ITEMS OF DISCUSSION
1. DR-90-057 - GAULT, 22068 VILLA OAKS LANE
The Planning Director presented a summary of the project. The
applicant's representative was present to provide an overview of
the current proposal's configuration. It was also brought up
that the applicant had not been aware that a home had already
been approved directly in front of his site. The Commissioners
agreed with the applicant that a home in front of this parcel
would have an affect on how'they considered this proposal's
design and visual impacts. The Commissioners concluded that the
presentation was helpful and directed the applicant to present
the project again at the following public hearing.
2. DR-90-072 - HARY, 15201 OUITO ROAD
The Associate Planner presented the proposed height modification
to the originally approved plans. The project architect was
present to answer questions regarding the modifications. Based
on the Commission's lack of concern with the changes, staff was
directed to approve the height modification at an administrative
level.
3. DR-90-082 - WILLIAMS, 21272 CHIQUITA WAY
The Planning Director presented a report summary. Chair Moran
questioned why the applicant hadn't brought revised plans as she
felt was the Planning Commission's direction at the 3/13/91
public hearing. The applicants and their architect were not
aware that this was the request and were not clear on what
changes were desired. Commissioner Caldwell outlined her specif-
ic concerns as being:
1. The site should be restored prior to considering an applica-
tion within this subdivision.
2. The home should better follow the natural contours.
3. Mass and bulk should be reduced.
4. Color scheme should be darkened (earthtones) and include

natural materials.
5. The structure's verticalness should be reduced with greater
horizontal relief.
4. DR-89-074 - WU, 18836 TEN ACRES ROAD
The Associate Planner presented the requested height modification
to the Commission, who agreed that the change was significant
enough to warrant being scheduled for a public hearing.
5. SD-87-008.1 - SUNG (FORMERLY HARBOR BUILDERS) - 22631 MT. EDEN
RD.
The Planning Director updated the Planning Commission by indicat-
ing the purpose of the study session was to continue to list
questions and concerns regarding the extension of the tentative
map. The following concerns were raised by the Commission:
1. Copies of engineering findings concerning the erosion con-
trol measures to correct the haul roads.
2. Copies of the statement of overriding consideration concern-
ing the length of the cul-de-sac.
3. The stability of Lot #4 and the extent to which grading will
be environmentally invasive to correct instability.
4. The effect of the 1989 earthquake on geotechnical findings
made in the EIR.
5. Copies of William Cotton's 10/4/90 report.
6. Concern that cumulative effects concerning traffic was not
adequately addressed in the EIR.
7. Copies of the 1987 geology report referred to in the EIR.
8. Concern that the visual impact of future construction is
understated.
9. Request the City Attorney to elaborate on the legal prece-
dent in determining health, safety and welfare finding.
10. Request the City Attorney respond to the Planning Commis-
sion's ability to meet in closed session.
The Planning Commission scheduled the public hearing for April
24, 1991 to consider the extension of the tentative map.

6. DR-89-023, V-89-008 - RIDING, 21836 VILLA OAKS LN.
The P~anning Director reviewed the applicant's request for site
improvements to a previously approved design review application.
The Commission felt that the improvements were appropriate for
this site and directed staff to approve the request at an admin-
istrative level. A landscape plan will need to be provided for
Planning Director review, however, prior to the issuance of
building permits.
