NNING ' "cOMMITTEE-OF-THE-WHOLE DATE: May 1, 1990 PLACE: Community Center Arts & Crafts Room 19655 Allendale Ave. TYPE: Committee-of-the-Whole meeting ITEMS OF DISCUSSION 1. DR-88-010,: PAULA HAMOUI, 21518 Saratoga Heights The Planning Commission reviewed the request for the color change to the light blue due to concerns for durability of the stain that was approved. The Planning Commission direct- ed that the individual commissioners visit the site and review the item at the May 9th Planning Commission meeting. 2. BLACKWELL - Diamond Oaks Court James Walgren presented the architectural change proposed to straighten the foundation wall underneath the house that was not visible from the exterior. Because the change did not result in any exterior change the Planning Commission author- ized administrative change. 3. SD-88-019 z BIRENBAUM (formerly HUR), 20052 Sunset Drive Virginia Fanelli representing the applicant, presented the background and goals of the applicants to discuss access and placement of the home on the.property. The applicant, Larry Birenbaum, presented his findings and studies since acquiring the property. He reviewed the property characteristics, aspects of the previous plan and neighbors siting prefer- ences. He discussed his priorities in selecting an architect who specialized in hillside development. The applicant presented schematic plans to the Planning Commission and neighbors depicting architectural elevations and conceptual site plans. The neighbors presented their concerns regarding the siting of the revised proposal. Bill Mussone felt that the proposed placement of the home could interfere with his view across the property. He was concerned about noise and privacy given the proximity of the proposed house to his private areas. The neighbors suggested movement of the home north 50 feet to 100 feet. The architect working with the Mussones described the rela- tionship of the proposed house and the impact on the neigh- bors' view. The architect felt that further adjustments would be necessary to minimize the impact. 1 Meg and Alan erson presented the 1 of their home and the proposed building site. They felt that movement of the home further down slope to minimize their impact and increase setback from the Berrocal Fault. The structural engineer representing the Gibersons stated that the house could be located further north without grading impact. The applicant presented his proposal for access. The bridge from Sunset Drive. The bridge concerns were the large re- taining walls and steep slope. He presented a proposed driveway within the easement~ The applicant showed how the driveway within the easement could be located without impact to the Gibersons. He presented the advantages of the drive- way versus the bridge. The slope of the bridge was greater, noise was greater for immediate neighbors but decrease for the Gibersons. The neighbors expressed their concerns regarding the access. The Giberson's structural engineer presented a low profile bridge he would recommend for this site. He felt a low pro- file bridge would be aesthetically pleasing and low noise. Planning Commission comments included placement of the home was improved, and the necessity of the bridge for further access to adjoining undeveloped lands. Kolstad wanted to be sensitive to neighbor views and that the driveway within the easement was acceptable. The Planning Commission felt that a site visit to all neighboring~properties would be necessary. 4. Preliminary Review of the Re'use of the former Hubbard & Johnson site, 12297 Saratoga,Sunnyvale Road The applicant stated that they had in fact designed several reduced density alternatives. The architect then presented plans they had studied previously. The Planning Commission provided comments: Siegfried wasn't concerned about density but the perception of the design. Kolstad felt that the density was not his personal preference but that the project density did not impact adjacent uses. Burger was concerned about the density but questioned what we will gain from reduced density. Siegfried wanted a street- scape depiction for comparison of the context. ADJOURNMENT
