HomeMy WebLinkAbout02-28-1989 Planning Commission Minutes CITY OF SARATOGA PLANNING COMMISSION REPORT DATE: Tuesday, February 28 1989, 7:30 p.m. PLACE: Community Center Arts & Crafts Room, 19655 Allendale Ave. TYPE: Committee-of-the-Whole DR-88-058~ Woolworth Construction~ 14861 Three Oaks The applicant requests to change the materials on the elevation as approved by the Planning Commission for the design review application, from brick to a wood siding. Since the wood siding matched the style of the home and did not increase the bulk of the home, the Committee concluded that the request could be administratively approved. DR-88-101~ Gallo~ 20077 Mendelsohn Lane The applicant is proposing a storage area as part of his plan for a new home. The proposed space is completely underground except for one side which is connected to the proposed garage by a doorway. Staff and the applicant request interpretation of the basement definition, from the Committee whether such a space may be considered a basement. The Committee members reviewed the plans and felt that the way to determine if the area may be considered a basement is by the exterior impact. If the space is underground and is not visible along any of the elevations, the Committee will not be able to consider the space as an basement. The Committee members felt that the basement definition will need to be amended to clarify this intent. Lighting Proposal, Hulberq, Retail Center Saratoqa-Sunnyvale Road The applicant presented the plan for reducing the amount of light at the retail center site. Only one bulb of 150v will be used on single pole. The angle of the lighting will be oriented to the floor and will be limited. The reading of the amount of light at the retail center was 0.8 compared to 0.2 foot candles at the Owens office center on Cox and Saratoga Avenues. A comparison of amounts of light on different centers was prepared by the applicant and is attached to the minutes. -Commissioner Guch asked what is going to be done regarding the sign light. The applicant responded that the light will be turned off until the sign will be modified and reversed in colors. When the all the changes will be prepared the applicant will notify the Commission and land use committee will be held. The applicant clarified that one of the existing street lights will be eliminated. The applicant tentatively scheduled to 3/14/89 Committee-of-the-Whole and land use and continued to 3/22/89 public hearing. 1 A neighbor submitted a letter of concerns regarding the lighting of the project and is attached to the minutes. DR-88-098~ SD-89-001~ Sinsley, 15314 Sobey Road Mr. Sinsley presented revised plans, reduced in square footage to meet the allowable floor area. The Commission concerns regarding the floor area were addressed and satisfied. DR-88-076~ SD-88-016t UP-88-013~ Yoshioka~ 20570 Prospect Road The applicant presented revised plans including reduced number of units, 10 to 6. The driveway was relocated along the west property line by the residences, and will separate the project from the existing homes. In addition, the balconies toward the residences were eliminated and extensive landscaping was proposed. The Commissioners were satisfied with the new layout and the number of units~ Commissioner Burger questioned the adequacy of the width of the driveway and radius and size of the turnaround area. DR-88-049, Alfft 14185 Teerlink Way This item was not on scheduled for the agenda and was added at the meeting. The applicant requested change of the material approved by the Planning Commission for the house from redwood siding to douglas fir siding. The Commissioner concluded the change would be consistent with the design review permit issued by the Planning Commission. Les Maison Provencal The Committee-of-the-Whole discussed further details of the proposed plans. The applicant presented the plans regarding the entrance area, fencing, security gates, the proposed solid walls. Landscape plans was also reviewed. The two story portion of the units will be set back about 75 ft. from the Saratoga Avenue. Sound wall along the highway will be designed by Caltrans. No plans or cross sections are yet available. The cottage area will be used by Caltrans for the construction of the highway for about 2.5 years. Due to the dedication for the interchange, the setbacks to the structures may be reduced below standard of the City ordinance. Commissioner Siegfried questioned how completion of the project can be guaranteed so that the senior care facility will be built. The applicant responded that in order to receive the state license at least a majority of the units must be sold. The Planning Director indicated that a meeting with the air quality consultant will be held regarding the impact of the highway construction, and the Planning Commission will be notified regarding the result of the meeting and the impacts. 2 ADJOURNED The meeting was adjourned at 9:30 p.m. Respectively submitted, /~m~i~e~F~~ Planning Director Saratoga Planning Commission re: Lighting approval for Saratoga Oaks Retail Complex- Please do:: not be rushed into making a decision, take your time because the decision you make will effect the look and feel of thi. s rural city and the next phase of the complex's development. The.'citizens, not just the neighbor- 'hood have voiced their dislike of the current lighting at. Saratoga Oaks~ I trust that you are considering their opinions and will make an educated and well investigated decisionabout the li'ghting designs for this complex. We all live inSaratoga and like the rural character of o. ur city. The developer does' not'live in the'area and has.shown .little concern for the desires of Saratoga's residents. His only goal appears to be to make his complex as highly vi'si'ble'as possible so that it will be fully rented. I have.conducted some.research.on. the lighting techniques used"by other 'developers'of.retail complexes'approXimately"the same size as. Saratoga Oaks. I looked at all the complexes a!ong.Saratoga/'Sunnyvat'e Road between Pierce Road'andPacifica Drive. I have listed a.fewof'the complexes' here but I .found. none that had'lighting' fixtures as'bright 'o'r'as' glaring as those at the Saratoga Oaks Complex.'~I Urge you to'take a look at.any'.of t'hese sites before.you make a final decision.
