I. ITEMS OF DISCUSSION
Advance Planning Topics
A. Sign Inventory Update: Follow-up from Col. E.T. Barco and
discussion of sign regulation program.
Col. Barco presented several new additions to be added to the
Sign Inventory that he compiled. Col. Barco reminded the
Planning Commission and staff of on-going sign violations at
the Quito Village Shopping Center and reviewed controversy
regarding the use of the American flag in the City of San Juan
B autista.
B. Discussion of Recreational Vehicles in visible yard areas: the
extent of the concern and possible solutions.
Planning Director Emslie described the negative visual impacts
that RV's, boats, trucks, trailers, etc. are causing when they
are parked in visible front yard areas. Several concerned
citizens elaborated on specific problems that are occuring at
one particular residence which has been an on-going problem for
several years. The Planning Director described the monitoring
and enforcement problems involved with this type of situation.
The Planning Commission discussed the concept of a Neighborhood
Preservation/Property Maintenance Ordinance. This conc.ept was
generally agreed upon since it could encompass a wide range of
maintenance issues. The Planning Commission directed staff to
work with any interested citizens and the City Attorney to
further define the parameters of the ordinance. Staff stated
that this item would be reviewed at a study session on June 20,
1989.
C. Montalvo Master Plan: A presentation from the Villa Montalvo
Association regarding long range planning efforts, goals and
objectives.
The Montalvo Association gave a short history of the property
and its ' function as an arboretum and a center for the
advancement of the arts. The Association President described
the types of functions that are conducted at the Villa. The
Montalvo Master Plan was presented and the Association
President elaborated on the changes to the structures and the
types of programs that would take place over the next ten
years. The problems with the current parking situation were

discussed. The Association's desire to install additional
parking in order to eliminate the existing shuttle service was
also discussed. The Planning Commission discussed conceptual
design alternatives for parking lot layout and circulation
patterns. The Planning Commission assured the Association that
additional on-site parking could be considered and directed the
Association to prepare several alternative layouts. The
Planning Commission asked that these alternatives be discussed
at a future study session which would include contact with
affected neighbors.
Current Planning Topics
A. J. Lohr - 14671 Sobey Oaks Ct. - A request for design review
approval to construct a new two story single family home.
Staff described the location and setting of the property and
the applicant's proposed design. Several design issues were
still of concern to staff. The main issues were the
applicant's reluctance to provide a stepped pad (as required
upon subdivision approval) and the excessive underfloor height.
Staff also expressed concern that the bulk of the home was
excessive due to the number of two story walls and the mansard-
like rooflines. The applicant presented site plans of
surrounding residences, both approved and proposed, to the
Planning Commission. The applicant pointed out that the
construction of these homes would partially block the view of
the proposed residence from Chester Avenue and Sobey Road. The
applicant contended that the intent of the subdivision
condition requiring a stepped pad would be met because the home
would be recessed into the hillside. The Planning Commission
reviewed the proposed design of the home and and expressed no
strong concerns with respect to mass or bulk.
The meeting was adjourned at approximately 9:30 p.m.
