioner Marshall, that SDR-1033
be denied unless a letter of extension is received from the applicant before
expiration of the tentative map (May 8, 1973); motion carried unanimously.
D. SDR-1034 - John M. Kirkpatrick~ Pierce Road - Buildins Site Approval - 1 Lot
The Secretary stated that this is a legal non-conforming lot located at the
corner of Pike and Pierce Road. This building site was previously approved
but was allowed to expire. The Public Works Department has indicated they
are satisfied with the site-development plan.
Commissioner Marshall noted that' the pad elevation~is not shown on the
site-development plan.
Commissioner Martin advised thatz it is difficult to tell which is the
existing and which is the new contour line.
The applicant was present and stated it is difficult for him to designate
the building pad since he plans to sell the lot and wishes to obtain building-
site approval in order to assure. the prospective,buyer that it is a buildable
lot.
Chairman Lively stated that he would tend to vote against this request until
more definite plans can be presented; therefore, he would recommend to the
applicant that he submit a site-development plan showing 1) the building
pad 2) more acceptable access and 3) plainer grading plans. He (Chairman
Lively) then directed the matter!continued and referred SDR-1034 to the Staff
for further study.
E. SD-1036 - Stoneson Development Corp., Big Basin Way - Subdivision Approval -
59 Lots
The Secretary explained that this is a refile and the applicant has submitted
a modified tentative map.

III. E. SD-1036 - Continued
Mr. Dick Cecchi, engineer present to represent the applicant, stated
that units one (1) and nineteen (19) will be larger than the others;
therefore, there will be six (6) less units built. At one time it was
believed that the smaller units Would be more salable but the developer
has found that that is not the case and has now decided to build units
of the size shown on the original plan except for ~nits one (1) and
nineteen (19) - these two (2) units will be larger than any of the others.
Chairman Lively inquired if it would be possible to get a calculation as
to the amount of land coverage that will result from this development.
Commissioner Marshall noted that the property is zoned R-M-4,000 but
being developed as R-M-5,000.
Commissioner Smith advised that there is considerable open-space in this
development.
Chairman Lively inquired how much, if any, open-space will be lost if the
two (2) larger units (~1 and #19~) are built.
Mr. Cecchi explained that all the units are' at least 5,000-square feet
in size and are within the open-space density range.'
The Secretary explained that it :is possible to calculate the amount of
open-space area that will be realized in this revised plan.
After doing the necessary calculations Mr. Cecchi stated that the former
plan allowed for 33.9% building coverage - under the current plan the
maximum coverage would be 34.9% '- a difference of 1%.
The Secretary explained that the' coverage allowed is an "R-M"
development is 40%; therefore, this proposal is not out of line.
Commissioner Smith moved, second:ed by Commissioner Marshall, that the
Staff Report dated April 23,197~ relative to SD-1036 be adopted and that
the tentative map (Exhibit "A'!, .filed March 30, 1973) be approved subject
to the conditions set forth in Said report; motion carried unanimously.
F. SDR-1037 - R. J. Hunter Developments, LEd., Comer Drive - Building Site
Approval - 4 Lots
Commissioner Smith recommended that SDR-1037 be continued to allow addi-
tional time for Public Works to study same.
Chairman 'Lively directed SDR-1037 continued to the meeting of May 14, 1973.
G. SDR-1038 - Emil Kissel, Lutheria Way - Building Site Approval - 1 Lot
The Secretary stated that SDR-1038 requires further review in relation to
street improvements and grading.
Commissioner Smith recomended that the matter be continued to the next
regular meeting.
Chairman Lively so directed.
H. SDR-1039 - Wilhelm Veermany Palomino Way - Building Site Approval - 1 Lot
The Secretary stated that the applicant reviewed the proposed conditions
and expressed satisfaction with ~ame.
Commissioner Smith moved, seconded by Commissioner Marshall, that the
Staff Report dated April 23, 1973 relative to SDR-1039 be adopted and
that the tentative map (Exhibit "A", filed April 13, 1973) be approved
subject to the conditions set forth in said report; motion carried unani-
mously.

IV. DESIGN REVIEW
A. A-391 - George Wo Day, Fruitvale Avenue and Douglass Lane - Final Design
Review - Lot 1 of Tract 5150
Chairman Lively summarized the staff Report dated April 23, 1973 recommending
that Final Design Approval be granted for A-391 (Lot ~1 - Tract 5150).
Mr. Lou Leto was present and stated that.the situation is different than the
one originally proposed for Lot ~1-,- the'present proposal shows the house for
Lot ~1 sitting in a southwest direction with a 30-foot driveway coming in from
the other side of the house. There will be wood siding all the way around the
house. Instead of being para-l~l.el~ to the lot lines the house will be'set at
an angle. There will be fencing along the eastern and southern line of the
property.
Commissioner Marshall stated that. the driveway relocated on the ~p.po~t~. side
of the house is a major deviation. from the original plans. The proposed plan
for Lot #1 is completely reversed'and in complete contrast to the "P-C" develop-
ment.
Mr. Leto advised that the drivewa~ will be seen only ~y the people living in
the house on Lot #1.
Chairman Lively noted that the driveway will, also, be visible from the
street. Minor variations in the plan are acceptable but this proposal is
a complete reversal.
Commissioner Smith recommended that the applicant be asked to again revise
the proposed plan for Lot ~1.
Mr. Leto explained that the Iowner's objections to the original p~ stems
from the fact that the bedroom would be on the Fruitvale Avenue side and by
relocating the house on the lot this objection can be eliminated; however,
if the Planning Commission. finds this plan unacceptable the owner can be
requested to re~se, the plan.
Chairman Lively directed A-391 (Lot #1 - Tract 5150) continued to the next
regular meeting and referred the matter back to the Design Review Committee
for further study.
B. A-412 - West Valley Junior College, Fruitvale Avenue - Final Design Review -
Outdoor P.E. Facilities -. Additional Parking Lots and Landscaping -
Review of Master Plan
The Secretary stated that West Valley Junior College did submit a letter in
response to the City's request for a review and reconsideration of the
adjacent property owner's request to exchange the locations of the hockey
field and parking lot ~3.
Chairman Lively noted that appareptly the fence that is on the perimeter
of the property will be of the chain-link~ype and it appears no allowance
has been made for horse trails along the fence.
Commissioner Matteoni stated that Dean Arnold (West Valley Junior College)
did at one time state that equestrian trails through this property would
definitely be allowed.
Dr. Lowery,- West Valley Junior College, stated that 1) the college has no
use for horse trails 2) the representatives from the college did meet with
the City and every effort has been made to meet the necessary requirements
3) parking must be provided consistent with the approved Use Permit 4) the
holding capacity for the campus i's 5,000 students and 5) twelve (12) parking
spaces will be eliminated in order to provide additional screening for the
Short Hill Court residents.

IV. B. A-412 - Continued
Commissioner Belanger noted that the area shown for trails and
pathways on the Master Plan is not sufficient to accommodate horse
trails. :
Chairman Lively stated that the plan adopted by the Planning Commission
and City Council shows different kind of pathway and horse trail on the
east side going all the way around the college. The General Plan of the
college; however, does not show these pathways and trails.
Dr. Lowery stated that if the horse trails must be on the outside of the
fence it doesn't seem to make sense to put planting along this area since
the horses would ruin same.
Commissioner Matteoni recommended that the question of fences and horse
trails be left open for right now. and the matter be further reviewed.
Commissioner Marshall explained that if the fence were placed inside the
property line a horse trail could=be provided in the area between the fence
and the property line.
Commissioner Matteoni disclosed that the matter of horse trails for the
West Valley Junior College site has been discussed in great detail with the
representatives of the college and especially Dean Arnold. It was understood
by the Parks and Recreation Commission that a committment was made by the
college people and that trails were allowed-for on the Master Plan.
Commissioner Marshall explained that the college Master Plan shows bike
and equestrian trail along the fence line.
Chairman Lively inquired if any o~ the recreation facilities would be lit
at night? :
Dr. Lowery explained that the tenmis courts and parking lots will be the only
facilities lit up at night.
The Secretary read-the Staff Report recommending that Final Design Approval
be granted for A-412 for the outdoor athletic facilities, additional parking
spaces, and preliminary landscaping.
Chairman LiVely amended the report by inserting the words "and lighting"
between the words "landscape" and"plans" in line 1. .of condition a).
He further amended the report by adding the following conditions.
d) Equipment storage buildings shall be subject
to Design Review.
~) Tennis courts and parking lots shall be the
only outdoor activities illuminated at night.
f) Type of perimeter fencing and exact location
shall be subject tb Design Review with partic-
ular attention'to providing trail access as shown
in the Saratoga Master Plan for Trails and Pathways.
Mr. Dick Schwineger, hockey coach at wvJc, inquired why night lighting
for 'the hockey field"has been restricted when the lighting from the
tennis court and parking lots will be ~qually as intense.
Chairman Lively explained that the original concepts and policies set
forth by the West Valley College~ District and approved by the City of
Saratoga were that for the Saratoga Campus outdoor athletic facilities
would be limited in development by prohibiting lighting other than for
tennis courts and parking lots. In addition no large outdoor athletic
facilities such as a football stand would be built.

IV. B. A-412 - Continued
Mr. Walter Muir, resident of Short Hill Court, stated that the Board of
'Trustees:~!from the college have stated the same illumination and width
would be provided for the planter stips in parking lot ~3 as was provided
for the strips in the parking area along Allendale Avenue.
Dr. Lowery stated that basically the planter strips will not be identical
but 99% of it will be exactly the:same as the ones along Allendal~A~enue.
Mr. Muir further stated that at the suggestion of his attorney and the
City of Saratoga he formally requested that an EnVironmental Impact
Report be prepared for the college and the,College Staf~ has been directed to
provide same.
The Secretary stated that the Staff is in the process of making a determin-
ation for those items that will be covered under the assessment district.
Commissioner Belanger moved, seconded by Commissioner Matteoni, that the
Staff Report relative to A-412 dated April 23, 1973 be adopted, as amended,
and that Design Approval be granted for the outdoor athletic facilities,
additional parking spaces, and preliminary landscaping as shown on Exhibits
"B" subject to the conditions set. forth in said report; motion carried,unani-
mously.
C. A-414 - Galeb Properties, Saratoga-Sunnyvale Road - Final Design Review -
Azule Mall Identification Sign
Chairman Lively summarized the St~ff Report dated April 23, 1973 relative
to A-414.
Commissioner Belanger amended said report by changing condition a) to read
as follows:
"a) No additional sign area nor individual signs
allowed on- freestanding pole sign."
Commissioner Belanger moved, seconded by Commissioner Matteoni, that the
Staff Report relative to A-414 dated April 23, 1973 be adopted, as amended,
and that Final Design Approval be granted as shown on Exhibit "A" subject to
the conditions stated in said report;/mot~0n. ca~ed unanimously.
RECESS AND RECONVENE
V. CITY COUNCIL REPORT
Chairman Lively stated that included in the Planning Director's memorandum
to 'the Planning Commission is an excerpt of the significant items discussed
at the City Council meeting of April 18, 1973.
PLANNING POLICY COMMITTEE
Chairman Lively noted that there will be a meeting of PPC on Thursday, April 26~.
1973 and he will be unable to attend; therefore, he would request Commissioner
Marshall to attend in his place.
VI. MISCELLANEOUS ITEMS
A. Referral by City Manager -Capitai Improvement ProSram - 1973-74 Through 1977-78
Chairman Lively congratulated the'City Manager, Robert Beyer, on 'the written
presentation of the Capital Improvement Program/'~nd he
asked each Commissioner to reviewssame and submit their comments.

VI. B. 5ohlman Road Study - Status Report
The Secretary explained that 1) there were four (4) alternate
plans presented to the. Planning Commission at a previous meeting
and from those a fifth plan has been developed which combines
features of the Santa Clara County and Mountain Study HR2 and the
HR1 Slope Density Formulas 2) under the HR1 Formula apprDximately
sixty-four (64) new dwelling units would be allowed while under the
HR2 Formula only twenty (20) units would be allowed 3) most of the
problems relate to inadequate water supply, sewerage facilities, and
access roads 4) there is already a great deal of material available
relative to the feasibility of utilities and this material should be
developed into ordinance form 5) 'the current development plan for the
'Bohlman Road-Norton Road area is more conservative than the original plan
and 6) the new units are planned for the best sites with the remainder
to stay in .open-space under private ownership.
Commissioner Martin asked how the'existing property owners would participate
under the current proposal?
The Secretary explained that'they~would be. locked into that by the new
zoning for the area. Some of these property owners could not develop
their property any"further in a~y event. The current proposal would allow
for development of legal-non-conforming sites. The Staff would recommend
that the Planning Commission support the suggestion that the Staff proceed
further with the proposed plan and ordinance in order to develop further
and make a final presentation to The Commission in approximately thrity
(30) to sixty (60) days.
Chairman Lively requested the Planning Commission to review further the
Planning Director's memorandum relative to Bohlman Road-Norton Road Study
Area dated March 30, 1973 and requested that the Commissioners submit their
individual comments to the Planning Director.
C. Two-Story Home ReSulations
The Secretary introduced his status report on possible regulation of
two-story residences within new subdivisions.
The Secretary, in answer to an inquiry from Commissioner Marshall,
explained that two-story homes would be required to be 95-feet from the
property line as compared to 25-feet for a single-story to have the same
visual impact.
Commissioner Marshall, after reviewing the proposal for new regulations,
inquired why so many two-story homes would be allowed in the "R-l-10,000"
Zoning District and fewer two-story homes would be allowed in the "R-I-40,000"
Zoning District when it seems the obvious thing to do would be to limit the
amount of coverage on the smaller lots.
The Secretary answered that this situation could be reviewed fruther and
'some revisions could be ~tablished relative to the two-story homes on the
smaller lots.
Chairman Lively requested the Plahning Commission to study the memorandum
prepared by the Planning Director and submit their recommendations and
opinions to the Planning Directori
D. Monte Bello Ridge Area
The Secretary explained that there'is some urgency in getting the Planning
Commission..' recommendation (relative to the Monte Bello Ridge Area) to the City
Council.. The Staff is recommending alternative Plan "A" - maximum open-space,
minimum'.Jevelopment - in contrast to the other three (3) alternate plans avail-
able a~\~.th~.suggestion would be to have the Planning Commission do the same.
The Go.,~fty.!i~s asked for an opinion from the City by May 14, 1973; therefore, the
Plann~..-.z (r':~.~i~si~n should act as soon as possible.
Chairman Lively'requested the Commissioners to review the proposed alternativeS'
and be prepared to take action at the next regular meeting.

STAFF REPORT
SD-1024 - Geo~.ge W. Day Construction Co. - 14 Lots - Fruitvale Avenue
The Staff recommends approval of the tentative map for SD-1024 (Exhibit "A",
filed March 1, 1973) subject to the following conditions:
1. Comply ·with Standard Engineering Conditions dated February 2, 1972.
*2. Street improvements on 50-foot right-of-way to be 23-feet between lips and gutter.
3. St·ree improvements on 40-foot right-o~-way to be 23-feet between lips and gutter.
4. No vehicular access allowed onto Fruitvale Avenue from Lots 8 and 9.
5. Dedicate and improve Fruitvale Avenue as directed by Director of Public Works.
Test by laboratory to set angle of repose in steep slope area.
7. ·Provide pedestrian walkways along Fruitvale Avenue and adjacent to Lot 9 from
Kanogan Drive to Fruitvale Avenue. ,
8. Provide ~ecorative wall or fencing and landscaping along Fruitvale Avenue
as per requirements of Design Review Committee.
9. Landscape. area between fence and highway.
10. Existing topography to be retained to avoid excessive lot fills.
11. Protective pla~ing on hillside cuts will be.necessary.
12. Construct storm line as per Master Drainage Plan and as directed by Director'
of Public Works. (Note: Storm System shown on tentative map {s not approved.)
13.' Complete plan for development of subdivision in units to be submitted and
approved by the Zoning Administrator and the Subdivision Committee before
recording of final map. ~
14. Obtain Soils Investigation.
15. Provide grading plan showing cuts and fills. Slopes and estiamted yardage '~ to be designated·by Registered Civil Engineer.
16. Arrange for foundation to be designed or approved by Registered Civil Engineer.
17. Arrange for re~aining walls over 3-feet in height to be designed by Registered
Civil Engineer.
18. Provide for surface'drainage'pattern to be shox~n on plans.
19. Arrange for fill under living area slabs and foundations to be tested for
compaction.
20. Provide for fill to be compacted by tracking or by mechanical means and
tested by Soils Engineer.
*Street along southerly tract boundary shall be improved to its fill width (A.C.
bermmay be used along southerly edge.)

VII. COMMUNICATIONS
A. WRITTEN
Request for "R-M" Zonin8
The Secretary read a communication received from 'Marilyn Swift
(property owner on Saratoga Avenue) requesting her property be
rezoned to "R-M" due to the proposed plan to widen the east side
~f Saratoga Avenue - the side on. which'the Swift property is located.
Commissioner Marshall moved, seconded by Commissioner Smith, that the
Secretary be designated to notify Mrs. Swift that a Change of Zoning
to "R-M" for her proper.ty is contrary to the Saratoga General Plan;
therefore, the Planning Commission must recommend against her request;
motion carried unanimously.
Request for Variance - Mr. Westbrook
Commissioner Marshall explained that this Variance request stems from
the fact that the owner of this lot began grading for the foundation for
the house and a cave-in occurred; therefore, it became necessary to move
the house back and away from the. slide area. The soil in this area is
of very poor quality - pea-gravel type. The Variance Committee recommended
that the owner obtain an expert ~pinion relative to 1) the soil~ conditions
on the property and 2) design of footingS. and retaining walls.
Commissioner Belanger advised that it was recommended at the last meeting
that the City Attorney be consulted on this matter.
Chairman Lively directed the matter continued to the next regular meeting
and requested the Secretary consult the City Attorney if the applicant
decides to further pursue the Variance request.
Letter .re Hamilton Property at Prospect and SaratoSa-Sunnyvale Road
The Secretary read a letter received from Mr. Leroy. Pangrac of 20305
Sea-LGutl Way stating the opinion that the Hamilton proposal for improve-
ment of the Prospect Road and Saratoga-Sunnyvale Road appeared to be
aesthetically pleasing and in keeping with the general flavor.of the

ORAL
Subdivision and Zoning Ordinance.Revisions
Commissioner Matteoni stated that he could not'ifind in the Subdivision
or Zoning Ordinance where it specifically allowed fences, walls, and/
or hedges.to B~"~e~"~'f~h'~ up to th~ p~operty line.
The Secretary explained that anything not speci'fically stated in the
ordinance is automatically prohibited.
Chairman Lively suggested that i~ any Commissioner had any changes to
propose in the Subdivision and Z6ning Ordinances they (the changes) can be
submitted to the Staff fo~ notation and consideration at the time of the
Subdivision and Zoning Ordinance review.
Robert Beyer, City Manager, stated that part of the agreement with the
Planning Consultant is that any modifications the City desires in the
Subdivision And Zoning Ordinances should be noted. The Consultant will
submit what they call an ordinance--review statement pointing out where
the City Ordinances are inconsistent.
Commissioner Belanger stated there are discrepancies bet~een the Ordinances
but not necessarily between the Ordinances and the General Plan.

Mr. Beyer stated that ordinance amendments and changes is something
of an on-going process and these matters should be referred to the
Staff or the City Attorney for consideration.
George Day Construction Co. - "P-C" Development
Commissioner Marshall inquired if this applicant could be encouraged to
do some of the proposed planting. and landscaping now rather than wait
until completion of their development in the Fruitvale Avenue area - in
that way a whole year~s growth would not be lost.
The Secretary stated the applicant would be contacted in order to determine
the planting schedule. ~
Truck Parking - quito Road '-
Chairman Lively asked if any further information has become available
..relative to the'trucks consistently parked on Quito Road.
The Secretary explained that the!Code Enforcement Officer has been informed
of this situation; however, he has not submitted his.report of findings.
Urban Service Area
The Secretary explained that for information purposes there has been
· 'included in each Commissioner's folde~a copy of the Santa Clara County
Board of Supervisor.l.s ordinance proposal regarding control of Urban
Development in an Urban Service Area. The proposed ordinance would
require that all Urban Development take place 'entirely under the City of
Saratoga control combined with County controls and zoning restrictions.

Chairman Lively acknowledged, with pleasure, the presence of Councilman
Kraus, City Manage~ Bob Beyer, and Mrs. Ruth Owen of the Good Government
Group. He, also, thanked Mrs. ~en for.the coffee served at recess.

Commissioner Smith moved, seconded by Commissioner Marshall, that the meeting
