I. ITEMS OF DISCUSSION
A. The Villas of Masson - Discussion of correspondence from
Saratoga Area Senior Coordinating Council regarding the Paul
Masson Project.
A representative for the developer, Dick Oliver, and Andy
Beverett, a representative of the Saratoga Senior Citizen
Coordinating Council, discussed phasing of the project with
the Committee. Also discussed were air quality impacts with
respect to Highway 85. Staff informed the Committee that a
meeting to discuss air quality would be scheduled as soon as
possible.
B. San Marcos Heights - Review of status report from the EIR
consultant, Earthmetrics, regarding revised traffic analysis
and Planning Commission alternatives.
The Planning Director presented the revisions to the traffic
section of the DEIR, prepared by Earth Metrics. The revised
DEIR will include five alternatives and present new traffic
counts including the traffic generated by West Valley
College when in session. The consultant prepared a time
based travel study. The results of the study show that
using a future road through the project, connecting Gypsy
Hill Road to Crisp Ave. to Fruitvale, will not shorten the
travel time. The analysis of the impacts of the increased
traffic is not considered to be significant with regard to
the capacity of the existing streets. However, the revised
DEIR includes analysis of "environmental capacity" which
measures the impact of the traffic increase on the
neighborhood and may be more significant.
Mrs. Virginia Fanelli requested clarification of the
definition of alternative C, which would include Crisp Ave.
as a cul-de-sac. Mrs. Fanelli indicated that the document
does not indicate "environmental capacity" impacts on the
neighborhood. Mrs. Fanelli also requested clarification of
the impacts on the intersections for alternatives "A"
(proposed project) and "C" (connection of Gypsy Hill Rd. to
Fruitvale Ave. through the Odd Fellows), which should be in
her opinion, the same. A neighbor was concerned with the
traffic increase of Crisp Ave. which will be in his opinion
over 100%.
A neighbor mentioned that the graphics of the alternative
should separate San Marcos Road and the Odd Fellows private

road.
Mrs. Fischer raised here concerns regarding the Fellowship
Plaza owned property which will be in her opinion, the most
impacted by the project.
In response to a question regarding the impact of Route 85,
the Planning Director assured the neighbors that the EIR
will include a discussion regarding the highway.
Mr. Bob Barton expressed his concern regarding the sight
distance and the visibility at the Odd Fellows road and
Fruitvale Avenue.
Ms. Peggy Cocker, the Odd Fellows representative, felt that
the EIR recommendations were not clear.
The Planning Director emphasized that the discussion is only
regarding traffic conclusions and the Planning Commission
will make the decision and will select an alternative.
C. Review of Community Services officer's report and action to
resolve code violations at the Quito Village Shopping
Center.
The Planning Director reported to the Planning Commission
regarding code violations at Quito Village Shopping Center
by Cafe Salsa restaurant. At the prior COW meeting,
neighbors expressed concern regarding the accumulation of
trash behind their homes. The Community Services Officer
has obtained compliance with respect to the trash. The
Planning Director indicated that a wall or buffer between
the residential and commercial district, in addition to
landscaping, was being incorporated into the draft revisions
to the Commerical districts.
