Committee-of-the-Whole Report

I. Items of Discussion
A. Personal Property Storage; Residential Lighting; Vehicle Repairs.
The Planning Director and City Attorney explained the existing
and conceptual ordinance related to parking of recreational
vehicles. The Planning Director went on to describe yard areas
and specific parking restrictions for each.
The audience then began to express views both for and against
parking R.V.s in visible yards. The following issues were
raised:
1) Size of lots and the ability to access rear and side yards
2) Narrow & Cul-de-sac lots and parking areas
3) Neighborhoods where visible parking of RV's is prevalent
4) Retired persons and RV useage
5) Off-site storage and related problems
6) How other cities deal with the issue
7) Suitable Screening
8) Handling visiting guests
9) Forming a Citizen's Review Committee
10) The five day storage definition
11) Over-covering front yards and loss of landscaping
The Committee-of-the-Whole discussed its comments and concerns
which were as follows:
1) History of complaints
2) The Relative cost of the RV and off-site storage
3) The problem of parking on smaller lots where the impacts
are compounded
4) A permit process
5) A definition of RV
6) Attempt to balance the issue by separating different types
of vehicles

The Committee-of-the-Whole concluded with a commitment to move
forward with this issue, and deciding that Staff and
representatives from both sides of the RV issue as well as
representatives from the Planning Commission should meet to
discuss ways of resolving concerns expressed tonight.
The Committee-of-the-Whole then summarized the primary issues for
staff to include in future discussions regarding this topic:
1) Summary of citizens complaints
2) Areas where complaints are prevalent
3) Review of other cities parking regulations
The Committee-of-the-Whole began discussing the conceptual
residential lighting ordinance. The following concerns or
questions were raised.
1) Consider a sliding scale for lighting intensities based on
lot size
2) Address lighting types as a distinct class i.e. neon,
halogen, high pressure sodium and incandescent.
3) Consider lowering standards, they may allow too much light
in more rural areas
4) Reduce the amortization period by as much as 75 percent
5) Revise the ordinance to be more performance oriented
Lastly the Committee-of-the-Whole discussed the draft vehicle
repair ordinance. The Committee-of-the-Whole concluded that
ordinance facilitated enforcement by better defining the number
of vehicles that can be brought to an address during a period of
time. The Committee-of-the-Whole felt that this ordinance seemed
relatively straight forward and could be scheduled for a Planning
Commission hearing as soon as possible.
B. Parker Ranch Homeowners Association: Follow up to initial
discussion regarding restrictive fencing requirements.
The Planning Director and City Attorney summarized the three
options outlined in the City Attorney's memorandum to address the
concerns of the Parker Ranch H.O.A. that the City's fencing
requirements prevent the establishment of landscaping.

The Parker Ranch representatives presented a series of slides to
illustrate desirable and undesirable fencing seen throughout
Saratoga's hillside area.
The Committee-of-the-Whole felt that option three where a
specific neighborhood could petition the City to allow more
fencing was the best approach. The Committee-of-the-Whole
cautioned that it is important that the definition of
neighborhood be carefully crafted to prevent misuse of this
alternative.
C. UP-89-005; 20514 Saratoga-Los Gatos Road - Fox and Carskadon
request to modify sign from a wood to a bronze plaque.
The Planning Director presented the proposed sign change and
indicated that the revision would be consistent with the
objectives of the use permit recently authorized by the
Commission. The Committee-of-the-Whole concurred and authorized
staff to approve the modification as requested.
D. DR-89-105, 19123 Via Tesoro Ct. - Frankel discussion of
alternative roof lines and locations of an detached garage.
In that the applicant was not present to discuss this item, it
was continued to the next study session.
E. DR-89-046-20233 Seagull Way, Naghavi - request for design review
approval for a new residences. (continued from Planning
Commission meeting 7-26-89)
Staff reported that it had not been successful in reaching Mr.
Naghavi and therefore had not revised plans.
