REPORT

Roll Call - Present: Commissioners Guch, Burger, Harris, Tappan,
Tucker, Siegfried, & Kolstad
Absent: None
I. ITEMS OF DISCUSSION
A. Paul Masson Conceptual Development Plan - Update on plans by
developer.
Dick Oliver reviewed the revised conceptual development
plan, indicating the following c~anges to the site plan:
1. 79 units reduced to 75.
2. "U" shaped entrance road eliminated in order to
consolidate 1.15 acres of open space in the center.
3. Guest parking is clustered throughout the project.
4. Entrance is gated.
5. Approximately 17 townhomes will be single story.
6. Size of the townhomes are not reduced.
The Commissioners questioned and commented on the plan.
Generally they thought there was a significant improvement
in the plan. The applicant should be careful to avoid
blocks of two-story homes, expand the landscaped area at the
corner of McFarland and Saratoga Avenues and be sure the
round about is a safe traffic pattern for the senior
drivers. Traffic control devices such as stop signs and
arrows may be necessary.
B. DR-88-072, Hwang, 13966 Albar Ct. - New 6,122 sq. ft. home
(cont. from 10/26/88).
Mr. Charlie Liu, the architect representing Mr. Hwang,
presented some revised plans and described the changes.
Portions of the building, including the master bedroom and
the garage, were lowered 2-3' which lowered the roofline.
A balcony was added to the right rear area and circular
balconies, similar to the neighbor's home, were eliminated.
The architect also proposed painting the main structure two
different colors to give the appearance of a cluster of
buildings rather than one large structure.

The Commission discussed the proposed changes. They
preferred one color. The variety in roof heights was
positive. Landscaping should include hedges in front of the
decks, trees next to the home and especially dense
landscaping around the garage.
Staff should renotice the project since the application was
reconsidered after the Planning Commission denied the
initial plan.
C. DR-88-020, Zeid - 21781 H~ber Way - New 3,683 sq. ft. two-
story single family dwelling approved on 5/25/88 to review
modifications to grading and roof pitch.
Mr. Zeid explained that the discrepancy in grading was due
to his original engineer. The new grading plan has an
additional 302 sq. ft. lower floor area under the home where
the original plan showed a natural, undisturbed slope area.
Steve Emslie, Planning Director, indicated that the fill
area could be revised to blend with the natural contours.
The Commission also wanted landscaping along the north ele-
vation. The Commission agreed that if Mr. Zeid worked with
staff to address the grading and landscaped along the north
elevation, the project did not have to return to the
Commission for formal modification. The change in roof
pitch from 7:12 to 5:12 and the additional square footage
did not significantly modify their approval.
D. Report on grading - Pierce Road (Steve Emslie)
Planning Director Emslie informed the Commission that the
site would be seeded on Thursday. The Commission requested
staff to discuss amending the grading ordinance with the
City Attorney to include regulations for disturbing natural
vegetation prior to the rainy season.
E. Report on tree on Chester Avenue (staff).
Staff presented a draft letter to be mailed to J. Lohr. The
Commission was pleased with the City's action on tree
preservation.
F. Date for Christmas Party
Potluck dinner was set for December 10, 1988, at Susan
Guch's home. More information to follow.
G. Miscellaneous
Commissioner Burger asked that the leasing sign on the Owens
property be removed by Friday. Staff would pursue this.
