HomeMy WebLinkAbout05-16-1989 Planning Commission Minutes CITY OF SARATOGA PLANNING COMMISSION REPORT DATE: Tuesday, Mayt6, 1989 - 7:30 p.m. PLACE: Community Center Arts & Crafts Room, 19665 Allendale Ave. TYPE: Committee-of-the-Whole A. DR-88-101 - Gallo - 20077 Mendelsohn Lane. Review of minor modifications to the second floor plan and the roofline. The proposed changes were described by staff and the Planning Commission agreed that the changes were minor. These changes resulted from the preparation of construction drawings and the incorporation of more detailed information. The Planning Commission directed staff to approve these changes administratively. B. DR-89-014 - Kim - 13355 Fontaine Drive. Review of revised plans from a continued design review request. The applicant stated that, due to the design limitations of the lot, no revised plans were prepared. Several neighboring property owners stated that a two story addition would be incompatible with surrounding homes and create privacy problems. The Planning Commission reaffirmed the opinion that was expressed at the public hearing; that the applicant should revise the plans so that the addition was more sensitive to the issues of bulk and privacy. It was also pointed out that the applicant could explore one story alternatives. C. DR-87-124.1 L Hulberg 2 12750-12791 Saratoga Wood Creek. The Planning Commission reviewed minor changes to an approved 8- unit townhome project on the south side of Cox Avenue, east of Rodeo Creek. The proposed revisions involved an architectural change to the rear of Unit 6 and a change in the rear setback for Unit 7. The changes were discussed and the Planning Commission agreed that the changes were minor. A rear corner of Unit 6 had been angled due to limited space in the rear yard. The change in setback for Unit 7 was due to a more accurate depiction of the approved unit (on the approved plans, a deck on the rear was not shown on the site plan). The Planning Commission directed staff to approve the changes administratively. D. DR-89-004 - Ingle - 21417 Tollgate Road. This item was continued from a public hearing at which the Planning Commission indicated that they would not be willing to approve a variance to exceed the allowable floor area as requested by the applicant. The applicant presented revised plans that were under the maximum allowed floor area. The 1 0 00190 Planning Commission was satisfied with the revised plans and directed staff to reschedule the item for a public hearing at the next available meeting. E. SD-88-008 - Roqers ~ Brook 2 San Marcos Heights Subdivision. The Planning Commission reviewed circulation alternatives for the proposed subdivision. One alternative involved a through- access concept, which would connect Crisp Avenue and Gypsy Hill Road, as shown on the applicant's Tentative Subdivision Map. This alternative was opposed by property owners in the Crisp Avenue area and Sobey Road area. Other alternatives involved either two or three cul-de-sacs. The three cul-de-sac alternative provided for access through the Odd Fellows property. This alternative was opposed by residents of the Odd Fellows property. The pros and cons of the two cul-de-sac alternatives were discussed. It was agreed that the impacts of each alternative would depend upon the number of lots that would be accessed from each of the cul-de-sacs. The Planning Commission also discussed the issues of access to the various school districts and the concepts of open space and trail systems being used to the link the various neighborhoods. The Planning Commission reached a consensus that through access, with or without gates, would be impactful. Staff suggested that perhaps another study session would help define the issues related to the cul-de-sac alternatives. The Planning Commission concluded that a study session on June 6th would be held to discuss the details of the cul-de-sac alternatives. E. Proposed ordinance adding a new Article 15-22 to the zoning regulations to establish the CS: Community Services Overlay District. The Planning Commission discussed the draft ordinance that was prepared by the City Attorney. Several citizens asked whether the proposed ordinance would apply city wide or just on the Odd Fellows property. Staff replied that the ordinance was general and could be applied to any area in the City. However, the ordinance was conceived to deal with the use of the Odd Fellows property and that staff did not anticipate that the ordinance would be applied to any other area in the city at this time. Staff further indicated that the ordinance could be made specific with the Odd Fellows conditions. The Planning Commission had difficulty assessing the ordinance because they had only a vague idea of the future plans that the Odd Fellows have for their property. The Planning Commission felt that a presentation by the Odd Fellows regarding their proposed master plan would be helpful in assessing the effect of the proposed ordinance.
