ITEMS OF DISCUSSION
1. Planning Commission Consideration of Development Review and
Supplemental Regulations
The Planning Commission consensus did not recommend #7; modified
#12 and #13 to be permissive rather than mandatory at the discre-
tion of the Staff; clarified #15 to state intent; modified condi-
tion #20 to include principle players only. The Planning Commis-
sion felt that the intent of these document should be flexible
enough to not tie the hands of the City unnecessarily.
2. Preliminary review of the.reuse of the Hubbard ~ Johnson site on
Saratoqa-Sunnyvale Road
The developer, Bill Lightner, presented the design team who
prepared the conceptual plans presented at the Study Session. He
also explained the history of the project purchase and staff
meetings held since December.
The architect, Jeff Zimmerman, presented aerial photographs,
massing studies, sketch models, architectural drawings and re-
sponded to the Planning Commission questions and concerns.
Siegfried was concerned regarding a lack.of guest parking. Burger
stated that she would like to see less density but would entertain
adding more row houses to obtain more open space and parking.
However, she felt that a reduction in density would benefit the
project.
Tappan expressed his concern regarding the lack of guest parking
and the relationship of the single family homes to the auto court.
The architect explained that the auto courts were to promote a
sense of community.
Kolstad was concerned about density. He felt that density was
inappropriate for Saratoga. Driveway aprons were close together
that would add to project congestion. He was also concerned about
the one bedroom units being difficult to market. His concern was
limited to the exterior appearance. He wanted to provide relief
between buildings and more parking near the pool area.
Siegfried was less concerned by density because of the surrounding
neighborhood. The density was a concern because of what it will
not allow, namely guest parking.
Moran asked the fire department had received the access.
She also asked about the affordability range of the row houses.
She also asked about expansion of the retail in response to the
compatibility concern with Saratoga-Sunnyvale Road.
Tucker concurred with the comments of the Commissioners. She was
also concerned about a lack of parking. If the project was to
appeal to families more open space is needed.
The developer responded by stating that project trade-off will
need to be considered. The Planning Commission clarified that
fewer units need to be considered. The Planning Commission sug-
gested that the developer investigate guest parking ratios in
adjacent projects.
The Planning Commission suggested that the developer return to a
study session to present alternative site plans to address the
Planning Commission's concern.
3. Review of an Initial Study prepared for a proposed 5-lot residen-
tial subdivision on a site 26=.5 acres in size.
The Planning Director presented the Initial Study prepared for the
5-lot development which concluded the project will require an EIR
to analyze geology and erosion control alternatives.
