HomeMy WebLinkAbout03-01-1988 Planning Commission Minutes CITY OF SARATOGA PLANNING COMMISSION MINUTES DATE: Tuesday, March 1, 1988 - 7:30 p.m. PLACE: Community Center Arts & Crafts Room, 19655 Allendale Ave. TYPE: Committee-of-the-Whole Roll Call - Present: Commissioners Burger, Harris, Kolstad, Tucker, Siegfried Absent: Commissioners Clay, Guch Staff: Hsia, Caldwell The meeting was called to order at 7:30 p.m. I. ITEMS OF DISCUSSION A. DR-87-128 - Raney, 14760 Farwell Ave. Planner Caldwell reviewed the concerns of the Commission regarding impervious coverage, 29'9" height and 6,788 sq. ft. of structures where 4,206 sq. ft. was allowed. Rich Augustine, representative for the applicants, presented revised drawings showing a reduced height of 24' and a reduced second story on the home. A dormer was added in the front elevation; no changes were made to the rear elevation. Windows on the right side were eliminated in order to protect the neighbor's privacy. Mr. Raney stated that the impervious coverage was recalculated by Carl Morris at the Raney's request and was not as high as originally stated. Mr. Siegfried stated that he felt the bulk and height concerns were addressed'. Mr. Kolstad confirmed that no changes to the rear elevation had been made in order to address the privacy of the neighbor to the rear. Ms. Tucker requested the site be scheduled for land use prior to the public hearing on the item. Planner Caldwell informed the applicant that two (2) large and eleven (11) reduced copies of the revised plans were due to staff by March 9 in order to be on the April 13th meeting. B. SD-87-020 - Olsen, 15231 Quito Road Staff reviewed the concerns expressed at the 2/16 COW meeting, reminding the Committee that the applicant requested this second COW meeting after he had met with the neighbors. Mr. Zambetti, representing the applicant, presented a revised tentative map showing the new easements requested by 1 Committee-of-the-Whole Minutes 3/1/88 the neighbors. He described the easements as dedicated, deeded scenic easements where no fencing or structures would be allowed. The width would be 10' along the flag to parcel B, 30' along the Romanchecks and Philbricks, reduced to 20' sideyard setback along the building area and increased to 30' along the Becks and Iversons. It would be 20' at the rear of the adobe. An additional 10' right-of-way easement over parcel B to parcel C was necessary to offset the 10' easement along the flag lot. Mrs. Romancheck and Mr. :Philbrick stated they wanted self- maintaining plants that would not die and wanted a voice in the landscape plan. No plan had been prepared to date. The Romanchecks wanted a maximum size and height of the homes established by the Planning Commission, as well as the location of the home. Mr. Zambetti will put envelopes back on the map. Mr. Hsia stated that the staff still had concerns with the map in that the Commission would be making exceptions to setbacks and lot sizes. The Committee acknowledged staff's concern and reminded the neighbors to review the staff report prior to the public hearing to be sure their concerns were addressed. c. SD-87-014, DR-87-046 - Heeter, 14298 Springer Ave. Staff explained that the Commission had approved the site development plan with a'condition that Mr. Heeter widen Springer Ave. 5 ft. Following the site approval~ a new home had been approved with a 25' setback. The widening would establish a 20' setback. Did the Commission want to hold a formal hearing for a modification to the plans? The Committee recalled the several meetings and revisions made to accomodate the neighborhood concerns. The Committee did not want the house relocated in any way; therefore, no modification was necessary. Mr. Heeter thanked the Committee. D. DR-87-159 - Saffarian, 21657 Vintage Lane Staff reminded the Committee of the concern regarding the height, rear elevation and color. Mr. Malek, representing the applicant, presented two schemes to the Committee. The'revisions he proposed which were preferred by the Committee (scheme I) included the following: two-step concrete retaining walls were added at the rear with 10' landscaped ares between the walls; a colonade/arcade area was added along the underfloor area; the balcony was extended at the rear deck to avoid the 2 Committee-of-the-Whole 3/1/88 appearance of a continuous straight line; a portion of the home was elevated with long windows to give more relief to the rear elevation; a portion of the rear of the home was lowered by one foot (now 25'). Most of the home is 23-1/2' high. The Committee wished to see the landscaping plan showing dense shrubs along the rear underfloor area, plants proposed for the 10' areas along the retaining walls, and the trees along the slopes for privacy and the pool area described by Mr. Saffarian. Staff reminded the applicant that revised landscaping plans, elevations and dark color samples were due at city hall by March 9 for the April 13th public hearing. E. A-1176 - Hwang, 19288 Bainter Ave. Mr. Young,- architect for the project, described the modification to the staircase that he proposed. The Committee agreed that no formal modification was required; the new location followed the contours of the lot and was more pleasing than the original one approved.
