HomeMy WebLinkAbout02-02-1988 Planning Commission Minutes CITY OF SARATOGA:PLANNING COMMISSION MINUTES DATE: Tuesday, February 2, 1988 - 7:30 p.m. PLACE: Community Center Arts &.Crafts Room, 19655 Allendale Ave. TYPE: Committee-of-the-Whole Roll Call - Present: Burger, Clay, Harris, Kolstad, Siegfried Absent: Guch, Tucker Staff: Hsia, Caldwell The meeting was called to order at 7:30 p.m. I. ITEMS OF DISCUSSION A. V-87-030, DR-87-156 - Chen, 12805 Picea Ct. Planner Caldwell reviewed the concerns expressed at the Planning Commission meeting citing height, underfloor area and bulk. The architect for the project presented revised plans with a hip roof, reduced height of 26'4", underfloor area reduced from 8' to 24' and described landscaping that would screen the underfloor area and cascade over the proposed retaining wall. The Committee concurred. that the changes were positive; plans should be submitted to the staff by Friday to be placed on the 2/24/88 agenda. B. DR-87-083 - Parnas, 21750. Vintage Lane Staff reviewed the concerns of the Commission regarding 29' height. Mr. Roscoe, architect for the project submitted photographs of the site, stating that most of the home would not be visible beyond the site. He reviewed the rendering and floor plan with the Committee. The Committee compared the heights and sizes of of homes on the lots in the area and generally agreed that the home as proposed would be compatible with the area. The item would be on the 2/24/88 consent calendar. C. Discussion of Substantial Compliance City Manager, Harry Peacock, reviewed his memo dated January 19, 1988, emphasizing that the Planning Commission must have clear expectations of the project, clarify for the applicant what he can do within the conditions of the resolution and clarify the latitude given to staff within the conditions. The plans are approved with the resolution; strict compliance is required. He explained the zone clearance procedure and stated that the procedure would be placed in the local building code. The Committee agreed that conditions #3 and #5 of his memo would be included in future resolutions. 1 , Committee-of-the-Whole Minutes 2/2/88 Y. Hsia reviewed the "Guidelines for Modification to Design Review Approval by the Planning Commission" with the Committee. The Committee concurred all modifications must meet the Zoning Ordinance requirements and that generally the list was acceptable and in line with what has been done in the past. Since planning is not an exact science, minor modifications are to. be expected. In the future, questionable modifications should be placed on the Planning Commission agenda as 'a miscellaneous item. If the Commission determines the modification is significant, the Commission may require a public hearing on the modification. In the meantime, staff.will maintain a log of the type of modifications approved by the staff. Other future items the Commission wishes to discuss include the use of information in the staff reports and the direction that the Planning Commission is heading. Staff will gather samples of staff reports from other cities for the Committee to review. at a special meeting on Thursday, March 3rd, 7:00 p.m. II.
