Harris, J. Harris, Peterson, Schaefer and Siegfried Absent: None MISCELLANEOUS 1. A-1038 - Mrs. Bobbie Canha, 12784 Paseo Presada, Request for V-672 - Relief of Condition #'5 of Design Review Approval; con- tinued from June 12, 1985 Staff stated that this matter had been continued, in order to explore possible solutions to the problem on this home where the condition had been to provide an architectural relief and the condition has not been met. Mr. Canha described the proposed roof and siding material. Mr. Canha questioned setting the second story.back 18", stating that he feels that it would not look very good cosmetically. He commented that there would be a flat area and it might leak water. Staff pointed out that the Commission was looking for some alternative to offsetting, to give some architectural relief. The builder suggested painting a contrasting color around the windows. Commissioner Schaefer stated that she felt there needed to be more architectural relief than just the painting around the windows. Commissioner Burger agreed. Mr. Canha agreed to the placement of shutters on the both the first and second stories of the front elevation. There was also a consensus that the roof of the one-story portion shall match the roof of the addition prior to final inspection. Commissioner Siegfried moved to delete Condition #5 of the Staff Report dated December 12, 1984, with the added conditions that shutters be placed on both the first and second stories of the front elevation, subject to Staff approval, and that the roofing of the first and second story shall be of the same composition prior to final inspection. Commissioner J. Harris seconded the motion, which was carried unanimously 6-0. Staff noted that the red tag would be pulled on the project tomorrow. Commissioner Siegfried moved to adjourn the meeting. Commissioner Burger seconded the motion, which was carried unanimously. The meeting adjourned at 7:27 p.m. Secretary RSS:cd. CITY OF SARATOGA PLANNING COMMISSION MINUTES DATE: Tuesday, May 28, 1985 - 7:30 p.m. PLACE: Community Center Meeting Room, 19655 Allendale Avenue TYPE: Regular Adjourned Meeting ROUTINE ORGANIZATION Roll Call Present: Commissioners Burger, B. Harris, J. Harris, Peterson, and Siegfried Absent: Commissioner Schaefer PUBLIC HEARINGS 1. A-1085 - DNS Development, Request for Design Review to allow a new, 27 ft. high, two-story residence on a hillside lot in the NHR zoning district at 12273 Vista ArrOyo Court Staff explained the application, noting that this matter had been continued to allow the Commission to review the site. They commented that there is one portion of the house which is three stories, which is the stairwell from the garage. They also pointed out that there is 2400 cubic yards of grading. Commissioner J. Harris gave a report on the on-site visit~ describing the house in relationship to the Sinsley project. She noted that the slope is very steep. The public hearing was reopened at 7:40 p.m. Curt Anderson gave a presentation on the project, commenting that they can redesign the project internally so there will not be three stories. He indicated that they would like to have a height of 27 ft., as shown on the plans, and have an open railing, rather than a solid railing. He addressed the condition relative to raising the pad, stating that by reducing the grading the home will become more visible. Discussion followed on the railing and the height of the house. It was pointed out that this home is not seen from the valley. Commissioner Burger moved to close the public hearing. Commissioner J. Harris seconded the motion, which was carried unanimously. After further discussion on the height there was a consensus to have a compromise of 26 ft. Discussion followed on raising the pad to reduce the grading, and there was a consensus to delete this condition because if the pad were raised the house would be more visible because of the steepness and location of the house. There was a consensus to have the open railing. It was noted that Condition No. 8 requires landscaping along the northern property line. Commissioner J. Harris stated that she would also like to see some screening on the western and northern faces of the house. Commissioner Burger moved to approve A-1085, per the Staff Report dated May 2, 1985, deleting Condition No. 5 and the first sentence of Condition No. 2, adding to Condition No. 8 that landscaping be installed along the western and northern areas along the house, adding the condition that the stairwell from the garage be removed, and changing Condition No. 1 to 26 ft. Commissioner J. Harris seconded the motion, which was carried unanimously 5-0. The appeal period was noted. ADJOURNMENT Planning Commission !
