Harris~ McGoldrick~ Peterson, Schaefer and Siegfried Absent: Commissioner J. Harris BUILDING SITES la. Negative Declaration - SDR-1591 - Rosing lb. SDR-1591 - Wayne Rosing, Request for Tentative Building Site Approval for the construction of a new single-family residence on a lot with an average slope greater than 10% at 18642 Montewood Drive; continued from April 10, 1985 Staff commented that the Commission, at their last meeting had requested the applicant to get some cost information relative to the widening of the bridge, and had requested Staff to discuss with Monte Sereno the possible future improvements in that area which would have Deferred Improvement Agreements. Staff indicated that they had visited the site and determined that there was no land left to develop in the City of Monte Sereno in that area° Mr. Rosing submitted cost information on the street improvements and the widening of the bridge. Discussion followed on the required improvement s. Commissioner McGoldrick stated that she feels this is a much overly used road and she does not feel it is equitable for the applicant to pay for the widening of the bridge. There was a consensus to that effect. Staff pointed out that the condition is consistent with what has been placed on' other development. They suggested that the Commission ask Mro Rosing to pursue the cost matter with the Council, because normally the Commission does not get into the matter of equity of costs, etc. Commissioner Schaefer asked if the'Commission could make a determination on the project, with the contingency that the City Council look at it and agree. She stated that it seems that the bridge is used by everyone and it is a major thoroughfare, but there needs to be a policy decision for the future relative to improvements° Discussion followed on delaying the matter by sending it to the City Council. Mr. Rosing asked that the matter be expedited, stating that he had no objection to the issue of the street frontage improvement. The City Attorney stated that the problem with a Deferred Improvement Agreement relative to the widening of the bridge is that there appears to be no prospect of major development in the area where there would be a group of people to contribute towards the cost, or alternatively pay a development impact fee such as was done in the hillsides. Commissioner McGoldrick commented that she feels very strongly that it is inequitable to have the applicant pay for the bridge and she does not feel that his application should be held up while the City Council makes a policy decision. Discussion followed on the project and the improvements. Commissioner McGoldrick moved to approve the Negative Declaration for SDR-1591. Commissioner Siegfried seconded the motion, which was carried unanimously 6-0. Commissioner McGoldrick moved to approve SDR-1591, per Planning Commission Page 2 Minutes - Meeting 4/16/85 SDR-1591 the Staff Report dated April 1, 1985, with Condition II-E-2f relative to the widening of the bridge, deleted. Commissioner Siegfried seconded the motion, which was carried unanimously 6-0. There was a consensus that the general issue of the widening of bridges should be forwarded to the City Council.
